Statement of Purpose (SOP)
1. Personal, educational, professional background and reasons for studying civil
engineering
I am Shiu Chung Hang, a Chinese national born on May 17, 1998, currently residing in Hong
Kong. Currently, I am in a transitional phase after resigning from my job in May 2023. I have
decided to apply for the Associate Degree in Civil Engineering program at the South Bank
campus.
I completed my secondary education at S.K.H. Bishop Baker Secondary School from
September 1, 2010, to June 15, 2016. Following that, I earned a Higher Diploma in
Architectural Studies with distinction at the Hong Kong Institute of Vocational Education
from September 1, 2016, to June 15, 2018. I pursued a Bachelor of Science in Architectural
Studies at the City University of Hong Kong from September 1, 2018, to July 15, 2021, and
completed it with Second Class Honours, Upper Division in 2021.
During my employment history, I worked as a Technical Officer (Architecture) at The Hong
Kong Housing Authority, a government agency in Hong Kong, from April 1, 2021, to May
30, 2023. In this role, my responsibilities primarily involved computer-aided drafting, close
collaboration with structural and civil engineering teams, and performing various duties
related to site checking, inspection, and building control. I derive immense pleasure from
collaborating with a diverse group of people. Translating abstract ideas into visual
representations through drafting is a fulfilling experience, especially when collaborating with
architects, engineers, and other stakeholders. However, there were several challenges that led
me to quit my role in May 2023 and decide to study civil engineering:

Collaboration Challenges with Engineering Teams: In my role as a Technical
Officer in Architecture, I often find myself working closely with structural and civil
engineering teams. However, I encountered several challenges because of my limited
technical knowledge in engineering. This lack of knowledge gap hindered effective
collaboration and prevented me from fully contributing to projects.

Limited Promotion Opportunities: During my tenure as a Technical Officer
(Architecture) at The Hong Kong Housing Authority, I discovered that there were
limited prospects for career advancement within the architecture field. I noticed that
there were fewer opportunities for advancement compared to the abundant
opportunities available in construction management. Also, I noticed that most of the
projects in Hong Kong were related to infrastructure (see Figure 1). That's why I
realized that I needed to gain knowledge in civil and structural engineering to pursue a
career in construction management. The projects in Hong Kong were related to
infrastructure.

2. Reasons for seeking an international education and interest in the Associate Degree in
Civil Engineering program at Tafe Queensland
I chose to enroll at TAFE Queensland because of the shorter duration. I already have a degree
in Architecture and wanted to avoid spending another two years on a new degree.
And its hands-on approach to education allows me to apply both theoretical knowledge and
practical skills in engineering projects. The institution's strong focus on industry-relevant
learning is further enhanced by 240 hours of professional practice placement, which is
another benefit that will will be valuable when I return to my country.
Being situated in Brisbane is an added advantage, as the city is currently undergoing major
infrastructure projects such as the Cross River Rail, Brisbane Metro, and Queen's Wharf,
providing valuable learning opportunities.
Moreover, TAFE Queensland's convenient location near the city centre ensures easy
commuting and access to campus facilities, making it the perfect choice for my civil
engineering studies.
Comparing similar programs in Hong Kong and Australia
There are similar programs in Hong Kong, but I decided to pursue my education in Australia
for various reasons:
Firstly, the 2-year Associate Degree program at TAFE Queensland offers a shorter timeframe
for completing my studies compared to longer programs in Hong Kong (See Table 1). This
means I can enter the workforce or continue my education at an earlier stage. Additionally,
the education system in Hong Kong focuses more on theories and exams rather than practical

experience, which makes it difficult for me to connect to the work immediately. Following
this, companies will have to undergo training again, which will be a lengthy process.
Moreover, Australia provides an English-speaking environment, which is advantageous for
staying current with information and enhancing my English skills. Equally important, having
excellent English skills is an advantage in Hong Kong, which means I can secure a better job
and salary in the future. Furthermore, the civil engineering industry in Australia is advanced,
offering excellent opportunities for learning and growth.

