the neo-literate adults to continue
their learning beyond basic literacy and
acquire equivalency to formal educational
system.
 Impart
relevant
skill
development
programmes to improve their earning and
living conditions.
 Promote a learning society by providing
opportunities to neo-literate adults for
continuing education.
 Neo-literates
who
have
successfully
participated in the earlier programme of
National Literacy Mission,
namely Total
Literacy Campaign (TLC) and Post Literacy
Programme (PLP);
 Neo-Literates who have successfully completed
Basic Literacy Programme under Saakshar
Bharat and have been certified by NIOS
 Young Adults, including School dropouts who
desire to continue their learning
 Age Group in all cases 15+
Courses Offered
OBE programme is offered at three levels:
•Level A equivalent to standard III of the
formal school system.
•Level B equivalent to standard V of the
formal school system.
• Level C equivalent to standard VIII of the
formal school system.

Openness and flexibility
•The registration period of each
learner for each level is for a
maximum of five years.
•A learner has a choice of medium of
