A web based purchasing experience available to all NASPO members using a shared application to shop, buy and view contract documents. Purchases are made using either a pCard or Purchase Order Number, both issued from outside WNeMC. Contract Visibility to States - Your end users will only see the contractor that your state has signed a PA for - The WNeMC Administrator will be regulating the visibility of each contractor 3. Authorized Users - State Coordinators have the ability to approve or deny each user • • • The State Coordinator has access to assign multiple permissions and restrictions for each user Each authorized user will have the ability to search, compare and order (depending on the roles and permissions they were assigned by the State Coordinator) Order made using a pCard or Purchase Order (issued from outside the eMarket Center) What is you or Will be infrom the the eMarket Center? Data Gathering -The eMarket Center will act like a portal for data gathering • SciQuest has partnered with Binary Fountain to manage spend data 6. WSCA/NASPO eMarket Center Web-Portal - www.emarketcenter.org - All users will use the web-portal to find contract information, training documents and training videos for the eMarket Center - The web-portal will also serve as the main access to browse, use and register for the eMarket Center How to prepare for next steps of Participation 1. Take advantage of participation in the eMarket Center whether or not your State has moved forward in acquiring the SciQuest solution: • • States that purchase the SciQuest Solution can access their WSCA/NASPO contracts through their own eProcurement site If not, your state can utilize the eMarket Center and access the WSCA/NASPO contracts in which it participates 2. State will execute an eMarket Center Enrollment Document How to prepare for next steps of Participation 3. State CPO will designate a State Coordinator • State Coordinator will be the state administrator in the eMarket Center - Collect of PA’s, gather all Agency and Poli-Sub information for Department level upload and help design state’s Org Message and Resource Information - Approve or deny end users - Provide all training necessary for approved users, i.e. Train the Trainer, snippets and written guides - Serves as the single point of contact for approved users and WNeMC Administrator for all state related issues - Serve as single point of contact for state spend data via Sciquest and Binary Fountain 4.
