The problem is not necessarily the individuals that come here for a better life, it is with the number has
overwhelmed our system, someone has to pay to support these people and that someone is YOU.

If we really want to stop our immigration without an ongoing military presence at the border there a
series of steps we need to take.
2.
Close the border, if we do not close the border there is no need to go any further.
3.
Steps to close the border repel the invasion of immigrants, drugs, terrorist
a.
Move somewhere around 200 to 300 thousand troops, tanks, artillery and with or without the
President of Mexico’s cooperation to take out all the drug cartels in Mexico including the corrupt
government officials. Rescue the American Marine in the Mexican prison.
b.
For the southern border we can use a combination of fences surveillance cameras, motion
detectors, drones, radar, other technology, Border Patrol and patrol boats where the river is.
c.
Anyone caught crossing the border illegally will photographed, finger printed, DNA samples taken
and sent back to Mexico, we want to make this Mexico’s problem, not ours.

Every member of the guest worker program and their families will be issued a
government picture ID card
5.
Anyone that applies for a government program without a government issued picture ID
will be reported to ICE.

Stop businesses and individuals from using or employing anyone that is not here
legally.

Setup a guest worker program.*

We must use the E-Verify system to check every employee.*

Stop people here illegally and not part of the guest worker program from receiving any
government or taxpayer supported services including attending our public schools.
10. When an illegal immigrant goes to an emergency room without a government issued
picture ID will be reported to ICE.

The guest worker program will be designed to allow employers to identify illegal
immigrants, register them in the guest worker program, which gives them and their
immediate family temporary legal status, while at the same time allow the American
Citizens to take those if they are able to do the work. After a length of time (to be
determined) at the same job they will be eligible for a green card. The guest workers
should not get a fast path to citizenship, to be fair to other citizens of their country of
origin, the guest worker should have to go to the end of the line for legal immigration
from their country of origin to our country.
We have immigration quotas for a reason, the reason is that immigrants are supposed
to assimilate into our society and not be a burden on our taxpayers. Take a glass of
water and start putting sugar in it while stirring it, there is a point when the water stops
absorbing the sugar and it falls to the bottom of the glass. Our country has already
absorbed all the immigrants it can and the fact that most of the illegal immigrants can’t
read or write in their native language and have no skills makes the problem worse.
A comprehensive guest worker program will allow us to keep those illegal immigrants
that are contributing to society from those that are just are only consuming our tax
dollars or committing crimes and we can offer them plane tickets home and come cash
and let them leave voluntarily
1. Every employer must join the E-Verify program
2. Every employer must check every employee with unless they already have.
3. Follow the E-Verify procedures if records do not match.
4. If the employee if determined not to be eligible to work, that employee will be
entered into the USIS database* as employed illegal immigrant.
5. If that employee has not committed another crime they will be issued a temporary
work permit.
6. Immigrants that entered the country illegally and qualified for a temporary work
permit must be paid the same as US Citizens in similar jobs and must provide the
same benefits as other employees in their company.

7. USCIS will create a database that keeps track of the guest workers, this database every
time their status changes.

A new record will be created by an employer initially when all current employees are
checked by the E-Verify system and when they hire a guest worker that is not already in
the database
g. The employer will report when a guest worker leaves their employment
h. The employer will report hiring a guest worker

Law enforcement will report when a guest worker is arrested if the guest worker was
released or arraigned by a Judge.
j.
Once the guest worker is arraigned the court system will be responsible for reporting a
change in their status.
8. Guest workers may visit their Country of origin when allowed by the
employer
9. If a guest worker becomes unemployed they may be eligible for state
unemployment insurance program like any other worker, but not eligible
for any federal assistance.
10.When the guest workers unemployment insurance runs out and they are
still unemployed they and their family must leave the country unless a
member of their immediate family is a member of the guest worker
program.
11.Each state will decide which, if any state benefits guest worker will be
eligible for.
1. The power to make changes of any kind to the Guest Worker Program
lies in Congress
2. The President’s may use the power of veto, but may not make any
changes to the guest worker program of any modifications Congress
makes after they are signed into law, this includes by Executive Order or
regulations.
3. The role of the Executive branch is to provide the funding for this program
and enforce immigration laws as written by Congress, if the Executive
branch fails to enforce immigration laws the states my may enforce them
and be reimbursed by the federal government for all expenses related to
enforcement of those laws.
SUMMARY
Unless the border is closed our immigration system will never work and our
national security compromised.
The Federal Government continues to violate the 10th Amendment to the
Constitution of the United States of America, the same Constitution the
people used to create that government and the same Constitution every
elected member of that government took an oath of office to Uphold.
At the same time they are taking power that the Constitution did not give
them, they are ignoring most of their primary duties, the reason for it’s
existence.
