Description
48" x 5,300 km pipeline from Nigeria to Dhakia (Morocco) and 1,700 km from Dhakia to Northern Morocco with a capacity of 30 billion cubic meter (bcm) per
year (equivalent of 3.0 billion standard cubic feet of gas per day).
The pipeline would traverse Republic of Benin, Togo, Ghana, Cote d'Ivoire, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Gambia, Senegal, Mauritania, and
terminate in Morocco with a spur to Spain.

In a bid to fast-track the process of achieving the Final Investment Decision (FID) on the Nigeria-Morocco Gas Pipeline, the Federal Government
has intensified discussions with the Kingdom of Morocco. The discussion which held on Wednesday 24th January, 2024, on the sidelines of a
meeting between the Honourable Minister of State for Petroleum Resources (Gas), Hon. Ekperikpe Ekpo, and the Moroccan Minister of Energy
Transition and Sustainable Development, Ms. Leila Benali, was anchored by the NNPC Ltd.’s Executive Vice President, Gas, Power & New Energy,
Mr. Olalekan Ogunleye, and the Director General of the Morocco National Office of Hydrocarbons and Mines (ONHYM), Mme Amina Benkhadra.
The talks focused on how to drive the partnership between the two countries to accelerate the Nigeria-Morocco Gas Pipeline Project in line with

the series of Memoranda of Understanding (MoUs) signed between the two countries in Abuja in 2022. Both parties emphasised the strategic
importance of the project to the two countries and the entire African continent and the need to drive it to completion expeditiously in line with the
objective of stemming energy poverty on the African continent. It would be recalled that the Cooperation Agreement for the 48" x 5,300Km pipeline
from Nigeria to Dhakia (Morocco) and 1,700km from Dhakia to Northern Morocco was signed in 2017 with a capacity of 30 billion cubic meter
(bcm) per year (equivalent of 3.0 billion standard cubic feet of gas per day). The pipeline would traverse Republic of Benin, Togo, Ghana, Cote

Germany, is delighted to have been commissioned to carry out the Project Management Consultancy (PMC) services for the FEED Phase II of this
project. ILF and DORIS can make use of their combined expertise in the respective fields of competence and provide a fundamental support to

(NMGP) project. The engineering study is progressing in accordance with the initial project planning. The overall FEED services will be managed
Intecsea BV, Worley's offshore engineering consultancy business in The Hague, the Netherlands. This includes the development of the project

implementation framework and supervision of the engineering survey. The onshore FEED scope, the Environmental and Social Impact Assessment
(ESIA) and Land Acquisition Studies (LAS) will be delivered by Worley's team in London, UK. The project will also be supported by Worley's network

Preparations for Nigeria-Morocco Gas Pipeline concluded

Preparations to develop the Nigeria-Morocco Gas Pipeline have been concluded. The Islamic Development Bank (IsDB) has recently requested
proposals for two consultancy contracts for the project: The NMGP Project has received financing from the Islamic Development Bank towards
the funding of the Nigeria Morocco Gas Pipeline Project (NMGP) Environmental and Social Impact Assessment (ESIA) and Land Acquisition and
Resettlement Policy Framework (LARPF) and intends to apply part of the proceeds for consulting firms’ services. The proposed pipeline starts at a
compressor station at Brass Island in Nigeria from where it will go offshore to Morocco. The pipeline will then run onshore to northern Morocco,
ultimately connecting to the Maghreb-Europe pipeline. The onshore section will be buried, and compressor stations (CS) will be constructed along
the route. For the offshore section, it is envisaged that the pipeline will be constructed in shallow water on the continental shelf with a requirement
for intermittent onshore CS along the route. The proposed pipeline is anticipated to operate at a flow rate of 30 BSCM/year. This package of work
only relates to the offshore Nigeria to Morocco section of the pipeline (including landfalls and CSs). The services will include the completion of an
ESIA and LARPF for the Nigeria to Morocco section of the NMGP, including the completion of marine environmental, nearshore, intertidal and
onshore environmental and social baseline surveys. The expected duration of the ESIA and LARPF is between 12 and 14 months, with an expected

start date of quarter 1 of 2022. The ESIA and LARPF should be completed in line with the host countries’ legal and regulatory frameworks,
International Finance Corporation Performance Standards on Environmental and Social Sustainability, 2012 (IFC PS 2012), the World Bank
Environmental and Social Framework, 2017 (including the associated environmental and social standards) relevant World Bank Group (WBG)
Guidelines (general and specific) and IsDB requirements. The shortlisting criteria are: -experience in conducting ESIAs for offshore pipelines
globally and developing LARPFs in West Africa; -experience in the oil and gas pipeline sector; detailed knowledge of the environmental and social
legal framework of the host countries along the pipeline route; -relevant capacity to conduct the ESIA and LARPF scope of work; - experience in
specifying and supervising offshore marine surveys and undertaking onshore surveys in support of ESIA and LARPF; -knowledge in carrying out
cumulative impact assessments and climate change assessments; -ISO9000 series and ISO14000 series certifications. The proposals deadline

Morocco receives loan for Nigeria-Morocco Gas Pipeline

The OPEC Fund for International Development has approved a loan amounting to US$ 14.30 m to the Moroccan Government. The loan will assist
in implementing Front End Engineering Study (FEED) Phase II of the Project. The study will carry out detailed evaluations of the implementation
and design process for the eventual construction of the gas pipeline, thus facilitating the final investment decision. The OPEC Fund’s contribution
