ADHERENCE TO THEORETICAL STAGES OF PUBLIC POLICY
MAKING AND IMPLEMENTATION
– THE PERFORMANCE OR EFFECTIVENESS OF ANY PUBLIC
POLICY IS DEPENDENT ON ITS FORMULATION AND
IMPLEMENTATION PROCESSES, WHICH ARE FUNCTIONS OF
