I. Mandate:
The Public Attorney’s Office (PAO) shall be the principal law office of the
government in extending free legal assistance to indigent persons. It is an
independent and autonomous office that renders, free of charge, legal
representation, assistance, and counseling to indigent persons in criminal, civil,
labor, administrative and other quasi-judicial cases. In the exigency of the service,
the PAO may be called upon by proper government authorities to render such
service to other persons, subject to existing laws, rules, and regulations. It also
includes investigation pursuant to Republic Act (R.A.) No. 9262, R.A. No. 9745, and
other related laws.
II. Vision:
The PAO exists to provide the indigent litigants, the oppressed, marginalized,
and underprivileged members of the society free access to courts, judicial, and
quasi-judicial agencies, by rendering legal services, counseling, and assistance in
consonance with the Constitutional mandate that "free access to courts shall not be
denied to any person by reason of poverty" in order to ensure the rule of law, truth,
and social justice as components of the country's sustainable development.
III.Mission:
By 2023, the PAO, as the principal law office of the government, shall be
composed of highly motivated, effective, and empowered public servants, consistently
responsive to the ever-growing legal needs of the indigents and other qualified
persons, utilizing modern facilities, information technology systems, and tools needed
for efficient delivery of free legal aid services to promote access to justice, truth, and
peace.
IV.
Service Pledge:
The PAO commits itself to provide prompt, competent, reliable, and excellent free
legal services to indigents and other qualified persons in adherence to R.A. No. 9406,
otherwise known as the PAO Law, and other pertinent laws, rules, and regulations, and
pledges to fulfill its mandate with utmost honesty, sincerity, and respect for the rule of law and
justice.
Further, PAO endeavors to upgrade its facilities and adapt to global changes
in information technology systems and tools to be more effective and efficient in
responding to the dynamic legal needs of its clientele.

1. Regular Judicial and Quasi-Judicial Services
Regular judicial service is rendered to qualified individuals who need legal
representation for their cases pending before the courts and quasi-judicial
agencies. This service includes: 1) representation of indigent accused during
preliminary investigation and trial; 2) representation of indigent complainant /
petitioner in ordinary civil actions, special proceedings and special civil actions; 3)
representation of indigent defendant / respondent in ordinary civil actions, special
proceedings and special civil actions; 4) representation of indigent employeecomplainant in labor cases; and 5) representation of indigent persons in
administrative and other quasi‐judicial cases. Representation on the abovementioned cases that are elevated to the appellate courts are likewise included in
this service.
Likewise included as part and parcel of this service are
investigations, case build-up, and evidence gathering.
On the other hand, quasi-judicial service pertains to the mediation / conciliation
service of the office for qualified individuals whose cases are not yet filed in court.
This service aims to bring together the involved parties to discuss their differences
and assist them in developing a mutually agreeable and beneficial solution to their
dispute.

FEEDBACK AND COMPLAINTS MECHANISM
Answer the survey form and drop it in the survey
How to send feedback
form box provided in every service unit, regional
and district office.
On the first working day of the succeeding
month, the Service Head or a duly authorized
employee will open the survey form box, collate,
and summarize the survey forms. The result will
then be discussed with the concerned
personnel. Other measures may be taken to
address the result.
A written complaint, preferably under oath, may
be filed by any individual to the PAO Central
Office either in person, or through regular mail or
e-mail. Complaints may also be filed via the
8888 hotline.
Complaints are referred to the Legal Research
Service (LRS) of the PAO Central Office for
investigation. Upon receipt of the complaint, the
LRS will conduct an investigation following the
procedures laid down by the Revised Rules on
Administrative Cases in the Civil Service and
other pertinent issuances.
