Hi Mon. In my opinion, we can push through with the development without the need of securing the development permit from the LGU. Although there’s a risk of having the LGU issue a cease and desist order on the construction, it will only happen if someone reports it to them. If I may suggest, we should start the development on the area which is the least conspicuous. (please refer to the diagram below) The start of the development will be in the middle of the property or in an area which will be the least conspicuous to the community. Further, with respect to the entrance, it will be constructed last or before the personnel of DAR Central conduct their ocular inspection. The entrance doesn’t necessarily need to be a resounding structure nor we have to fence the whole façade of the property, it only needs to show that the property is prepped for a residential project.
