The world-wide emergency number is 112. Even if you don’t have network coverage you can dial this number and it will search for any existing network infrastructure and use that. This sounds like an urban legend, but… If you lock your keys in your car and have a spare set elsewhere you can call someone and have them unlock your car over the phone.