Lastly, studying in Australia exposes me to a multicultural environment, which enhances my
global mindset and cross-cultural communication skills, while also promoting personal

Even though I already have a degree in architecture, I am interested in pursuing the Associate
Degree in Civil Engineering program at TAFE Queensland. This program will provide me
with a solid foundation in civil engineering principles and technical knowledge. It will help
bridge the gap in my architecture background when working with structural and civil
engineering teams in previous jobs. By studying civil engineering, I can broaden my skill set
beyond architecture and take on a wider range of projects that involve both architectural and
engineering aspects. Having qualifications in both architecture and civil engineering will

significantly enhance my career prospects, enabling me to pursue opportunities in
multidisciplinary firms where my expertise in both fields can be valuable.
3. Employment goals on your return to your home country.
I am committed to pursuing diverse and challenging projects that integrate architectural
design principles with sound engineering solutions. My ultimate goal is to secure positions in
project management and leadership, particularly within the housing authority in Hong Kong,
where I have prior experience. It's worth mentioning that individuals with experience in both
architecture and civil engineering are rare in my country. Therefore, possessing a
combination of these skills would be advantageous in securing a managerial position upon
my return.
The position of Assistant Clerk of Works at the Hong Kong Housing Authority perfectly
aligns with my aspirations. This role involves integrating architectural design principles with
engineering solutions to ensure compliance with approved designs. It also includes
coordinating with architects and engineers, resolving design and construction discrepancies,
conducting quality control assessments, and maintaining meticulous documentation.
Although the position requires three years of relevant experience in civil or building works, I
believe that obtaining the Advanced Diploma of Civil and Structural Engineering will
provide me with the necessary qualifications.
To achieve this, my plan is to secure a role as a project coordinator in a reputable construction
company, such as Gammon Construction Limited, after completing the Advanced Diploma.
Gammon is a well-known engineering consulting company in Hong Kong, renowned for its
expertise in building, civil, structural, geotechnical, and water resources projects. I plan to
apply the knowledge and skills I gained during my studies at TAFE in Queensland, Australia,
to various projects, whether they involve bridge steel structures or concrete structures. By
doing so, I aim to demonstrate that my international learning experience can significantly
contribute to the development of my home country.
In the next 3-5 years, I am confident that I will accumulate substantial work experience and
build a strong network within the construction industry, positioning myself for the role of
Assistant Clerk of Works at the Housing Authority.
Looking ahead, within 5-10 years, I am confident in my ability to be promoted to the position
of Clerk of Works, a senior role compared to the Assistant Clerk of Works. This confidence
stems from my professional expertise in Civil and Structural Engineering, fluency in English,
global perspective, and strong communication skills in a multicultural environment.

According to the promotional opportunities and salary progression (converted to AUD$) for
Assistant Clerk Of Works at the Hong Kong Housing Authority (see Figure 2), an Assistant
Clerk Of Works can expect to earn a starting salary ranging from AUD$70,869 to
AUD$114,876 per year (Master Pay Scale Point 13 to Point 23). It is important to note that
the salary increases annually, progressing to the next pay scale point. Furthermore, this
position offers significant opportunities for promotion to the role of Clerk of Works, which
not only comes with a higher salary but also provides better prospects for career advancement
compared to my previous job. As a Clerk of Works, I can anticipate an annual salary ranging
from AUD$119,494 to AUD$180,427 per year.

Incentives to return home
After completing my studies in Australia, I have a strong desire to return to my homeland,
Hong Kong, for several compelling reasons:

Family and friends: Above all, my family is the most important aspect of my life. As
my parents are nearing retirement age (58 for my mother and 57 for my father), living
closer to them would enable me to provide the care and support they may need.
Furthermore, Hong Kong holds a special place in my heart because it is the city where
I grew up. The memories I have shared with my close friends, who have been with me
since childhood, give the place a sentimental value that cannot be easily replicated.
Networking and Job Stability: Having already established contacts at The Hong
Kong Housing Authority from my previous job is a crucial advantage in securing a
stable government position, as supporting my parents is essential. Being fluent in both
Chinese and English will also enhance my employment opportunities in Hong Kong.
Tax Benefits in Hong Kong: Hong Kong offers lower tax rates, ranging from 2% to
17% for individual income, compared to Australia's progressive income tax system
with rates of up to 45%, in addition to a Medicare levy. This presents an opportunity
for me to save effectively, which is perfect for me as a young professional.

4. Living and education costs
I understand that the cost of the courses I plan to study at TAFE Queensland is AUD$50,160.
Additionally, the Department of Home Affairs suggests that a student should budget
AUD$24,505 annually for living expenses. I am confident that these expenses will not place a
significant financial burden on my family. Since graduating from university, I have
consistently worked and saved, ensuring that both my personal income and my family's
income and savings are sufficient to support my studies and living expenses here. My family
is very supportive of my study plan, acknowledging my determination and hard work. I am
confident in my ability to afford the costs of studying and living in Brisbane, Australia. I have
carefully planned my budget as follows:
