Policy objective: To ensure sustainable access to clean water and safe sanitation,
whilst protecting the integrity of natural ecosystems.

Related output and 2016 targets:
 Expanding of wastewater treatment facilities
 Cut network losses (to 0 net artificial inflow to Doha water table)
 Improvements in sewage networks
 Shifts in tariff structures
 More infrastructure to deliver reused water to users and greater use of excess flow for


Policy objective: To reduce air pollution and greenhouse gas emissions for healthier
ecosystems and human well-being

Related output and 2016 targets:
 Reduction of health risks created by NOx, VOCs and O3, zero O3 exceedances
 50% reduction of 2008 flaring intensity
 Reduction of total CO2 emissions by 5.5% (compared to 2008)

 Exceedance of air quality limit values in urban areas (UNEP/LAS)

Sector Outcome 3: Reduced Waste, More Recycling and
Efficient Reuse
Policy objectives and targets

Policy objective: To reduce the volume of waste at source, encourage a recycling
culture and promote innovative reuse of waste for more efficient use of resources and
healthier ecosystems.

Related output and 2016 targets:
 Solid waste management plans, including hazardous waste; development of a private sector
recycling industry and recycling “quick wins”:

Less waste disposal on landfills (3-5% of domestic waste disposed of in landfills)

waste generation of 1.6 kg/capita/day

More recycling (38% of waste recycled)



Conclusions
 Proposed indicators were selected on the basis of




Information needs derived from Environmental Sector Strategy and QNDS
SDI Guidance of UNEP/ROWA and League of Arab States
Millennium Development Goals
Other international recommendations (e.g. IRWS)
 Data for some indicators are available, but




They are generated and stored at different places
They use different definitions and classifications
Not collected on a regular basis
Vary significantly in quality and coverage
 What is needed?
 An agreed list of environmental indicators for Env.Sect.Str. and other purposes (e.g. MDG,
UNFCCC)
 Data collection strategy for each environmental topic
 Environment Statistics can even be developed without indicators and a clear policy
context, but then it might miss the target!
