IRSN STRATEGY TO ASSESS A NEW MAINTENANCE POLICY 27.09.2010 / Nesebar, Bulgaria Presented by Naoëlle MATAHRI, IRSN CONTEXT A competitive environment Optimization of the maintenance strategy Increase of the availability High level of safety BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 2 The selected method: AP-913 METHOD Method developed by INPO Objectives: Improvement of the reliability of the systems and components Improvement of the availability Principle: analysis of the components behaviour and the operating condition Structure: 6 equipment reliability (ER) process areas BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 3 AP-913 representation Performance monitoring Scoping and identification of critical components Continuing equipment reliability improvement Preventive maintenance implementation Corrective action Life cycle management BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 4 ER process area « Scoping and identifcation of critical components » Common scoping criteria Identify important functions Performance monitoring Preventive maintenance implementation Identify critical components Identify non-critical components Identify run-to-failure components Scoping and identification of critical components Continuing equipment reliability improvement Based on the impact on the safety, the availability, the radiological protection, the personnel security and the environment BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 5 Corrective action Life cycle management ER process area « Continuing equipment reliability improvement » Development and use of preventive maintenance (PM) templates Continuing adjustments to PM task and frequency based on station and industry equipment operating experience Documentation of the PM technical bases Consideration of alternative maintenance strategies to ensure reliable equipment Performance monitoring Scoping and identification of critical components Continuing equipment reliability improvement Continuous improvement from plant staff recommendations BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 6 Preventive maintenance implementation Corrective action Life cycle management ER process area « Performance monitoring » Performance monitoring System performance Preventive maintenance implementation Component performance Predictive trending results Operations rounds monitoring Monitor testing and inspection results Scoping and identification of critical components Continuing equipment reliability improvement BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 7 Corrective action Life cycle management ER process area « Preventive maintenance implementation » Performance monitoring Preventive maintenance implementation Preventive maintenance work Document equipment « as found », equipment condition Equipment condition feedback Standard post maintenance test Scoping and identification of critical components Continuing equipment reliability improvement BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 8 Corrective action Life cycle management ER process area « Corrective action » Performance monitoring Preventive maintenance implementation Corrective maintenance Cause and corrective action Prioritization of equipment problems Scoping and identification of critical components Continuing equipment reliability improvement BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 9 Corrective action Life cycle management ER process area « Life cycle management » Performance monitoring Preventive maintenance implementation Long term strategy for system and component health Prioritization of improvement activities Integration of long term plans with the station business strategy Scoping and identification of critical components Continuing equipment reliability improvement BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 10 Corrective action Life cycle management IRSN Strategy Analysis of the international experience feedback of the implementation and use of the method. Experiences of some American and foreign nuclear power plants and the American documents from INPO, EPRI, NEI and others. A large EPRI documentation about the implementation but also the operating experience feedback : recommendations, advices and good practices detected and highlighted. A complete understanding of the method and the key points of the implementation by foreign licensees. BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 11 IRSN Strategy Classification : Definition of common criteria for the nuclear power plant, Choice of these criteria, Methodology to classify. Performance criteria: Definition of these criteria, Justification of the selected performance criteria. BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 12 IRSN Strategy PM Template: A matrix which represents, in a synthetic way, the monitoring and maintenance actions of similar equipment, and the associated periodicities. Objective: to guarantee zero failure for the critical components. Examples of tasks in these templates : Diagnostic task, Functional test, Major periodic maintenance, Maintenance based on the results of the diagnostic task (the preventive maintenance will be carried out only if the diagnosis shows weak points), Periodic routine maintenance, Periodic test… Analysis of the content of the templates in order to guarantee the availability of the SSC important for safety. BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 13 IRSN Strategy Organisational change: new divisions, new competences… Competences: To understand the physical, mechanical… phenomena, To know the behaviour and the environment condition of the SSC, To evaluate the performance of the SSC and its possible degradation, To perform predictive trending analysis. Necessary specific trainings for the plant staff An accompaniment on site BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 14 IRSN Strategy Measurement of the effectiveness of this maintenance from the safety point of view: Maintenance performance indicators (MPI), To monitor the maintenance performance in an effective and objective way, The leading indicators for the effectiveness of the maintenance process and the lagging indicators measure results. This mix provides a general sense of the overall performance of a maintenance programme. IRSN performed the operational state-of-art in many countries and international organizations (IAEA, UE…). This analysis of the existing practices is performed in nuclear and non-nuclear industries. BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 15 Conclusion The AP-913 method: a very structured asset management method the main purpose : the zero failure for the structures, systems and components (SSC) classified in the critical category. all the stages of components life: manufacture, supply, installation, monitoring of the performance during its use, life cycle management of the component. The international experience feedback of the use of the method taken into account in the IRSN first assessment. BgNS International Conference “NUCLEAR POWER FOR THE PEOPLE” – Page 16
