INTRODUCTION
COMPANY intends to develop and install a new Gas Pipeline of about 15 Km section of NPS 12
Pipeline conveying Gas from Akri Flowstation to Kwale Gas Plant.
This specification defines the technical requirements for the detailed engineering,
procurement, construction, installation, testing and precommissioning of the Gas Pipeline from
Akri Flowstation to Kwale Gas Plant (NPS 12).
A fibre optic cable (FOC), (if applicable), shall be laid in the same trench with the Gas Pipeline.
The FOC shall serve three main purposes:
 Pipeline surveilance (intrusion detection)
 Telecommunication
 Process data retrieval
The Pipeline shall be realised complete with all necessary provisions except Scraper Traps,
etc.
CONTRACTOR will be responsible for the supply of the 12” line pipes and all other materials
required to complete the pipeline system.
CONTRACTOR will be responsible for tie-in (with all required materials) of the new 12” Akri
Gas Pipeline to both ends of the existing 24” River Niger Pipeline crossing.
CONTRACTOR will be responsible for the supply and installation of a new Slug Catcher and
the interconnecting piping, which shall be connected to the existing MP Header in Kwale Gas
Plant. The Sludge Catcher shall be installed in a new location to be acquired by Company.
CONTRACTOR should note that all items/works included in the various Drawings that are not
captured in the Scope of Work shall be his responsibility.
The route, of the pipeline shall be the same with the existing Right of Way of the 10’’ Kwale –
Akri Oil Pipeline.
All permits and Licences regarding Right of Way shall be provided by the COMPANY prior to
mobilisation and during the execution of the works.
The CONTRACTOR will be responsible for all aspects of the work, starting from the
documents provided for in these specifications, the development of all the Engineering
required to complete the works and the procurement of all required fittings and other materials,
including construction and installation on site, testing and precommissioning.
This document therefore defines the Basic requirements for the realisation of the Pipeline
System. Where this specification conflicts with its associated specifications and/or the codes,
standards and associated drawings listed in any part of this document, the CONTRACTOR
shall bring the matter to COMPANY’S attention for resolution and approval in writing. In all
cases, the most stringent requirements shall apply.
Compliance of the CONTRACTOR with the provisions of this specification does not relieve
him of his responsibility to properly install the pipeline, equipment and accessories in order to
meet the specified service conditions and Nigerian codes governing design, fabrication and
health and safety.
The COMPANY reserves the right to supply the detailed specifications for project material
procurement with which CONTRACTOR must comply.

In the following paragraphs, the term “PIPELINE SYSTEM” refers to the 12” Gas Pipeline AND
the Fibre Optic Cable (FOC), including all pipeline components required to fulfill the objectives
of this project.
Within this context, CONTRACTOR shall perform all activities including all detailed design
engineering, procurement and supply of materials including line pipes, fabrication, supply,
transport, construction, testing and pre-commissioning activities required to achieve the
successful completion of the Work.
The Pipeline shall be realised and connected without interrupting services at Akri Flowstation
and Kwale Gas Plant.
At Akri all new connection lines, shall be designed and constructed by the CONTRACTOR .
Detail engineering, procurement, construction and testing are included in the CONTRACTOR
scope of work.
At Kwale, all new connection lines, Slug Catcher and its accessories shall be placed on a
foundation to be designed and constructed by the CONTRACTOR. Detail engineering,
procurement, construction and testing works are included in the CONTRACTOR scope of work.
On this pipeline section all construction activities, concrete weighing, cable duct laying and
hydraulic testing to be provided by the CONTRACTOR shall be in accordance with specification
as will be provided by the contractor and approved by company or in accordance with any other
specification as may be supplied by the company.
Cable duct shall be waterproofed, closed and able to withstand a 10 meters head of water.
The description of the Work included in this Scope of Work is not an exhaustive detailed
statement of all CONTRACTOR obligations under this Contract. This Scope of Work shall be
read in conjunction with other project and engineering documents, general and discipline
specifications, project drawings and all other documents included in the Contract.
The detailed engineering shall be based on the Basic Design Documents enclosed in the
Contract.
Thus, for the realisation of the Pipeline system Akri -Kwale, the following activities shall be
carried out as a minimum.

Route Overview
The NPS 12 is located in both Imo and Delta States in Nigeria. The starting point is
located at Akri flowstation in Imo State and terminates at Kwale Gas Plant in Delta
State.
The proposed 12” Gas Pipeline from Akri to Kwale follows the existing right-of-way
(ROW) of 10’’ Kwale – Akri Oil Pipeline. Contractor shall be responsible to produce
the Details of pipeline route at his charge.

Pipeline Route Conditions
The pipeline route is covered by dense tropical vegetation intersected by several river
creeks and swamp areas. The major part of the route is located in mangrove swamp
area which s influenced by tide variation.
CONTRACTOR shall investigate the site to clearly understand the conditions which
may affect the construction activities during the performance of the Work
Contractor shall be responsible to produce the Details of pipeline route at his charge.

