The process of identifying a problem, selecting a solution, and
evaluating the effectiveness of the solution. – Robbins &
Decenzo
According to Nickels and others, “is the heart of all
management functions.”

• The criteria are not all equally important
• Allocate weights to items listed in step 2 according to their
