Deal?
• Roosevelt hinted at plans to launch a 3rd New
Deal
• The economy had improved enough to convince
Americans that the Depression was finally ending
• Roosevelt faced increasing pressure from
congress to cut back deficit spending
• By 1939 the New Deal era was over and
Roosevelt became concerned with events in
Europe

• Programs help everyone

• Congress wanted Roosevelt to scale back
• He promised the American public that a
balanced budget would be maintained
• As he scaled back, industrial production
dropped and the number of unemployed rose
• With these results congress wanted Roosevelt
to use deficit spending
• He was against using deficit spending
