 A single visible manufacturer's
logo/trademark/reference is permitted on the
team jersey, not to exceed 2 1/4 square
inches with no dimension more than 2 1/4
inches. The manufacturer's logo may be
located no more than 5 inches below the
shoulder seam on the front of the jersey, or 2
inches from the neckline on the back of the
jersey; or in either side insert.

Leg Compression Sleeve
Rquirement (3-5-3)
 The specifications for leg compression
sleeves were added because of the frequent
use of these sleeves for non-medical
reasons.
 The specifications match those of arm
compression sleeve.
 They must be white, black, beige, or a single
solid school color. The sleeve must be the
same color for each team member and have
only a single manufacturer's logo that does
not exceed 2 1/4 square inches. The sleeve
must be worn for medical reasons only.

 Officials must be diligent to recognize the
calling of a timeout by the coach and
determine that it is at the appropriate time.
 It is suggested that coaches add a visual
signal to the verbal call for a time-out.
 Officials must know the status of the ball and
whether there is player control before
granting the request.

Intentional Foul
 An intentional foul is a personal or
technical foul that may or may not be
premeditated and is not based solely on
the severity of the act. It is contact that:
• Neutralizes an opponent’s
obvious advantageous
position.

Excessive Contact
An intentional foul may be strategic to stop the clock or
create a situation that may be tactically done for the team
taking action. They may seem innocent in severity but
without any playing of the ball it should be ruled intentional.

Three-Person Mechanics Change
 A foul is called in the back court going to
the front court with no free-throws to
administer:
• The calling official should move to the
foul reporting area and give the
appropriate information of the player and
then signal.
• The official will then move to a
position that is moving forward to a
position tableside in most instances.
Three-Person Mechanic Change
• The current mechanic slows down the
game and is awkward. Frequently
officials do not get to the reporting
area because they know they are
going to go back to the baseline
• This change makes it consistent with
other foul situations – we switch on all
fouls.

• Officials should keep all players in the field of
vision.
• Officials should not turn their backs on any
situation.
• The non-calling official(s) should step in, using
his/her voice and presence to defuse
situations if necessary.

 Communicate with partners on why play has
been stopped and what actions are to be taken.
 If an official must leave the spot of a throw-in or
free throw, put the ball down at the spot. During
free throws the trail official has responsibility for
the players outside the three point arc.
 All officials should be observing players while lining
up in the lane spaces and after the ball becomes live.

 All officials must recognize rotation

 If L rotated late and a transition
occurs – it is old L’s (new T’s)
responsibility to look up court making

 If not, the new T should be prepared
to adjust his/her location on the floor

COACHES INFORMATION
The Basics
 Rule books will be mailed to the AD in the
fall
 1st Practice Date: October 30
• October 15 for non-football playing schools
 1st Play Date: November 18
• October 30 for non-football playing schools
• Note the 6 extra games must be played prior to
November 18
Championships
• Seeding: February 22
• 1st Round of Playoffs: February 24; then
Wednesday and Friday of that week
• Regional Week: March 4-8
•
• State Championship: March 15 = 1A @
UNC; 2A @ NCSU; 3A @ UNC; 4A @ NCSU
General Seeding Information
• Seeding: based on 22-game record
– If play more than 22, can drop non-conference
– If play less than 22, cannot drop
– Conference tourney games will not count
toward 22-game limit
• Seed all 1’s, 2’s, and 3’s based on overall
record
– In split conference, #2 only seeded as #2 if
finishes #2 in overall conference
• Once determined
– 2A, 3A, 4A, 1 plays 32, 2 plays 31, etc.
– In 1A, 1 plays 16, 2 plays 15
Max Preps
 “Official Statistician and Digital Media Partner”
for the NCHSAA
 Information will be used by conference
presidents to determine play-off qualifiers
• Schedule and game results/scores required
 Update all team information after each game
• Rosters, stats, etc.
Gfeller-Waller Concussion Rule
 Must be followed—it’s the law!
• Yearly review and signatures required
• RTP updated; on the website
• EAP must be updated and shared with staff at
your school
• Supposed to be reviewed by a licensed athletic
trainer
• There is a list posted on the website—Health and
Safety—of names of persons who can review your
EAP
Coaches’ Education Requirement
– NFHS “FUNDAMENTALS OF COACHING”
• All non-faculty (non-teaching, certified personnel)
and
• All newly hired coaches (new to your LEA, and
have not passed the course) must complete and
pass the certification
– If currently a non-faculty coach, certification course must be
completed prior to first day of practice.

• Cost of course is $35 and is a one-time completion
requirement to be nationally certified.
– Target date of August 1, 2015 for all coaches to be certified
Sportsmanship
• Star Sportsmanship Course – for ejected or
DQ’ed coach/player
– $7 fee
• Fighting Ejection – coach has to take different
course
– “Teaching & Modeling Behavior (at least $20)

– If you make a bona fide change of residence, no
transfer waiver required for satisfy residence
eligibility
– All non-traditional member schools will be treated
as its own LEA
– LEA’s must have a policy to govern inter-system
transfers; if no policy, then sit for 365 days
– All waiver requests from one LEA to another will
be handled through NCHSAA
NCHSAA Board Approved Items
• Fines listed in back of handbook have been
updated; $50 fines are now $100 fines; $250
and $300 fines are now $400 fines
• Clarified that anyone caught using
tobacco/alcohol at any time will be ejected
