Mine Health and Safety Council 2013 Milestone Reporting Presentation Assessing the industry progress towards achieving Zero Harm Limpopo 18th of September 2013 Simon Mmachaka MHSC Programme Manager Outline • The MHSC Mandate • Background • Registration and the Reporting Template on the 2013 Milestone • Submitting the Report • Conclusions & Way Forward • Questions and Answers 2 MHSC Mandate • • • • • Advise the Minister on all occupational health and safety issues in the mining industry relating to legislation, research and promotion Review and develop legislation for recommendation to the Minister Promote health and safety in the mining industry Oversee research in relation to health and safety in the mining industry Liaise with other bodies concerned with health and safety issues 3 Background • At the Tripartite Stakeholder Leadership Summit in 2003, the mining industry agreed that an action-driven plan was necessary to ensure significant improvements in mine health and safety performance. • The mining industry developed the targets that must be achieved by 2013. The key themes of the actions that were identified are: Strengthening culture of health and safety Promoting a learning industry and building capacity Making workplaces safer and healthier • The year 2013 is the time for reporting and to review performance against the set targets 4 Background of the targets set in 2003 Occupational Safety – Fatalities and Injuries – Milestones Industry Target: Zero rate of fatalities and injuries In the Gold Sector: By 2013, achieve safety performance levels equivalent to at least current international benchmarks for underground metalliferous mines In the Platinum, Coal and Other Sectors: By 2013, achieve constant and continuous improvement equivalent to at least current international benchmarks Occupational Health – Milestones Industry Target: Elimination of Silicosis Industry target: Elimination of Noise Induced Hearing Loss (NIHL) By December 2008, 95% of all exposure measurement results will be below the occupational exposure limit for respirable crystalline silica of 0.1mg/m3 (these results are individual readings and not average results) After December 2013, using present diagnostic techniques, no new cases of silicosis will occur amongst previously unexposed individuals (Previously unexposed individuals = individuals unexposed prior to 2008, i.e. equivalent to a new person entering the industry in 2008) After December 2008, the hearing conservation programme implemented by the industry must ensure that there is no deterioration in hearing greater that 10% amongst occupationally exposed individuals By December 2013, the total noise emitted by all equipment installed in any workplace must not exceed a sound pressure level of 110dB(A) at any location in that workplace (includes individual pieces of equipment) 5 Registration Click on the Portal Link PORTAL 6 Registration 7 Registration STEP 1 : REGISTRATION Registration Reporting Template Mine name Mine code Mine Group Main Commodity Total Number of Employees Total Number of Contractors SECTION 1:DUST MEASUREMENT AND EXPOSURE (From 2003 to 2012) # INDICATOR UNITS INDICATOR REQUIREMENT 1 Number of respirable crystalline silica sample taken Total number of samples taken by mine during the specified period that had silica. 2 Percentage of samples ≥OEL % of individual personal monitoring results (i.e. each sample taken) that exceeds the Occupational Exposure Limit (0.1 mg/m3) for silica dust. 3 Percentage of employees exposed to ≥ OEL % total employees (employees and contractors) exposed to Silica dust of more than 0.1 mg/m3 as indicated from sampling results 4 Percentage of Employees exposed to > 10% and < 50% of OEL % total employees (employees and contractors) exposed to Silica dust of more than 0.01 mg/m3 and less than 0.05mg/m3 as indicated from sampling results 5 Percentage of Employees exposed to > 50% and < 100% of OEL % total employees (employees and contractors) exposed to Silica dust of more than 0.05 mg/m3 and less than 0.1mg/m3 as indicated from sampling results 6 Number of Silicosis cases Number of all new cases of Silicosis amongst individuals exposed from December 2008. GENERAL COMMENTS UNITS INDICATOR REQUIREMENT Screen of Dust and Noise STEP 2 : NOISE / DUST SUBMISSION Submitting the Report Users must ensure that: Their submission of the report must be captured individually as per the template for period 20032013. Inputs must be reviewed by OHS Committee prior to submission. Once data is submitted, the system notification is sent to the accountable person e.g. mine manager or safety manager. They view and check any outstanding info that must still be captured.