Battery Limits
The battery limits of the NPS 12 new Gas Pipeline design is defined in P&ID Nos
3210.10.BPFM.XXXXX.
Contractor to note that the FOC shall be ran along the entire length of the pipeline,
from Akri to Kwale, and terminates appropriately. The FOC shall contain 12 singlemode optical fibers (standard cable length: 3000 m per cable Drum), generally to
comply with suitable ITU-T Recommendations.
Contractor shall also terminate the fibre optic cable (FOC) in COMPANY’s control
equipment located at both ends (Akri and Kwale).
Consequently, Contractor shall note the following:

Akri – Kwale FOC Installation: Contractor shall terminate 6 cores of the
FOC at Telecommunications (TLC) control room at both ends (i.e. at Akri and
Kwale, respectively), while the remaining cores shall be terminated in the
intrusion detection control/monitoring equipment and the plant’s main control
system in the Control room, as applicable.
*Contractor to verify the termination methodology that will realise the main
objectives of the FOC as outlined in Section 1.0.
Consequently, Contractor shall liaise with COMPANY’s FOC end-user departments
(e.g. ICT, Telecommunications, GIS, etc.) for advice, especially as regards the
appropriate interface equipment(s) that may be required, so as to ensure that
termination of the FOC is done properly and effectively to achieve the main
objectives highlighted in Section 1.0 above.
*NOTE: that all interface equipment(s) required by the user-departments for proper
termination of the FOC are also within Contractor’s scope of work.
Pipeline Contractor to note, therefore, that a minimum slack (excess length) of 100m
of fibre optic cable shall be allowed at the cable ends in both flowstations, as much as
is required for proper termination at the receiving control equipment(s). See Doc. No:
3214.10.BISP.26807.

pipeline project.
Other codes and standards listed on Tender Documents shall also be adhered to.
The Pipeline shall be buried along its entire length except for portions located at
launcher and line valve. At these areas, the below and above ground transition shall
be denoted on the P&IDs by the abbreviations UG and AG respectively.

CONTRACTOR shall carry out the detailed engineering Work including review and
endorsement of the Basic Engineering, and where applicable or missing information
shall ensure that he embark on some survey to locate or provide such missing
information which he shall submit to the company for review and approval before
apllication, complementary site survey required, detailed design, engineering for
procurement, engineering for construction, pre-commissioning, commissioning and
start-up.
CONTRACTOR shall ensure the technical reviews and approval by COMPANY.
CONTRACTOR shall manage and perform the engineering activities and report to
COMPANY as per the engineering to be developed in accordance with the
requirements of the Contract.
CONTRACTOR shall prepare and submit all engineering documentation to
COMPANY in accordance with the Contract requirements.
CONTRACTOR shall provide the final documentation for the “as built” of the pipeline
and associated facilities consisting of all documents, drawings, calculations, test
report, certificate, procedures for pipeline operation, government filings, and all other
documentation required under the Contract.
2.2
Construction, Hydrostatic Test, Pre-Commissioning, Commissioning and startup
CONTRACTOR shall perform the construction activities in accordance with detail
design engineering documents developed by CONTRACTOR and approved by
COMPANY
CONTRACTOR shall safely connect 12” Line Pipe to the existing 24” Line Pipe at
both ends of River Niger (HDD across the River Niger).
CONTRACTOR shall take over the Site “as is”; the Site being “The RoW allocated by
the COMPANY” and provide areas for material storage, construction camps, offices
and access to the Site locations.
CONTRACTOR shall appoint Safety and Community Relation Managers prior to start
of any work in the Site.
CONTRACTOR shall provide appropriate implementation of Health, Safety, Security
and Environment rules at Site. CONTRACTOR shall make available adequate first aid
materials at Work Site throughout the construction period.
CONTRACTOR shall construct, pre-commission, commissioning and start-up the
Work including unloading, storing, transport, handling, stringing, prefabrication,
installation and erection as required.

CONTRACTOR shall carry out all work and services and furnish all equipment
materials and tools required to grading, excavating, hauling, handling, welding,
lowering-in, hydrostatic testing works, etc.
CONTRACTOR shall carry out all hot-tapping activities (if applicable) and relevant
services and furnish all equipment, materials and tools required. CONTRACTOR shall
also provide procedure and provision ensure rapid and safe evacuation under
emergency.
CONTRACTOR shall provide construction workforces.
CONTRACTOR shall ensure that the construction Work is carried out in accordance
with drawings and specifications approved by COMPANY for Construction.
CONTRACTOR shall supply, operate and maintain Construction Equipment as
required for the execution of the Work.
CONTRACTOR shall provide material, consumable and facilities to support
Manufacturers/Suppliers specialists during construction, pre-commissioning,
commissioning and start-up.
CONTRACTOR shall manage surplus materials and waste disposal in accordance
with the rules and regulations in force in the Republic of Nigeria, in particular with the
prescribed environmental mitigation measures.
CONTRACTOR shall provide the security (bearing in mind, the present security
suitation in the Niger Delta) and safety services within the Site.
CONTRACTOR shall provide telecommunications, power supply and all other utilities
required at Site.
CONTRACTOR shall manage coordinate and supervise the Work assigned to Sub
CONTRACTOR(s) to ensure the Work is performed within the required schedule, and
the quality requirements of the Contract.
CONTRACTOR shall provide the hydrostatic testing of pipeline, including pre-testing,
pre and post hydrostatic test activities, including filling, cleaning, gauging and calliper
pigging.
CONTRACTOR shall provide the pre-commissioning activities including:

