Urban Reporters & Rural Data
• Every Urban Reporter must divide their VRM
data among all geographies served
• Rules for Rural Reporting
– Service starting and ending in a rural area must be
attributed to rural areas
– Service using 5311 operating assistance must be
attributed to rural areas

Changes from New NTD System
• States may authorize a subrecipient to input
data directly into the State’s NTD report
• New system will integrate validation checks
– States will no longer be required to use Word
documents to manage validation
– Issues will fire within the reporting system

• Data Entry
– Missing digits, too many digits, skipped fields
• Operating Expenses
