MIDWEST STUDENT EXCHANGE PROGRAM (MSEP) A PROGRAM OF THE MIDWESTERN HIGHER EDUCATION COMPACT (MHEC) MIDWEST STUDENT EXCHANGE PROGRAM (MSEP) • To improve access to postsecondary education by providing more affordable opportunities for students to attend out-of-state institutions. • Participating public institutions charge students no more than 150% of the in-state resident tuition rate for specific programs • Undergraduate and/or graduate programs can be selected to be included • Over 100 institutions in Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota and Wisconsin • Ball State, Indiana State, and Purdue North Central are the Indiana public institutions • http://msep.mhec.org/ Considerations for MSEP Participation • One campus in a ‘system’ can participate without other campuses participating. • The campus must agree to accept students at the 150% tuition from all states that are part of MSEP. • Different admission standards, such as a higher GPA, can be set for students using the MSEP. • Students can be excluded from other scholarship programs. • Degree programs included in the program can be limited. • Degree programs which are currently attractive to nonresident students can be excluded while programs that have limited nonresident enrollment can be made more attractive. Considerations for MSEP Participation • The campus determines the criteria for determining if a student is a resident of a participating state. • The campus can determine if it will include already enrolled students in the 150% tuition programs when it is implemented. MSEP has had institutions take both approaches. • There is no fee for participating in this program. • The agreement can be terminated by notifying MHEC and the currently enrolled students.
