MUN School Modul #4: DRAFTING IN MODEL UN DOCUMENTS There are 3 documents that you’ll find in MUN: Position Paper, Working Paper, Draft Resolution Position Paper made before the conference, for further summary kindly check the previous modul: (MUN School Modul #2: Position Paper & MUN Preparation) Working Paper made in the middle of the conference, it’s often refer to rough version of Draft Resolution because of no exact based format and structure that has to be followed. The contain of Working Paper are just the outline or overview of your bloc solution, so write it briefly and don’t need to be that specific. The Working Paper would be so useful and utilized by Delegates before write the Draft Resolution because it has main foundation point as the precursor and guideline in forming a Draft Resolution during Unmoderated Caucus. After the Working Paper finished it doesn’t need to presented it, it will only to be discussed in formal debate later specifically moderated caucus. Last but not least although you can submit it by yourself, it’s better when you have a bloc in your Working Paper. DOCUMENTS #2 Draft Resolution made in the end of the conference, it’s the output of the Model United Nations with an exact format and structure that needed to be followed. The structure of Draft Resolution contain comprehensive resolution that written with your fellow bloc delegates, following as: a. Heading: UN / Council Logo, Draft Resolution number, List of Sponsor & Signatories UN / Council Logo usually put on top of the Draft Resolution as symbolize for the respective council. Draft Resolution number to make it easier differentiate or reference the resolution, usually it’s decided by the chair and the number normally following order when it’s approved. Sponsor is the authors or the countries that dominant in forming a Draft Resolution, a delegate can’t become sponsor in more than a Draft Resolution, the number of maximum sponsor depends on council condition and decided under chair discretion. Signatories are the delegates that agree and would like to see the resolution to be debated but doesn’t need or necessarily to agree with the contain of the resolution DOCUMENTS #3 b. Body: Preambulatory Clauses & Operative Clauses Preambulatory Clauses is the opening of the resolution and usually highlight causes the committee working and past actions on the issue with Verb-ing that oftenly use in each clauses. The contain of Preambulatory Clauses highlight all the ongoing issues that wanted to resolve by the committee and consist the background and legal basis of the issue. Operative Clauses usually provide and address the issues specifically mentioned and relate it to the previous pre-ambulatory clauses and refers as the main essence of the Draft Resolution with Verb-1 that oftenly use in each clauses. The contain of Operative Clauses highlight the solutions that proposes by the sponsors of the Draft Resolution to resolve the issues. It will way better to make the Operative Clauses clear and detail as possible to make it easier other delegates understand then possibly make them agree with it and vote for it than the other ambiguous Draft Resolution. *each of clauses has their common sample phrases that you can check to PPT that presented in class
