a. Functional skills categorisation
b. Creation of support groups
c. Staff redeployment to under resourced functions
2. Relieve the operations manager from administrative

a. Access to an appropriate level of administrative support for all
line managers.
b. Specialised support service capacity.
c. Improved work distribution among administrative/secretarial staff.
