Republika ng Pilipinas Kagawaran ng Edukasyon Tanggapan ng Pangalawang Kalihim OUA MEMO 00-0921-0067 MEMORANDUM 06 September 2021 For: Undersecretaries and Assistant Secretaries Central Office Bureau and Service Directors Division Chiefs Central Office Personnel All Others Concerned Subject: REGISTRATION FOR PNPKI DIGITAL CERTIFICATE THROUGH THE LEARNING MANAGEMENT SYSTEM FOR CENTRAL OFFICE PERSONNEL The Department of Education (DepEd), through the Information and Communications Technology Service (ICTS) and in partnership with the Bureau of Human Resources and Organizational Development (BHROD) and the Department of Information and Communications Technology (DICT), has started processing applications for the Philippine National Public Key Infrastructure (PNPKI) Digital Signature. “Public Key Infrastructure (PKI) allows users of public networks like the Internet to exchange private data securely. PKI is essentially a set of hardware, software, policies, personnel, and procedures needed to create, manage, distribute, use, store and revoke digital certificates. The PKI is one of the core services offered by the Department of Information and Communications Technology (DICT) that aims to foster trust in the government by ensuring secure and reliable online transactions.” (Source: https://dict.gov.ph/pnpki/) The use of digital signatures by DepEd Offices should have these impacts: 1. Business proceeds as usual without sacrificing the safety of the signatories and other employees routing the physical document; 2. Trust is built among the DepEd Central Offices through secure and reliable online transactions; 3. DepEd successfully integrates digital signatures in the process flow and vastly increases the integrity of acceptance of the official documents within and outside the Department; and 4. Prevents the transmission of COVID-19 on widely used official documents. Hence, some Management Committee (MANCOM) members and Central Office employees involved in procurement processes and other personnel have already received their digital certificates through this means. Currently, field personnel are submitting their applications thru the Professional Development Learning Management System (LMS) and their PNPKI Teams are validating the submission thru the same means as well. Now, Central Office (CO) personnel will follow suit. With that, all CO personnel will secure their PNPKI Digital Certificate by doing the following: 1. Create their Account in the Professional Development LMS site: https://training.deped.gov.ph/; 2. Access the course; and 3. Submit their accomplished application form on or before 11:59 p.m. of 24 September 2021. For this undertaking, each Bureau, Service, or Office shall assign one (1) focal person to take on the following responsibilities: 1. Attend the orientation for Focal Persons on 06 September 2021 at 1:30 p.m. via MS Teams: https://bit.ly/COFocalPersonOrientation 2. Ensure that all personnel within their Bureau/Service/Division/Unit are informed and oriented to apply thru the LMS; 3. Claim their group’s enrollment key to access the course by sending the following information Full Name, Complete Designation & Office, Mobile Number, and Email Address to support.pnpki@deped.gov.ph. 4. Send a weekly status of submissions to LMS and other concerns; 5. Assist in resolving issues and concerns; 6. Utilize the available resource available at http://bit.ly/DepEd-PNPKI; and 7. Communicate their request for assistance on their concerns, etc. to ICTS – USD via email or MS Teams chat: support.pnpki@deped.gov.ph Please refer to Annex A for the requirements and other pertinent details. Answer all the required inquires (!), tick I’m not a robot and click Create my new account button. • Prior to downloading the application form, prepare the following: a. Soft copy of clear and decent passport-sized ID picture • • • • • • • 4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches. Pictures should show the whole head up to the shoulders. Clear (not blurred) and high-resolution picture (min. of 600 dpi) When taking picture with a smartphone, ensure that the resolution is set at the highest setting and with ample lighting. Image format should be in either JPG or PNG format. Taken within the last six (6) months Stretched images will not be considered b. Soft copy of electronic signature • • • Using a black permanent marker or any writing instrument with a broad and continuous even ink flow, write a big sample of your signature on a piece of white paper. Ensure that the sample signature is very clear and matches your official signature. After making the sample signature, have it scanned at high resolution (minimum of 600 dpi) and saved in a JPG or PNG format. c. Download the free Adobe Acrobat Reader DC • • • To download the free Adobe Acrobat Reader DC, go to this site: https://bit.ly/Adobe_AcrobatReader Before downloading the free Adobe Acrobat Reader DC application, make sure that all checkboxes in the Optional Offers section are clear or unchecked to avoid ads. Next, click Download Acrobat Reader and follow instructions until the application is installed on computer. d. Download application form via LMS, under General Information. • Individually, accomplish said form by clicking on text boxes. Please note that some items with either an asterisk (*) or red-colored boxes are required to be filled-out by the applicant/s. • After accomplishing the form, save the said form in this format: LastName_FirstName_[your affiliation) Example: Bernas_Niña_ICTS-USD Note: DICT will not accept handwritten application forms. STEPS TO APPLY FOR THE PNPKI DIGITAL CERTIFICATE VIA LMS 1. Go to https://training.deped.gov.ph/ and click Log in located on the upper right corner of the LMS Website interface. 2. Go to Site Home positioned on the left side along the navigation pane. 3. Under Course Categories, look for the ICTS – User Support Division, then click USD Courses. 4. Choose the Facility for the Submission of the Application Requirement for the PNPKI Digital Certificate of DepEd Personnel in Central Office. 5. Type in the Enrollment Key (this will be provided by your respective focal person) and click Enroll Me button. 6. Look for and click the name of your office. 7. Once inside, listed under General Information are the instructional videos on how to fill out the PNPKI Application Form. 8. Under Activities, click to answer the PNPKI Questionnaire. 9. Still in Activities, click to Upload your accomplished Application Form. 10. Your Certificate of Completion (COC) is not immediately available for download. Only after your application had been validated can you claim your COC. Submission of validated and certified application documents: 1. BHROD-PD will validate the information on the screened documents. If in order, will certify the information in the encoding form and forward the same to ICTS – USD. 2. ICTS – USD will then submit the screened application forms and certified encoding forms to DICT. 3. DICT will process the submitted documents approximately 7-10 working days or more. Please note that other government agencies and instrumentalities are also applying for the same, thus, processing time might be longer. 4. Once processed, applicants will be notified via email on how to claim their digital signatures. Expect two (2) emails from pnpki@dict.gov.ph with the subject indicating: “PNPKI Self-service Portal Credentials” together with the applicant’s registered name. Note: Do not forget to check your spam/junk mail. The email might end up in those folders.