Inspecting, testing and pre-calibrating instrumentation, including
instrumentation;
Checking operation of all protection systems;
Purging and leaving pipeline systems under positive pressure;

and equipment as specified in the Contract.
CONTRACTOR shall undertake full responsibility for the commissioning and start-up
of the complete pipeline system of which the 12” Akri - Kwale Gas Pipeline and all its
facilities (Slug Catcher and Valves e.t.c) are integral parts.

At least 1 month prior to the programmed date for commissioning and start-up,
CONTRACTOR shall submit for the COMPANY approval a detailed procedure and
program. Upon completion of the commissioning and start-up in accordance with the
program and procedures, to the satisfaction of the COMPANY, the taking over of the
pipeline system by the COMPANY shall not relieve the CONTRACTOR in any way
from his obligations to carry out further tests as may be required on the pipeline
system to demonstrate and fulfil his overall responsibility for performance of the
system, regarding the Gas Pipeline 12” Akri – Kwale only
CONTRACTOR shall provide and operate an electronic material traceability with
qualified operator personnel to continuously store and report upon, pipeline data
progress.
CONTRACTOR shall provide qualified surveyors, equipment and helpers for all
topographical survey activities. The CONTRACTOR shall carry out the topographical
survey activities, dimensional measurement and checks before and during
construction and survey all data required for the preparation of the “as built
“documents and for implementation of pipe tracking system.
Contractor shall be responsible for the Restoration of the Pipeline Right of way to the
original condition prior to the commencement of the construction activities.
2.3
Particular Requirements of the Work
2.3.1
Additional surveys.
For the execution of the detailed work, CONTRACTOR shall carry out surveys to
confirm existing survey data and/to obtain additional or new data. Such surveys are
included in CONTRACTOR’s Scope of Work
2.3.2
Interface and Coordination.
Interface with other parties are outlined in Section 2.4 of this document.
2.3.3
Permits
CONTRACTOR shall consider that there may be some existing pipeline and relevant
facilities, along the Pipeline ROW, which may be in operation and as such, all work in
these areas shall require permits from the relevant operating COMPANY.
This requirement is also applicable for all the crossings of existing pipeline, flow line,
cables and other above ground and underground structures.
2.3.4
Tie-ins at Interface Point.
CONTRACTOR shall perform all hot-tapping activities; all flange connections, welds
and test at interface point Battery Limits. Generally, CONTRACTOR shall carry out all
In-plant Piping/Tie-in as detailed in the P&IDs.

Working in the Vicinity of Existing Pipelines
CONTRACTOR shall place particular emphasis on aspects of the Work relating to the
safety of working in proximity to existing pipelines and services. The Work shall be
carried out under a specific Permit-to-Work system.
CONTRACTOR shall prepare and submit, for COMPANY approval, procedures and
method statements which shall specifically address this aspect.
Notification is required for entry into all Plant areas.
2.3.7
Material Traceability/Pipe Tracking System.
CONTRACTOR shall prepare and issue, for COMPANY approval, a procedure to
operate electronic pipe tracking system together with import, storage, export and
report upon, pipeline data. COMPANY shall approve the structure of the data file in
order to permit the import/export of data between CONTRACTOR and COMPANY.
2.3.8
Extra Works
If deemed necessary, and when required by the COMPANY in writing, the
CONTRACTOR shall provide all the labour and materials necassary for any extra
works required by the COMPANY. Payment will be in accordance with the
CONTRACTOR’ s Price List.
2.3.9
Access by COMPANY Representative
The CONTRACTOR shall grant the COMPANY’ s representative free access to any
location where works described in these specifications are being executed.
2.3.10.
Equipment Nameplates
CONTRACTOR shall provide nameplates for all permanent equipment items installed
during the course of works. All texts shall be submitted to the COMPANY for the
approval prior the manufacture. All instruments, manual valves and other permanent
items shall be provided with Stainless Steel (SS) tag plates by CONTRACTOR as
approved by COMPANY as part of this Scope of Work.
2.3.11
Material Identification
CONTRACTOR shall compile material list for all permanent material (pipes, valves
and fittings, etc.) to ensure traceability and material identification. The list shall
contain, as a minimun, the following details for each item of permanent material:

