FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE FINDINGS • The assignment generated good results thanks to the mobilization and contributions received from civil society organizations, public and private sector • The raising of public awareness for greater participation in the process, made through the media FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE FINDINGS • The assessment clearly indicates that there were many progresses in Mozambique and efforts are being made in order to: guarantee fudamental freedom Improve life conditions Improve infrastructure Improve food security • Guarnatee citizenship rights nomely in the area of: Health Sducation Support in emergency situations (calamities) FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE FINDINGS • Guarantee the protection of vulnerable segments of the society • Development of efforts towards consolidating dialogue with different stakeholders and economic growth • Above all the maintenance of a good management of the national reconciliation process, guarantee of peace FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE FINDINGS • The evaluation also shows some weaknesses : ― That make the process delays things from happening even what is considered positive that can grow, be consolidated – There is a perception that the gap of social differences between rich and poor has grown and became narrow in such a way that Mozambique can be rated as unfair country – The awareness of social exclusion and the bad distribution of income can become a space of conflicts – Corruption has lost its pudor due to the impunity that makes the adoption of measures difficult not allowing the control and ending of corruption – That national entrepreneurs is incipient FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE FINDINGS – That the lack of public political strategies in some areas that are fundamental for the life of the population can cancel all the efforts being made towards making the country progress – Enphasizing the protection of vulnerable population, security, HIV/Aids – The prevention of labour conflicts, unemployment, land, informal activities • The National Programm of Action was designed on the basis of the findings of the self-assessement report and recommendations from the Review Mission. FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE Lessons learnt • Greater awareness of the people for them to take part in governing the country • Dialogue and interaction among all stakeholders (government, civil society, private sector • APRM has increased national awareness on citizens’ rights • Public discussions always make reference to APRM’s Selfassessment Report • The Self-assessment Report use to be the basis for sustaining some political speeches FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE NEXT STEPS 1 • Disseminate the Country Review Report throughout the country, in the region and at international level • Capacity of APRM National Forum and its Technical Unit (the Secretariat) Strengthened as an independent and autonomous national bodies to implement and monitor the APRM operation in the country including the monitoring of the National Programme of Action • Strengthening of the Focal Point capacity as a key to the long-term viability of the process. The APRM Focal Point secretariat is established within the Ministry for Planning and Development (MPD) to ensure harmonization of the NPoA with the national plans as well as of respective implementation and submission of reports to the APRM Forum FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE NEXT STEPS 2 • Continuous education of APRM stakeholders on the APRM process and on the importance and need for the citizens to participate in the same, ensuring Country Review Report and NPoA are disseminated, implemented and monitored • Mobilization of Civil society at national, provincial and district level to ensure participation in the APRM, and in the monitoring and evaluation of NPoA including an integrated information system established through sectors and mini surveys. Best practices documented, up scaled, replicated & mainstreamed • Write progress reports every six months for APRM’s Continental Secretariat FOLLOWING UP ON THE PROGRAMM OF ACTION REPÚBLICA DE MOÇAMBIQUE CONCLUSION • NPoA monitoring & evaluation stage is crucial to the civil society, given the fact that activities are spread throughout the country and must be well followed up • APRM is a new process in our country .
