Boulder City, Nevada is home of the State's number one tourist attraction, Hoover
Dam and now the O’Callahgan-Tillman Bridge. This is a wholesome, family-oriented
community, with a significant retirement sector, that takes pride in its low crime rate
and high-quality police and fire protection. We are ideally located between the
entertainment and excitement of Las Vegas and Henderson, and the recreation
paradise of the National Lake Mead Recreation Area, containing North America's
largest man-made lake.
Even though Boulder City is controlled by a slow-growth ordinance and therefore
remains a small community, we host many large events. Art in the Park and Spring
Jamboree are two of the largest events in Boulder City drawing nearly 100,000
guests to our quaint town. You'll never find a dull weekend, as there is always
something happening. The attractions and recreational opportunities have put
Boulder City on the International map. Bootleg Canyon is world renowned for its
amazing and extreme mountain biking. It is home to an exciting zip line, soaring
visitors over the breathtaking views of Bootleg Canyon and Hemenway Park and
Valley. If visitors look really hard while sailing through the air, they might spot one of
the many bighorn Sheep lying on the cool grass of Hemenway Park.
Boulder City’s friendly atmosphere and enjoyable pace really gives you a sense of
down home charm. We would love to have you join us for a relaxing stroll through Old
Town, play a challenging game of golf at one of the golf courses, do a little shopping
in the business corridor, or enjoy an appetizing meal at a favorite restaurant.

The City of Boulder City owns its own electrical utility with rates substantially lower than anywhere else
in Southern Nevada. This fact is primarily due to a longstanding agreement to buy power from
Hoover Dam.

These are the suggested steps along with a listing and a brief description of
each of the forms and filings necessary for business operations in Boulder City

The Community Development Department of Boulder City has divisions consisting of Planning and Zoning,
Building Inspection and Code Enforcement, Redevelopment and Urban Design. Community Development is also
responsible for the Strategic Plan of Boulder City and the Comprehensive Master Plan.
HOW DO I FIND THE ZONING OF A PROPERTY? The City’s zoning maps are not yet online. (The information
on the County’s website is NOT for Boulder City zoning). In the meantime, please call the Community
Development Department at (702) 293-9282 to obtain the zoning of a property. Zoning maps are also
available for purchase in the Public Works Department at City Hall. You may contact the Public Works

Step Two – Create a Corporation, Limited Liability Company, Partnership,
Sole Proprietorship or Legal Organization
EMPLOYER IDENTIFICATION NUMBER (EIN)
Every partnership, corporation or limited liability company must have an employer identification number (EIN)
to use as a federal taxpayer identification number. Sole proprietors must also have an EIN if they pay wages
to one or more employees or if they are required to file any excise tax returns. The EIN numbers are
sometimes referred to as a Tax ID number.

EMPLOYMENT SECURITY DEPARTMENT
This is Nevada’s unemployment insurance. The business is assigned an experience rating based on the
mount of unemployment claims that have been filed. For a new business, the rate is 3.0% of the gross wage

Step Three – Obtaining a Fictitious Name Certificate (DBA)
If forming a SOLE PROPRIETORSHIP or PARTNERSHIP:
If you plan to use a name other than your legal name, you must file a Fictitious Firm
Name Certificate (Doing Business As) with the Clark County Clerk’s office to identify
the owner(s). This applies to corporations and LLCs as well as sole proprietorship and

Step Four – Obtaining a State Business License
State Business License
All business operating in Nevada must obtain a State Business License currently issued by the
Department of Taxation. The State Business License Fee and renewal has increased from $100.00 to
$200.00 per business as of July 1, 2009, and will revert back to $100 effective July 1, 2011. Effective
October 1, 2009, administration of the State Business License will transfer over to the Secretary of
State’s Office. Additionally, the definition of “Business” has language that includes any entity organized
pursuant to Title 7 whether or not the entity performs a service or engages in a business for profit. The

Obtain a retail sales permit (If Required)
Every new business must check with the State Department of Taxation to determine whether they need a
resale permit, an exemption certificate, or are subject to use tax. A deposit or bond may be required.

In the State of Nevada all new business are required to obtain a business license within the city/county in

Step Six – Obtaining Special Permits
In addition to city and county licenses, certain business/ occupations are required to obtain special state
licenses (i.e. contractors, beauticians, etc.). As a new business you may be required by the city or

State Business Tax
MODIFIED STATE BUSINESS TAX
As of July 1, 2009, if the sum of all taxable wages, after health car deductions, paid by the
employer does not exceed $62,500 for the calendar quarter, the amount of tax is 0.5% of the sum
of those wages (0.005). If the sum of all the wages paid by the employer exceeds $62, 500 for the
calendar quarter, the tax is $312.50 plus 1.17% of the amount the wage exceed $62,500. For
example: If the sum of all wages for the 12/09 quarter is $101,000. The tax is $321.50 plus
$450.45 (0.0117 x $38,500 which is the amount exceeding $62,500) = total tax due of $762.95.
These changes are to expire June 30, 2011. No changes were made to the definition of
Financial Institutions or the tax rate for Financial Institutions which remains at 2%.

NEVADA LODGING TAX
Initiative Petition 1 amended NRS 244 and imposed an additional tax at the rate of 3% of the
gross receipts from the rental of transient lodging in Clark and Washoe Counties. As of July 1,
2009 the tax is imposed throughout the county, including its incorporated cities, upon all persons
in the business of providing lodging. In addition AB 552 changes when lodging tax is due to the
Department of Taxation. The local governments must pay the tax to the Department on or before
the last day of the month immediately following the month in which the tax is collected, therefore,
the lodging tax payments for the May 2009 period will be due to the Department of Taxation on or
before June 30, 2009.
PERSONAL PROPERTY TAX
All business must pay an annual tax on business equipment and furniture (excluding inventories)
based upon the assessed value of the property.

NEVADA LIVE ENTERTAINMENT TAX
A 10% tax applied to revenues derived from entertainment venues. Some of the taxable items

Redevelopment Agency
The City of Boulder City Redevelopment Agency has been established to assist businesses and
developers interested in projects aimed at revitalizing property within the Redevelopment Area. In
an effort to encourage continuity in the redevelopment process and ensure compliance with the
adopted Redevelopment Plan, the Agency has developed a policy on how projects will be
considered for funding.
Property owners and developers seeking assistance from the Redevelopment Agency should
demonstrate how their project complements the Redevelopment Plan. If monetary assistance is
requested, they must show that no other reasonable means of financing is obtainable. It should
also be noted that projects above $100,000 receiving Redevelopment Agency funding are subject
to the payment of prevailing wages, as determined by the Nevada State Labor Commissioner, on
all labor involved in the construction of the project. Projects up to $90,990.00 can receive up to
30% of their redevelopment project. RDA expenses must first be approved by the RDA Board
before they can be reimbursed. No money is forthcoming before approval. Do not start your
project without first applying, becoming approved, and given the proper notice to move forward.
The Agency can use funds which accrue over time to finance public sector improvements like
road widening, landscaping, or utility upgrading. Alternatively, the agency can enter into public /
private partnerships where a modest amount of public sector funds are combined with a larger
private sector investment resulting in major revitalization.