3.1

Engineering shall include the necessary FEED engineering including design
optimisation and finalisation, detailed engineering including procurement, supply,
construction, pre-commissioning, commissioning and start-up and any other
engineering work that CONTRACTOR may require to comply with the Scope of Work.
CONTRACTOR shall develop the engineering on the basis of the Basic Design
Document included in the Contract.
The detailed engineering shall include but not limited to, the following :






The NPS 12 new Gas Pipeline,
Cathodic protection system,
NPS 12 new Gas Pipeline connections
NPS 12 Gas Pipeline Slug Catcher
Any other work considered necessary by the contractor and approved by
company toward the realization of the oil pipeline project.
The detailed engineering also involves the preparation/development and review of
Technical Specification and Data Sheets for Pipeline Security System, particularly
the Fibre Optic Intrusion & Leakage Monitoring/Detection System.
COMPANY reserves the right to issue to CONTRACTOR additional documentation for
information or clarification purposes, at any time. Such documentation shall not give
rise to any claim whatsoever if the content of such documents does not alter the
CONTRACTOR Scope of Work or if the alteration is of such a nature that is deemed
necessary for the safe operation of the pipeline.
3.2
Basic Design Endorsement
CONTRACTOR recognises that the Basic Design Documents do not define the work
in detail but are fit and sufficient for the purpose they are intended to define the basic
principles and requirements for the reliable performance of the Work.
Before Contract award, CONTRACTOR shall review and control all Basic Design
documents and seek for possible clarification or missing information. The
Endorsement of Basic Design document activity shall be carried out discipline by
discipline and shall include technical meeting with COMPANY, as required.
The endorsement activity shall be substantiated by the issue of the Endorsement
Report, by CONTRACTOR to COMPANY for approval.
The review and endorsement activity shall be considered as an integral part of
CONTRACTOR Scope of Work before Contract award. As a consequence, adaptation
or modification shall require COMPANY approval. Any other work in any way resulting
from such endorsement or otherwise connected there with, shall be considered to be
part of CONTRACTOR’s Scope of Work.
Topographical survey data provided by COMPANY are integral part of Basic Design
documents and as such endorsed by CONTRACTOR. Therefore any claims from

CONTRACTOR arising from the lack of knowledge in respect of topographical survey
affecting the work shall not be accepted by COMPANY under any circumstance.
Additional surveys carried out by CONTRACTOR shall be at his own expense as a
part of Scope of Work, subject to the constraint of security and obtaining of relevant
permits.The CONTRACTOR shall carry out a field survey and stake out the route of
the pipeline on the ground. Pipeline alignment stakes shall be placed at close enough
intervals along the pipeline centreline and at every point of intersection of two
tangents, such that the alignment of the pipeline is maintained throughout. In addition,
reference offset markers shall be placed at a distance not exceeding 30 m from the
survey centreline at all stakes. The location, distance and deflection of the offset
markers from the pipeline centreline shall be recorded to permit the re-establishing of
the pipeline stakes. The CONTRACTOR shall survey the route linking up the B.M’s of
the line to the existing trigonometric points. Topographic and detailed surveys shall be
carried out at the following locations:



main roads and major rivers
canals and existing pipeline crossings
particular areas requiring special design activities.
All topographic works shall be in accordance with “Specification for topographical
survey works” (doc. 3214.10.BADG.35888).
3.3
General Engineering Requirements
CONTRACTOR shall prepare all necessary engineering documentation required for
the Work, as specified in the Contract documents.
CONTRACTOR shall perform the detailed engineering in accordance with its own
engineering procedures amended to suit the requirements of Project Coordination
Procedures.
CONTRACTOR’s engineering activities shall generally include but not limited to the
following:

Implement document control of CONTRACTOR, Sub Contractor and
Manufacturers/Suppliers drawings and documents using a computer
data base in accordance with COMPANY requirements

Specific Engineering Requirements
CONTRACTOR shall implement and complete the Basic Design documents and
prepare all new documents as required to complete the Work.
CONTRACTOR shall prepare and issue detailed engineering material specifications,
construction specification and detailed calculations/analyses related to pipeline
stress, hydraulics, stability, expansion, bends, anchoring forces, anchoring blocks,
hydrostatic testing and depressurisation etc. including program validation reports,
computer print outs and CD as applicable.
Caesar 11 Stress Analysis software shall be used for the stress analysis modelling.
Contractor shall submit stress analysis Model along side the Stress analysis report for
review. All software used shall be the latest version.
CONTRACTOR shall produce all necessary detailed drawings to define the pipeline
and the appurtenances. The drawing shall include but not limited to the following:

This paragraph outlines the COMPANY’ s requirements with respect to the project
and final drawings to be supplied by the CONTRACTOR.
It is recommended that a CAD system is used to prepare all drawings. In case of
exceptions to this requirement, the COMPANY shall approve the extent of the CAD
application.
Drawings shall be prepared according to COMPANY standards and CAD
specifications.
The CONTRACTOR is responsible for updating all drawings to “As-Built” status and
signing them off on completion of the construction.
The COMPANY will provide the successful bidder with the COMPANY format sheets,
standard symbology, layering, text and line standards all on floppy disk.
Drawing numbers will be supplied by the COMPANY. All reference drawings and
matchline cross-references shall use COMPANY drawing numbers.
All documentation to be supplied by the CONTRACTOR will be stored on disk file

duly signed by COMPANY QA/QC officer or the equivalent in COMPANY nominated
party. Engineering documents in this instance refer to all documents that involve
review, fabrication or construction and installation.

Maintenance Engineering(CMMS Data).
Computerized Maintenance Management System Data Documentation
EPC Contractor presents as being competent in providing all maintenance data
required for the proper maintenance of equipment and facilities in the contract.
Company uses Format SAP PM software for the management of maintenance.
Contractor shall provide all the data on the equipment and facilities in this contract
according to Company specifications and SAP PM templates for upload to the
software.
EPC Contractor shall have in his workforce at least one (1) SAP PM Certified
Engineer with a minimum experience of two(2)years. Document on the Certification
and experience are to be provided as proof.
EPC Contractor’s SAP Certified Engineer shall demonstrate competence/ proficiency
in the use of SAP PM and maintenance engineering in carrying out all the under
listed activities.

Plant Breakdown Specification
Following due diligence, professional ethics, Eni safety standards and anti corruption
ethics, The EPC Contractor shall deliver the CMMS work scope listed below.
The EPC Contractor shall provide electronic manuals from Original Equipment
Manufacturers(OEMs) as a guide to SAP standard texts (i.e. detailed task instructions
for the maintenance of each equipment /items installed)and bills of materials.
The EPC Contractor shall provide relevant Technical Data of each maintenance item
for inclusion in SAP according to Eni standard document no. 20666.MAN.GEN.SDS Maintenance Entities Description.
The EPC Contractor shall provide a Bill of Materials:
Do equipment report (type/class/category, tag number, description, manufacturers
model/type/arrangement number/frame, location, etc) as necessary to identify and
collate the different types of equipment, their numbers and where they are used.
Provide a bill of materials (spare parts list) per equipment, complete with warehouse
management parameters (minimum level, maximum level, reorder level and
estimated annual consumption) per station/plant.
Some maintenance items already have some of this data in SAP, but contractor shall
update existing ones where necessary and provide for the missing ones according to
Eni/NAOC standards.

4.0
CONSTRUCTION WORK
4.1
General
Construction Works shall be understood as all construction activities including precommissioning, commissioning and start-up, to ensure that the built pipeline is in
conformance with the design, mechanically complete, as per the Contract Documents
and ready for COMPANY taking over.
All construction Works shall comply with approved construction drawings and
specifications and all applicable codes standards and regulations outlined in the
Design Premises Doc. No. 3214.10.BGRA.16519
The construction Work to be performed by CONTRACTOR shall include but not
limited to, clearing and grading of Right of Way, unloading, loading, hauling, storage
and stringing of line pipes and other materials; all ditching, bending, concrete coating
of line pipe, welding of pipe including coating of field joints and coating repairs,
lowering-in and backfilling; tie-in, installing river, creeks and other watercourses
crossings including banks restoration, crossing of roads, pipelines, flowlines, cable
and other buried or above ground structures painting,hot-tapping connections (if
applicable), valves installation, internal pipeline cleaning, hydrotesting and dewatering, gauging and cleaning-up and restoring pipeline Right of Way including
temporary extrawork space; providing the necessary engineering, management,

supervision, personnel equipment, materials and support facilities and performing all
other works necessary to completely construct the NPS 12 Gas Pipeline in
accordance with the specifications and drawings to be prepared by CONTRACTOR
and approved by the COMPANY and the provisions outlined in Contract.
CONTRACTOR shall furnish all labour, tools supplies, vehicles, construction
equipment construction camps, storage and marshalling yards, laydown yards;
hydrostatic testing and de-watering equipment; gauging and inspection tools and
equipment, welding rods, concrete materials, pipe concrete coating materials, pipe
coating materials for coating of field joint, coating repairs, material for painting,
materials required for bedding and padding of pipeline trench, bank restorations,
materials for maintaining and restoring access roads, culverts; material sacks for
restoration and all other designated materials, equipment, supplies and services
which may be required for performing and completing the Work.
CONTRACTOR shall also manage, plan and coordinate all external interfaces related
to the construction of the pipeline as outlined in Section 2.4 of this document.
4.2
Construction Management
CONTRACTOR shall set up a Project Construction Management team headed by a
Project Site Manager who shall report to CONTRACTOR Project Manager and
provide full construction management at the Work Site. Under the authority of Project
Site Manager CONTRACTOR shall develop and implement an organisation in order
to assure the following:
i)
Safety:
CONTRACTOR shall have a project safety program,
approved by COMPANY
ii) Security: CONTRACTOR shall have a project security program
(considering the present security suitation in the Niger Delta)
approved by COMPANY.
iii) Quality Assurance/Quality Control, according to the requirements of

