DOCUMENT TITLE:
HSE PLAN Document Requirements
The Bidder shall develop and implement a specific draft HSE Plan (Template is provided in Annex A9) to demonstrate how the HSE
management system for the contracted scope of work will be implemented.
The scope of the draft HSE Plan shall be to provide a clearly interface between Eni in Nigeria, Contractor and Subcontractor(s), if any,
and to ensure that specific hazards have been identified and that a management system is in place.
The HSE plan shall demonstrate how the specific HSE issues of the contracted scope of work is going to be managed and implemented
and shall describe how:
Contractor and Subcontractor(s), if any, has an effective HSE MS specific to the specific work and appropriate to the complexity
of the Contract execution;
risks, impacts or threats related to occupational health, occupational safety and process safety, radiation protection,
environment have been identified, assessed and mitigated by the implementation of control measures;
the responsibilities for the execution and maintenance of all control and recovery measures are assigned to specific roles.
It shall not be a replication of the contents of the generic HSE MS documentation. The final document should be as clear and concise
as possible so that both management and the workforce utilize it. For example, the HSE MS will provide the processes and practices
for performing risk assessment, the HSE plan shall provide the program/timeline for performing the risk assessment and shall
document the result of the risk assessment for the activities within the scope of the contract, i.e. risk register and the selected control
measures, etc.
Contractor shall maintain the HSE Plan up-to-date and communicate any updates to Eni in Nigeria throughout the period of the
execution of the Contract.
Deviations from the document shall be approved only after written authorization from Eni in Nigeria and written notification to
Contractor.
The draft HSE Plan shall include the following section, as minimum:
Executive Summary: description of scope of work, location, client, organization, operating environment, etc.;
HSE Policy and Objectives: HSE Policy and HSE objectives shall be established, documented and communicated across
Contractor’s organization (including Subcontractors);
Reference Documents: list of any documents to be used in the Contract for HSE purpose (e.g. Project Risk Register, Bridging
Document). It shall include also the list of applicable laws and standards relative to the Contract;
Scope and Schedule of activities: work description and schedule with HSE milestones;
Organization: Contract organization with defined roles, responsibilities, accountabilities and authorities to ensure compliance
with legal, Eni in Nigeria and other applicable requirements. The following process shall be described:

Resources: Description of HSE and operational support resources, including Contractor and Subcontractor, if any. A
diagram which shows the reporting structure between all involved parties indicating HSE focal points and including any
external HSE and medical advisers, client representatives, project specific personnel, etc. Include a summary of HSE
responsibilities and authorities of key project staff. Where applicable, describe the organizational interfaces with other
organization (e.g. supply vessels, platforms, onshore facilities, local government bodies);

Subcontractors: Provide details of project specific Subcontractors. In the details for the Subcontractors, consideration
shall be given to ranking the risk associated with the Subcontractor activity and any additional mitigation required
managing these subcontractors;

Competence assurance process to screen, select, train and conduct assessments of the qualifications, behaviours, and
supervisory needs and abilities of the workforce to meet specified job requirements;
Risk Management: description of the processes and methods in place to manage HSE risks to an acceptable level for the scope
of contracted activities. The risk assessment, that includes the identification of the effective controls/barriers to implement in
order to eliminate or reduce risks, to prevent escalation, mitigate consequences, shall be documented. It shall also be
communicated to Contractor and Eni in Nigeria personnel;

Operational Control: description of how the HSE MS is applied with reference to procedures, work instructions, plans to be
issued/implemented for the execution of each activities. Documents shall be consistent with Eni in Nigeria requirements and
shall include, where applicable, management of:

HSE Golden Rules (e.g. Driving Safety, Lifting Operations, Fire Safety, Working at height, Energized Systems, Permit to
Work, Waste Management. Confined Space, Hydrogen Sulphide, Hazardous Substances Management, Personal
Protective Equipment, Dropped Object, Simultaneous Operations);

Health Risk Assessment, Industrial Hygiene and Ergonomics, Medical Emergency Management, Fitness for Work
Assessment and Health Surveillance;

Radiation Protection Risk Assessment and radiation protection management;

process safety, identifying Safety and Environmentally Critical Equipment and their minimum performance criteria on a
dedicated register;

maintenance and inspection, to ensure facilities and/or equipment are operated within defined design and operating
limits;

Management of change (MoC) to assess, mitigate and review actual and potential risks, as well as impacts on operating
activities in case of organizational or significant changes to any aspect of the operation during Contract life cycle;
Emergency Preparedness and Response Plan (ERP), in line with ISO 15544, including procedures for:

personnel refuge, evacuation, rescue and medical treatment;

prevention, mitigation and monitoring of environmental effects of emergency response;

communication with authorities, relatives and other relevant parties;

oil spill response;

medical Emergency Response;

training, practice drills, emergency equipment maintenance;
HSE Reporting, including Incident reporting and investigation process;
Audit;
All specific procedures and plans, applicable to the Contract scope, shall be attached to the HSE Plan.
