The Capitol Building Incident, the San Juan Museum Incident and the Rio Piedras Post Office Incidents. All three (3) were identified as a non-threat white powder; however, all 3 required the same intensive response. A suspicious letter arrived, signed by the new Machetero Leader, with a white powder and opened. A full response action was displayed by all emergencies agencies.
