Our topic today is “welfare”. Welfare in the US
refers to money that is paid by the government to
people who are poor or unemployed. Now that the
welfare serves to offer assistance to those in need,
why does the writer long for a new welfare system?
Now let’s proceed with our topic-centered lead-in:

Social Welfare (1)
Public assistance programs, commonly called
“welfare”, provide cash or in-kind benefits for
particular categories of the financially needy. The US
welfare system operates on both the federal and state
levels. The federal welfare program is known as
Social Security, which provides benefits or assistance
for childcare, disability, food stamp and medical
assistance.

What does the state welfare take charge of (2)
The state welfare programs, on the other hand,
provide assistance to both individuals and local
communities with state schooling and social
insurance. US welfare programs grew significantly
in the decades following World War II, but
increases in welfare costs during the 1960s and
1970s brought into question the extent and quality
of public assistance.

reduced welfare expenditures and suggested
turning responsibility for welfare funding over to
the states. The cuts in federal funding that took
effect during the Reagan Administration did in fact
effectively place the responsibility for maintaining
funding levels on the states—and, in some cases, on
the larger cities. The result has been a widening of
the already existing disparities in social services
spending between states, and between cities and
regions within a state.

The Main Idea of Part I?
A: Under the present welfare system, every client is

caseworkers, due to being often made fools of, feel
entitled to suspect every client. For clients like the
writer who opt to lead a life of honesty, however,

Part II Problems behind the phenomena (Paras.
(Paras. 4-14)

Q1: Why is the writer required to report donations?
A: Because there is no trust between caseworkers
and clients under the present system.
Q2: Why does the caseworker often lecture the
writer about the repairs to his wheelchair?
A: He is said to have put much more miles on his
chair than average, thus causing more welfare fund
to maintain it.
Q3: What results in unique suffering for clients like
the writer? Example?

Part II Problems behind the phenomena (Paras.
(Paras. 4-14)
?)
A: Government cuts in welfare have resulted in
unique suffering for clients like him, as confirmed in
his vivid description of applying for the repair to his
wheelchair.
Q4: Why do Suzanne’s visits arouse disgust in him?
A: Because her visits make him feel guilty, especially
when he is questioned to account for every penny he
has earned. But the real root of it is no provision in
the law for a gradual shift away from welfare.

The Main Idea of Part II ?
A: Problems behind the phenomena can boil down to
three. First, there is little trust between clients and
caseworkers. Thus, the writer feels disgust at the
caseworker’s lectures about donations or income.
Second, government cuts in welfare have resulted in
suffering for many clients like the writer, as confirmed
in his application for repairs to his chair. And worst of
all, there is no provision in the law for a gradual shift
away from welfare, thus leaving him with a taste of
guilt every time he is questioned to account for every
penny he has made.

Longing for a New Welfare System
Para. 1 A welfare client is supposed to cheat.
Everybody expects it. Faced with sharing a dinner
of raw pet food with the cat, many people in

extra dollars. 句型 They tell the government that
they are getting two hundred dollars less than their

Para. 1
Para. 2
Para. 3
Para. 4
Para.
Para.
Para. 7
Para.
Para. 9
Para. 10
Para. 11
Para. 12
Para. 13
Para. 14
Para. 15
Para. 16
Para. 17
