Aims & Objectives
 Prevent students of Monggar dzongkhag from falling
victims to
 Social ills
 Curb down the involvements of youth/students in
conflict with law
 Encourage stds to devote more time on studies
 Attend home works
Cause for the Initiative
 Insight from HM’s National day speech,2013.
 Shift blame in a productive way.
 No policy/act to prevent.
 Monitor the whereabouts of the students after school
hours
 Discourage students staying up late in the town and
vulnerable areas
 Not maltreat or infringe their movements
 Theory/philosophy
 Public perception of being unsafe Monggar
Obligations of Police
 The Police must keep a team called “YPVT”(youth
promotional vigilance team) in the town and other
vulnerable areas to closely monitor the students.
 If any students are found in the town and other
vulnerable areas , the YPVT of RBP shall enquire the
reason for being in the town/vulnerable areas and
immidiately confirm from their parents politely and
advise them to head home
 If the students are found in the town after 7 PM
without valid reasons, the YPVT shall inform the
respective principals in written for necessary
administrative action and seek written
acknowledgement.
 In the event the students deceive the YPVT,RBP of
their identity the team shall verify from the focal
person of their respective school
Obligations of Principal
 The principal shall issue a notification stating that no
students shall be found in the town or other vulnerable
areas after 7 pm without valid reasons and the same
has to be circulated to YPVT,RBP and Parents for
necessary support and compliance
 The principal shall appoint a teacher residing in a
town as the focal person and share his/her contact
number with the YPVT,RBP to coordinate and identify
the students in the event the students deceive the
YPVT,RBP.
 The principal upon receipt of the writtem information
from YPVT,RBP must acknowledge the team of the
action taken
 The principal shall issue outpass book duly signed by
authorized signatory for boarders to be prodeuced on
demand by YPVT,RBP
Obligations of Parents
 The parents must ensure that their children do not go
to town/vulnearable areas sfter 7 pm without valid
reasons.
 The parents shall as far as possible accompany their
children when moving after 7 pm to avoid enquiry
from YPVT,RBP.
 The parents must also stress their children to study
during the period.
The parents shall send their children to town after 7 pm
on the following grounds:
 To meet their ailing relatives and families in
emergency
 To buy medicines for ailing family members from the
medical shops but must not send to buy
liqour/controlled substances fro self consumption and
guests.
 Parents may deem necessary to send their children
during the period.
Expected outcome of the policy
 Improvement in academic performance.
 Zero down the involvement of students in conflict with
law
 Prevent teenage pregnancy.

 Compare their academic performance before and after
implementation of the policy(2014)
 Find out how many students have come out in the
town without valid reason
 Find out how many students have come in conflict
with law before and after the implementation of the
policy
 Sought feedbacks from the students .