4.3
Safety
CONTRACTOR shall take extra care in conjunction with NAOC safety rules to assure
that the integrity of the existing Pipeline/Flowlines, Environment, Flowstations and
Manifold are maintained throughout the duration of the works.
4.4
Labour
CONTRACTOR shall supply and assign to the site all labour required to perform the
work such as foremen, high skilled, skilled, semi-skilled workers and helpers required
to perform the Work. CONTRACTOR shall also provide all other labour as required to
proper support during the work execution.
4.5
Tools and Consumables
CONTRACTOR shall provide all electrical and air powered machines and hand tools
and all consumables including gasoline, diesel fuel lubricants, gases, welding rods,
test material, miscellaneous hardware and all other tools and consumable required for
the construction activities.
4.6
Mobilisation
CONTRACTOR shall mobilise all equipment, personnel, support facilities,
storage/marshalling yards, construction camps, warehouse, and laydown areas as
required to perform the Work.
4.7
Transport of Pipes and Materials from Port of Entry to Storage/Marshalling Yard
CONTRACTOR shall be responsible for offloading at shipside all pipes bends and
other permanent materials at the port of entry and loading and transporting the
materials to the storage/marshalling or concrete coating yards in accordance with the
requirements of project specifications and the Contract.
4.8
Transport of Pipes and Materials to Work Site
CONTRACTOR shall provide all labour and equipment necessary to load and
transport all pipes and other materials from storage/marshalling or concrete coating
yards to the Work Site. Transport of line pipes, materials, equipment personnel and
others to the Work Site will require CONTRACTOR to furnish adequately sized
terrestrial vehicles (trucks) and barges.
4.9
Construction Camps
CONTRACTOR shall provide temporary construction camps at the Work Sites for the
accommodation of its own
personnel, COMPANY personnel and
Manufacturers/Supplier. The camps shall include medical, catering and laundry
facilities. The camp shall also contain all necessary field office accommodations for
the execution of the work. CONTRACTOR shall be responsible for all rental, utilities,
temporary support facilities, permits, security etc. required to provide a full functional,
operating camp.

Camp and Field Office Accommodation for COMPANY Personnel
CONTRACTOR shall provide living, office accommodation and transport (i.e. vehicles
and boats) for COMPANY and COMPANY Representative field personnel for the
duration of the installation Works.
The office and accommodation shall be in accordance with COMPANY specification
for office and site accommodation included.

WORKING ADJACENT TO EXISTING FACILITIES
CONTRACTOR shall place particular emphasis on aspects of the work relating to the safety of
working in proximity to existing pipelines and services and existing facilities in plants areas.
The work shall be carried out under a Permit-to –Work system as specified by the relevant
operating Companies.
CONTRACTOR shall prepare and submit, for Company approval, procedures and method
statements which shall specifically address this aspect.
Notification is required for entry into the Plant areas. At least 2 weeks’ notice or as may be
required, for the scheduled Work is required.
PIPELINE APPURTENANCES
The Pipeline Appurtenances are defined in the Technical Specification for Pipeline
Construction.
The Pipeline Appurtenances shall be realised in accordance with the detailed design and
Technical Specification for Pipeline Construction.

AS-BUILT AND REQUIRED DOCUMENTATION
The CONTRACTOR shall prepare the As-Built File according to approved procedure
INSTALLATION OF FIBRE OPTIC CABLE IN PIPELINE TRENCH
CONTRACTOR shall install the Fibre Optic Cable (F.O.C.) along the pipeline route, between
AKRI and KWALE (refer to FOC Supply & Installation Specification, Doc.No:
3214.10.BISP.26807).
The CONTRACTOR shall provide and shall be responsible for all the following activities:

The installation of F.O.C. into an excavated trench.
The installation of F.O.C. into steel pipe, installed by CONTRACTOR at road
crossing.
The installation of F.O.C. in HDPE duct installed by CONTRACTOR at

supported in-place (tied/attached to the pipeline) to prevent vibrations created by the
water waves.
The final termination of F.O.C at both ends (Akri and Kwale). Refer to Section 1.6

