Background


Authorized by Affordable Care Act (ACA).
Goal: to improve health and developmental outcomes
for at-risk children through evidence-based home
visiting programs by:
Strengthening and improving the programs and activities
carried out under Title V of the Social Security Act;
 Improving the coordination of services for at-risk
communities; and
 Identifying and providing comprehensive services to improve
outcomes for families in these communities.


Distributed to states, territories through formula
grants (2009-2010)
DOH & DCF collaborated on initial planning, needs
assessment and funding for five community sites
Legislature refused additional funding authority in
2012
Federal rules provide for a RFP process to identify
non-profit to assume state responsibility

Florida Association of Healthy Start Coalitions
successfully apply for funding as part of multiorganization collaborative (April 8, 2013)
