Natural resource management and conflict in Turkana
South District
• Key issues:
1.Land
2.Governance
3.Livelihoods and food security
4.Disaster risk response
Land
1. Land disputes- boundary where Pokot have
encroached with creation of new
administrative units, Kainuk division
2. Natural resource exploitation; Oil and gas
exploration – no community involvement
Governance
1. Poor governance – has no development agenda and
not people driven
2. State institution not executing their roles as
expected thus; high insecurity with rampant loss of
lives and property, displacement of persons and
eviction thus many areas deserted
3. Local community participation and involvement due
to low capacities
4. Development actors poor strategies in dev
implementation
5. Ignorance to invest in Research and development
6. Poor leadership with pathetic infrastructure has
hindered investments opportunities (roads & no
communication in 60% 0f the County )
Livelihoods and food security
• Low diversification on better livelihoods option to
nomadic lifestyles
1. Availability of arable land to support farming i.e.
existence of irrigation schemes along river Turkwell;
Kainuk , Loyapat, Nakwamoru, Kapelibok, Juluk,
Nawoyaregae, Katilu and Lokapel.
2. Valuable natural resources; Aloe, resin, gum Arabica,
incense, oil and gas, gold, gypsum to name but a few,
3. Willingness of population to practice agriculture
4. Value addition to Aloe, basketry, honey and livestock
products
Disaster risk response
1.
2.
3.
4.
5.
Drought and famine
Hunger and starvation
Floods
Out break of diseases
Conflict result in loss of land, lives and
property
Cont.
4. Trade – minor economic activity that supports
small % unlike livestock, fishing and farming
which are the major source of survival

Challenges
• Inadequate funds to fully implement components in
line with beneficiaries needs
• Staff inadequate no funds to support and sustain
• Logistical problem in relation to insecure project areas
i.e. Oropoi going by motor cycle, Juluk with Lorogon
issue unsettled
• No funds for research which is required to inform the
project on the needs and projects demand
• mapping of NRM has not been done in Turkana
• Duplication of projects with no zoning, mapping
who is where, doing what, where to partner
Proposed projects
• Establish environmental conservancy centre for
research, technology transfer and cultural
tourism Lodwar town
• Newsletter for Environmental conservation and
governance
• Integrated approach to Conflict Transformation
in northern Kenya (target 15 locations most
affected by conflict)
