There were three (3) white powder treats this year. The Capitol Building Incident, the San Juan
Museum Incident and the Rio Piedras Post Office Incidents. All three (3) were identified as a
non-threat white powder; however, all 3 required the same intensive response.
A suspicious letter arrived, signed by the new Machetero Leader, with a white powder
and opened. A full response action was displayed by all emergencies agencies.