The correct use of backfill materials to ensure that the strain limits of the cable are
not exceeded during backfill activities.
The joint, test and commissioning of the complete Fibre Optic Cable to serve the
three functions highlighted in Section 1.0
It is expected that CONTRACTOR will provide suitable equipment for all movements of the
F.O.C., to ensure that no mechanical damage can occur. Contractor is also expected to seek
the support of experienced personnel/sub-contractors when undertaking the aforementioned
operation.
4.12.2 Scraper traps construction work (Not Applicable)
General
Construction Works shall be understood as all construction activities including
pre-commissioning which entails verification of all conformity to ensure that the
built scraper traps are in conformance with the design, mechanically complete
and ready for commissioning as per the Contract Documents.
All construction Works shall comply with approved construction drawings and
specifications and all applicable codes standards and regulations outlined in the
Pipeline Design Premise Doc. No. 3214.10.BGRA.16519
The construction Work to be performed by CONTRACTOR shall include but not
limited to:
Supply all labour, plant, materials, consumables, supervision, fuel, electric
power, tools, equipment, craneage, transport, accommodation and each and
every item necessary for the accomplishment of the Work.
Supply of all materials necessary for the performance of the Work.
Carry out preparatory Work including concrete batching plant establishment and
production of test cubes, welder qualifications, weld procedure specifications
and procedure qualification. All tests, qualifications, procedures and
specifications are for Company review, witness and Approval prior to
commencement of the Work;
Provide setting out, levelling, establishing of temporary bench marks,
monuments and final survey work;
Supply labour and equipment for de-watering, inclusive of treatment and piping
to dispose of water to an approved discharge point adjacent to the Sites limits.
De-watering is Contractor’s responsibility, and CONTRACTOR shall at all times
have suitable equipment on the Site;
Carry out Site preparation including provision for access fence and gates and
any hard standings that may be required to carry out the Work;
Submit samples of items with relevant certificates for Approval prior to use,
including slump and cube tests for concrete as required;

Carry out all testing as specified. Provide all documentation/certificates to
validate material quality;
Carry out fabrication, erection and hydrostatic testing, and installation of pipe
work, valves, blinds and other in-line items, including installation and removal of
temporary spools in place of those items for activities such as testing and
flushing.
Undertake testing, Pre-commissioning of mechanical, electrical and instrument
systems;
Construct paved areas surrounding scraper traps;
Maintain and keep clean temporary and permanent roads and paving;

CONTRACTOR shall also manage, plan and coordinate all external interfaces
related to the construction of the scraper traps and associated facilities.
Equipment, Machinery and Packages
The CONTRACTOR shall provide for the installation of equipment, machinery and
packages, including in detail:

The CONTRACTOR shall carry out supplementary investigations, in addition to those effected
during the design phase, in order to define the construction criteria, the plant to use and the
detailed work programme.
In case, the Right-of-Way can first be improved by means of tree trucks or other low density
material suitable for the purpose. In this case, the CONTRACTOR shall submit a detailed
report to the COMPANY prior to commencing the work.
Two methods may be considered for the installation of pipelines in swamps:

The flotation method, where the pipeline is laid from a barge moving through a
channel cut along the right of way.

The push-pull method, where the ditch is dug by a lightweight track-driven machine
and the pipeline , fitted with buoyancy tanks if necessary, is pulled along the ditch
and sunk. This method is preferred in environmentally sensitive areas.
Coating and Painting
CONTRACTOR shall provide coating and painting as follows:

Project Management

The CONTRACTOR shall appoint a capable and experienced Project Manager who will have
authority to act on behalf of the CONTRACTOR and be responsible for the overall direction,
co-ordination, control and performance of the Project activities.
The CONTRACTOR shall perform all activities necessary for implementation of the works

The CONTRACTOR shall provide all the plans and procedures required or necessary to
ensure the following:

Ensure open communication lines with the COMPANY, Vendors, subcontractors and
other parties which the COMPANY may call upon to participate in the execution of
the works.
Provide the COMPANY with all the information requested in order to allow the
COMPANY to evaluate the performance of the CONTRACTOR, his Vendors and

Ensure the proper co-ordination within the CONTRACTOR’s organisation for the
orderly and smooth development of the activities.
Provide for the required manpower in order to meet any and/or all the scheduled
work targets.
Conduct regular and programmed weekly and monthly meetings with the COMPANY
to discuss the status of the various phases of the works and methods for
resolving any difficulties encountered or foreseeable, and any other aspects of the
work. Issue minutes promptly after each meeting.
Evaluate all Works performed by Vendors and CONTRACTOR’s key personnel.
Inspection
The CONTRACTOR shall inspect and test all work as required by the drawings and
specifications and in line with good working practice and sound workmanship. He shall
maintain proper inspection and control of the work executed on-site in order to ensure a good
standard of workmanship at all times and compliance with all designs, standards,
specifications and codes.
The CONTRACTOR shall also provide services as and when required by the COMPANY's Site
Inspectors, and shall comply with all requirements imposed by them with respect to the issuing
of inspection certificates for all items.

