Designer Agreement Efficiency Vermont RELIGHT Program • A program that promotes the use of lighting design professionals to identify and pursue significantly increased savings on lighting retrofit projects • Provides customers with expert advice on equipment, controls, layout, light levels • Participating design professionals are either NCQLP Lighting Certified (LC) or Vermont-licensed Professional Engineers (PEs) www.efficiencyvermont.com/relight Efficiency Vermont RELIGHT Program Comprehensive lighting design can yield significantly more energy savings compared to a standard 1-for-1 retrofit On lighting projects where a design professional was involved (prior to RELIGHT), savings were on average 40% higher than typical Efficiency Vermont RELIGHT Program 60% of RELIGHT projects are K-12 schools. Efficiency Vermont RELIGHT Program RELIGHT Example: Williston Central School • Grade 3-8 school built in stages between 1950 and 1991 • Typical mix of T8 and T12 lighting throughout • Controls were seldom used or non-existent • Classes and offices were illuminated to 50-75 fc • “One-for-one” approach could have yielded 42% savings • Instead, the school worked with a local lighting designer through the RELIGHT program to design a lighting upgrade Williston Central School – Recommendations • 10% (125) of the existing light fixtures were eliminated due to poor placement and/or over lighting • All remaining equipment was upgraded/replaced with a variety of High Performance T8 and T5 High Output • Lamping was generally reduced to two lamps per fixture • Light levels were designed to IESNA recommendations • Remote- and fixture-mounted occupancy sensors were used extensively throughout; 75% of the fixtures were controlled Williston Central School – Results • Instead of saving the school 42% ($14,000 per year), the design achieved 62% savings ($21,000 per year) Agenda 1. Designer Agreement Project Lead Lighting Designer may uncover a project lead through their own business development or may receive unsolicited customer inquires as a result of Efficiency Vermont marketing and project development. ❶ Designer must notify Efficiency Vermont of any project lead at least 2 business days prior to completing an audit; e-mail customer info to relight_intake@efficiencyvermont.com. Efficiency Vermont will respond only if an existing customer relationship exists. Customer Agreement Designer will provide the customer a copy of the Efficiency Vermont RELIGHT Customer Agreement. Designer should indicate fees, schedule, and deliverables on the agreement, as requested. ❷ The customer must review, complete, and sign this agreement prior to or same day as the designer facility audit. The agreement should be submitted to Efficiency Vermont via one of the contact methods below. Facility Audit Designer will visit the facility and collect customer/facility information and a detailed accounting of existing lighting. An Efficiency Vermont representative may attend the audit and will coordinate with designer as appropriate. RELIGHT Analysis Tool Designer will input all customer information and audit results into the RELIGHT Analysis Tool. Once design recommendations are included, the RELIGHT Analysis Tool will calculate the energy savings and the applicable RELIGHT Performance Rebate, if any. ❸ Designer will submit the completed RELIGHT Analysis Tool, a copy of the design recommendations, and a copy of the equipment specifications to Efficiency Vermont (by e-mail at relight_intake@efficiencyvermont.com) and to the customer. Once received and reviewed, Efficiency Vermont will process and pay the RELIGHT Audit & Design Rebate. Customer Proposal Efficiency Vermont will calculate the applicable equipment rebates once (a) the designer has indicated estimated installed costs or (b) the customer obtains bids/quotes to implement the proposed design. An Efficiency Vermont incentive agreement will be sent to the customer showing the project economics, equipment rebate(s), RELIGHT Performance Rebate (if any), and equipment specifications Project Completion Agenda 1. The spec shall not mention any manufacturer or trade names. Example: 6-lamp F32T8 high bay fixture with HPT8 high lumen lamps and HPT8 high ballast factor instant start ballasts; lamps and ballasts must be listed on Efficiency Vermont’s HPT8 eligible lamp and ballast list; the fixture must have a minimum fixture efficiency of 90%, the fixture reflector must have a minimum reflectance of 95%, and the fixture housing must be constructed of at least 20 gauge steel. Non-proprietary Equipment Specifications Example 2: Manufacturer Specification with Equals In some cases, a building owner may request a particular manufacture/product type. If the specification is written based on a particular manufacturer and product type, at least two equal products of different manufactures must also be included within the spec. An “or equal” clause can only be included if at least two other specific models are identified.
