Introduction of Methodology I:
National Competency Standards
Definition:
National Competency Standards (NCS) are the benchmark statements developed by TESDA
in partnership with industry experts. They outline the required knowledge, skills, attitudes, and
values (KSAVs) for effective performance in specific jobs or occupations.
Purpose of the NCS:
•
Serve as a foundation for curriculum development in TVET programs.
•
Provide the criteria for competency-based assessment and certification.
•
Ensure industry relevance and quality in training delivery.
•
Align TVET outcomes with national and global labor market demands.
Structure of the NCS:
Each National Competency Standard is composed of:
1.
Unit of Competency - It defines what a worker must be able to do in the workplace.
2.
Elements - They describe the key steps needed to perform the overall competency.
3.
Performance Criteria - They describe how the task should be performed to be
considered competent.
4.
Range of Variables - defines the different contexts or conditions in which the
competency must be demonstrated.
5.
Evidence Guide - provides information for assessors on how to judge whether the
performance meets the required standard.
Application in Training and Assessment:
•
Trainers use the NCS to design learning outcomes and develop session plans.
•
Assessors rely on the NCS to create and implement assessment tools and methods.
•
NCS ensures that both training and assessment are outcome-based and industryvalidated.
Relevance to TM I:
The NCS provides the foundation for:
•
Developing Training Regulations (TRs)
•
Crafting Competency-Based Curricula (CBC)
•
Designing assessment methodologies
•
Enhancing quality assurance in training delivery
Trainers must be fully adept at interpreting and applying the NCS to ensure that learners
become competent, certified, and job-ready.
