Money talks…
– Most vessels still sails with paper charts as the official chart
– Due to price, they combine this with various un-authorized electronic charts even if ENCs are available
Hard to convert to ECDIS/ENCs
– Both Flag- and Port State have to accept ECDIS as a main tool for navigation
– Some still doesn’t, and the vessel needs up to date paper charts anyway
In general, use of ENC increase slowly
