Related output and 2016 targets: Solid waste management plans, including hazardous waste; development of a private sector recycling industry and recycling “quick wins”: Less waste disposal on landfills (3-5% of domestic waste disposed of in landfills) waste generation of 1.6 kg/capita/day More recycling (38% of waste recycled) Proposed Indicators for Qatar Solid waste management plans: Share of domestic waste disposed in landfills Waste treatment and disposal by method of treatment (UNEP/LAS) Generation of waste by sector (UNEP/LAS) Generation of hazardous waste (e.g per unit of GDP) (UNEP/LAS) Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 9 Sector Outcome 4: Nature and Natural Heritage Conserved, Protected and Sustainably Managed Policy objectives and targets Policy objective: To protect, conserve and sustainably manage Qatar’s nature areas and natural heritage Related output and 2016 targets: Establish a comprehensive electronic biodiversity database Expand actively managed protected areas Proposed Indicators for Qatar No measurable targets formulated, but recommended are: Protected area as percent of total area (UNEP/LAS, MDG) Abundance of selected key species (UNEP/LAS) Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 10 Sector Outcome 5: More Sustainable Urbanisation and a Healthier Living Environment Policy objectives and targets Policy objective: To encourage sustainable urban planning and develop creative urban spaces for improved quality of life Related output and 2016 targets: Three shaded greenspace urban corridors, each stretching for at least three blocks and designed and managed to encourage car-free travel Proposed Indicators for Qatar Greenspace urban corridors: Number and area of urban greenspace corridors Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 11 Sector Outcome 6: An Increasingly Environmentally Aware Population Policy objectives and targets Policy objective: To increase the populations’ understanding and concern for environmental issues Related output and 2016 targets: An increasingly aware population Influential Qatari leader as the national champion for the environment Establish and ambitious schools and environment programme Target particular industries for awareness-raising Proposed Indicators for Qatar No measurable targets formulated: …let’s collect ideas! Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 12 Sector Outcome 7: Improved Governance and Regional and International Cooperation Policy objectives and targets Policy objective: To strengthen institutional and human capacities, and enhance national, regional and international coordination for addressing environmental priorities Related output and 2016 targets: Environmental information database: Improved documentation and access to data and information through creation of searchable information database at MoE Strategic partnerships with industry and bilateral, regional and multi-lateral partners Regional leadership on at least 1 environmental project At least 2 projects implemented with the private sector Proposed Indicators for Qatar Environmental information database: Annual number of visits/users of specific environmental information Strategic partnerships: Number and budget of environmental projects implemented with the private sector Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 13 Data Needs (Environment Statistics) Policy targets Indicators Data needs (Env. Concentration of air pollutants in urban areas(2007-2008) in ug/m3 of air. Arable lands (2001-2008) hectares Emission of CO2 as a result of industrial operations (2001-2008) tons annually Ozone depleting substances (2001-2007) Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 17 Finally…. A lot is already available – e.g. at QSA! Use of agricultural fertilizers (2001-2008) Kg/hectares Annual Fishing (2001-2008) tons yearly. Use of agricultural pesticides The ratio of preserved areas to the total area (2003-2008) Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 18 Finally…. A lot is already available – e.g. at Kahramaa! Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 19 Conclusions Proposed indicators were selected on the basis of Information needs derived from Environmental Sector Strategy and QNDS SDI Guidance of UNEP/ROWA and League of Arab States Millennium Development Goals Other international recommendations (e.g. IRWS) Data for some indicators are available, but They are generated and stored at different places They use different definitions and classifications Not collected on a regular basis Vary significantly in quality and coverage What is needed? An agreed list of environmental indicators for Env.Sect.Str. and other purposes (e.g. MDG, UNFCCC) Data collection strategy for each environmental topic Environment Statistics can even be developed without indicators and a clear policy context, but then it might miss the target!
