OUTCOME
OBJECTIVES
• Step 1: State problems
• Step 2: Develop goal statements that address your stated
problems
• Step 3: Identify the CTAS purpose area that your goal is
related to
• Step 4: Identify strategies and activities to address stated
problems and meet goals
• Step 5: Uncover underlying assumptions in your strategies
and how these strategies will address problems and goals
• Step 6: Identify short- and long-term outcome objectives that
will help you address your problems and achieve your goals
Step 1: Defining Problems

Data identifying the community’s problems that
will be addressed by your program

Use information/data gathered from the needs
assessment
Problem Statement Examples

72% of violent crimes committed in the
community were against Native women and girls
Step 2: Defining Goals

Goals are broad statements that describe the
longer-term impacts that you are trying to
achieve

Goal statements address the community needs
that the project will target

Try to match your goals to goal statements
described under the purpose areas
Goal Statement Examples

To decrease the number of violent crimes
(sexual assault, domestic violence, dating
violence, stalking) committed against Indian
women and girls
Step 3: CTAS Purpose Area

Select the CTAS Purpose Area that best fits
your goals


assistance

Step 4: Specifying Your Strategies &
Activities

The strategy is the overall method used to
create change in your community and
accomplish your goals.

Your activities are the steps that you will take to
implement each strategy.

Program strategies and activities answer:




What are we going to be doing?
When are we going to do it?
How much are we going to do?
To whom are we going to do it?
Strategies & Activities Example
Strategy: Review and update village policies and
procedures regarding safety procedures for victims of
domestic violence
Activities: Compare existing policies and procedures to
state-recommended policies and procedures. Make
recommendations to the village administrative director for
changes in village policies and procedures. IRA Council
changes policies and procedures to improve safety
procedures for victims of domestic violence.
Strategies & Activities Example
Strategy: Conduct Cross Training for victim service staff
on screening, intake, and referral processes to better
serve the victims of domestic violence in the village
Activities: Identify staff from each family service
program to receive training. Conduct an assessment of
gaps in knowledge of processes and protocols around
domestic violence. Identify the appropriate trainers
based on the gaps assessment findings. Schedule and
advertise the training. Conduct a pre- and postknowledge survey for the training. Hold the training for
10 staff.

STATEMENTS

OBJECTIVES

Step 5: Specifying Your “If-Then”
Statements

Your “If-Then” Statements help clarify the
underlying assumptions of your program

Why and how program strategies are expected
to lead to your goals and desired changes
“If-Then” Statements Example

IF village policies and
procedures regarding
safety procedures for
victims of domestic
violence are reviewed and
updated…
THEN more victims of
domestic violence will
receive the services they
need to escape the violent
situations they are in.
“If-Then” Statements Example cont.

IF more victims of
domestic violence
receive the services
they need to escape the
violent situations they
are in…
THEN these women and
girls will be less likely to
become victims of
violent crimes.
“If-Then” Statements Example cont.

IF these women and
girls are less likely to
become victims of
violent crimes…
THEN the number of
violent crimes
committed against
Indian women and
girls will decrease.
Step 6: Specifying Your
Outcome Objectives

Outcome objectives are specific statements that
identify what will change for whom.

Short-term outcome objectives are the
immediate program effects that you expect to
achieve.

Long-term outcome objectives are the long-term
or ultimate effects of the program.
Outcome Objectives Examples

Short-term outcome objective: There will be a
25% increase in the number of victims of
domestic violence who receive services to
escape their violent situations.

Long-term outcome objective: There will be a
10% decrease in the number of violent crimes
committed against Indian women and girls.
