The First Step
• Established as an University named as - Dr.
Shakuntala Misra Rehabilitation University (for
differently abled), Uttar Pradesh, Lucknow by an
Ordinance dated August 29, 2008, later replaced by an
Act (U.P.Act No.1, 2009).
• The first University in Asia, established to open the
access for Higher and Technical Education to PwDs,
as per the requirements of the PwD Act.
Mission
University is committed to improve the delivery system through service
initiatives, institutiosnal and human resource and build partnerships to
provide high quality, affordable, accountable, responsive and integrated
services to the students, alumni, placement partners and all other
stakeholders as one of the best centre for higher learning especially for
differently abled ones.
To prepare students to face challenges of the ever changing as leaders,
professionals, informed consumers, responsible citizens, and life-long
learners; reach out to an expanded audience of learners through
residential and distance education, utilizing a variety of learning media
and technologies; promote human and intellectual diversity by providing
equal access and opportunity.
About Us
Dr. Shakuntala Misra Rehabilitation University is a State-funded University, established
in 2008 on 131 acres situated on Mohaan Road, Lucknow. University is committed to develop as
a center of excellence in the field of Higher Education;
To provide inclusive higher education in an accessible environment along with other students;
To hold examinations and confer degrees and other academic distinctions; &
To do all such things as are incidental, necessary or conducive to the attainment of all or any of
the objectives of the University;
Section 26 and 27 of the Persons with Disabilities (Equal Opportunities, Protection of Rights,
and Full Participation) Act, 1995; Accessible education in a barrier-free environment to all
children with disabilities upto 18 years of age, Section 48 of the said Act provides for research
and development in the Universities for innovative causes of disabilities. Section 49 of the said
Act provides for facilitating higher education to the children with disabilities through Open
Universities in distance mode.

To bridge the gap of adequate facilities, provide need-based higher education to differently abled
youth, and owing to the fact that differently abled children may not excel at par with general
candidates due to their physical / social problems, and sometimes they are deprived of acquiring
higher education. Keeping in view, the difficulties of differently abled children, it was decided to
institute a University, which shall become a centre of excellence, for ensuring higher education to
children with disabilities in an accessible and barrier-free environment suitable for them;
University Campus is coming-up with varied facilities, viz. Post-Office, Bank, Electricity SubStation, Students Hostel (Separately for Boys’ & Girls’), Guest House, Staff Quarters, Placement
Cell, RTI Cell, Disability Cell, Bus Services etc.;
The uniqueness of the University is evident from its basic philosophy, policies and programs,
which are spelt-out and enshrined in the University Act and Statute;
The University shall reserve not less than fifty per cent seats for children with disabilities in all
the courses and out of this fifty percent, half of such seats shall be reserved for visually
impaired students. The education to students with special needs of the University is being
provided in an accessible and barrier-free environment;
All classes of the University are equipped with modern infrastructure like Computer, Projector,
CCTV etc. State-of-the-art Library is in the process of being developed in the University for
students in which varied books & materials are already available.

Admission to the Courses will strictly be on merit basis only;
Admission
to
the
Under-Graduate
(B.A./B.Ed.)
and
Post-Graduate
(M.A./M.S.W./M.B.A./M.Ed.) Courses will be done on the basis of merit list based on
the marks obtained at the High School, Intermediate/Higher Secondary (i.e. 10+2) or
equivalent examination and Graduation or equivalent examination respectively;
50% of the seats shall be reserved for students with disabilities of which 50% seats i.e.
25% of the total seats will be reserved exclusively for visually impaired students in all the
Courses;
In the event of reserve seats for students with disabilities remaining vacant, those seats
shall be offered to the highest meritorious non-disabled candidate of the concerned
category.