STRUCTURAL WORKS
6.1
Trap Support engineering (Not Applicable)
CONRACTOR shall carry out detailed engineering for the traps at Akri flowstation and
Kwale Gas Plant respectively, as indicated in the lunching & receiving trap area
layouts.
Engineering shall include the necessary FEED engineering including design
optimisation and finalisation, detailed engineering including procurement, supply,
construction, controls, testing and any other engineering work that CONTRACTOR
may require to comply with the Scope of Work.
CONTRACTOR shall develop the engineering on the basis of the Basic Design
Document included in the Contract, and shall design structures to take care of all
dead, live, test, impact, vibration, pipe expansion, thermal and friction, bundle pull,
wind, trasportation, lifting and erection loads and forces.

6.3 Structural Pipe Supports
CONTRACTOR shall provide the COMPANY with a detailed engineering
and construction procedure for all necessary pipe supports.
In particular the work to be performed shall include, but not be limited, to
the following:
a) Prefabrication in accordance with piping sketches and relevant standard
specifications
b) Materials handling and transport of prefabrication pieces from the place
of storage to the site.
c) Erection of pipe supports, ladders, walkways, etc. including partial
fabrication of any scaffolding as required, and testing, according to
drawings, standards and specifications.
6.4 Surface Preparation and Painting
Unless otherwise stated, all the aboveground pipeline section and all
aboveground supports shall be painted.

6.5 Anchor Blocks
If piping stess analysis indicates that anchor blocks are required to restrict
above ground pipe movement, which may occur due to pressure and
temperature changes in the pipeline, specially designed anchor flanges
encased in concrete anchor blocks shall be installed underground on the
main line, before the pipeline is brought above ground.
CONTRACTOR shall provide:
a) Supply reinforcing steel, concrete works and materials, etc., handling
and transport of prefabricated pieces from the place of storage to the
site.
b) Construct concrete structures, foundations, piling, as required.
c) Supply and installation of anchor bolts (where required).
d) Erection of all necessary scaffolding (where required)
e) Supply and erection of structural steel.

Grouting.

7.1

The line pipe shall be supplied by the CONTRACTOR. Also, the coating of the line
pipe shall be the responsibilty of the Contractor, as coating is part of the scope of
work.
7.2
CONTRACTOR Supplied Items
All materials required to realise the project shall be supplied by the CONTRACTOR.
The CONTRACTOR shall be responsible for the overall procurement philosophy and
timely delivery of quipment and material to the construction site, within the project
schedule.
The CONTRACTOR shall assure the maximun possible standardization when
purchasing the various items appertaining to each plant system. The utilization of the
COMPANY’S List of Supplier shall be mandatory.
The M.T.O. attached to the tender documents shows indicatevily the materials,
regarding pipeline system, to be procured, CONTRACTOR shall perform the detail
engeeniring and provides for the final list of materials and quantities.
CONTRACTOR shall also procure all items and materials regarding all platforms such
as: steel pipes, pressings, beams, floor supports, grid floor pannels, handrailings and
all other permanent and consumable materials required to complete the work.
The Procurement activities to be developed by the CONTRACTOR shall include, but
shall not be limited to, the following:
- Section and submission to the COMPANY for approval of the list of
SUBCONTRACTORS that the CONTRACTOR proposes to utilize for the project.
- Identification and quantity calculations of equipments and materials to be
purchased, including spare parts.
- Material and equipment requisition preparation.
- Issue of inquires to Suppliers/SUBCONSTRUCTORS.
- Issue of purchase orders.
- Expediting of purchase orders.
- Factory inspection.
- Supply of test certificates and conformity certificates.
- Clearance of all the material and equipment through costums.
- Trasport to work site.
7.3 PROCUREMENT
The CONTRACTOR shall procure all items and materials necessary for the works, according
to the specifications provided or stated and/or the requirements listed below.

accordance with project data Sheet .
Flanges and fittings
The CONTRACTOR shall supply all flanges and fittings (Elbows, Bends, Reducers, Insulating
Joints, etc.) necessary for the works. In all cases these shall conform to the rating and
standards of the pipeline system.
Bends
All pipeline bends shall be produced by induction bending. Minimum bend radius shall be 5D
(where D is the pipe O.D.). All bends shall be supplied with straight tangent ends at least 500
mm in length. Bends shall comply with requirements of 20337.SLI.SPM.FUN. and project
specification 3214.10.BTST.16528.
Fibre Optic Intrusion Detection System
The CONTRACTOR shall supply the Fibre Optic Intrusion & Leakage Detection System
(complete with fibre optic cable, interface control equipment, accessories, etc.) in accordance
with project specifications and standards.
Pipeline Instrumentation
The CONTRACTOR shall supply all instruments required for the complete installation of the
pipeline (including instrumentation for the launching and receiving traps, Shut-Off Valve,
pressure switches, etc), in accordance with Project requirements and Specifications.
Warning Tape
The CONTRACTOR shall supply PWC warning tape, the tape shall be in accordance with the
project specification.
