Purpose
• Colorado Academic Standards 2009: Build readiness for
implementation of Colorado P-12 Academic Standards 2009.
• Accountability System: Support district leaders as they implement
major components of Colorado Educational Accountability Act.
• School Performance Framework: Ensure district leaders can interpret
and use the School and District Performance Framework reports.
• School Accreditation: Support district leaders as they implement new
school accreditation requirements.
• Unified Improvement Planning: Support district leaders as they
prepare to develop school and district unified improvement plans to be
published in spring 2011.
• Future Support: Inform future support that will be available from CDE.
Non-Purpose
• Conduct curriculum alignment for the revised standards
• Discuss national educational initiatives:

– Reauthorization of ESEA

•State Board of Education Adopts Model Colorado Content Standards

•First CSAP in grade 4 reading and writing
•CBLA requires districts to assess reading readiness
1998
•Colorado Accreditation Act (HB 1267) requires CDE to accredit school
districts by contract based on compliance with accreditation indicators.
•CSAP Grade 3 reading administered for the first time
1999
•SB186 establishes SARS – rates schools based on CSAP status measures;
Schools remaining unsatisfactory for 3 years converted to charter.

•CSAP grade 8 math and science

•CSAP in Reading, Writing and Mathematics grades 3-9, Science 8
2003
•ELL Standards and English language assessment administered for the first
time
•CASE/Donnell-Kay Foundation publish analysis of Colorado’s 3 misaligned
accountability systems-- Accreditation, SARS and NCLB
2004
•Bill that would have aligned accreditation and SARS and use measures of
growth in evaluating school performance, supported by legislature but not
signed into law.

•Small changes made to Colorado Content Standards in Mathematics

•HB109 directs a Technical Advisory Panel (TAP) to develop a growth model
for identifying schools for Governor’s Distinguished Improvement Awards
•Colorado applies for USED pilot program for developing alternative AYP
growth models.
•CSAP administered for the first time in grade 8 Science
•CELA administered for the first time
2007
•Forward Thinking includes intention to revised Colorado Model Content
Standards by 2008 and CSAP by 2009
•Changes made to the science standards.
•Colorado HB07-1048 requires CDE to develop longitudinal growth model
•Governor Ritter establishes P-20 Council (accountability committee)
2008
•Colorado’s Achievement Plan for Kids (CAP4K) HB08-212 establishes
legislative timeline for revising state standards and assessments and
redefines the K-12 educational system mission.
•The Colorado Growth Model is implemented and districts receive reports
from CDE on the academic growth of their students

Timeframe for consideration of adoption of Common
Core State Standards
June 2: The Common Core State Standards in Math and English Language Arts are
released to the public.
June 4: A third-party reviewer begins alignment study between the Colorado Academic
Standards and the Common Core State Standards, and makes recommendations to
enhance Colorado Academic Standards.
July 8-14: Colorado standards subcommittee members in Reading, Writing and
Communicating, and Math meet to discuss the third-party recommendations.
July 16-28: A redline subcommittee version of the Colorado Academic Standards is
made available for public viewing with an online survey to the public to gauge support
for proposed augmentation to the Colorado Academic Standards.
Aug 2: State Board of Education considers adoption of the Common Core State
Standards.
Aug 11: State Board of Education considers amendments to Colorado Academic
Standards based on enrichments provided by the Common Core State Standards.
*August 2nd/11th timeline is due to Race to the Top application requirements.
