Omnos, SST-1 Teachers and Students of Piapi High School PROJECT DESCRIPTION: The institutionalization of Piapi High School Anyag Culture and the Arts Festival is the school’s initiative and support for arts and cultural development of our learners. The arts and cultural affairs of Piapi High School is geared for the preservation, development, and promotion of Philippine arts and culture specially in the school level. Hosting a festivity like this helps in the dissemination of artistic and cultural products (may it be in the fields of visual, dance, music, and literary arts), and could give awareness of cultural importance, their appreciation and enjoyment. In any learning institution, such as Piapi High School, arts and culture helps to foster positive attitudes. Arts bring people together, and culture helps people appreciate each other’s differences. The competitions included in the festival can be used to learn positive behaviors and lifestyle that require constancy. When students are engaged in activities that leads to the advancement of arts and culture, they learn that success needs flexibility and patience. Arts and culture provide a context for learning about various fields which aids us in better understanding of our own history. Participating in the arts and knowing about culture improves one’s ability to lead. Learners gain abilities in a variety of areas, including decision-making, technique development, reasoning, and forecasting, all of which are important for leadership and living a positive life. Learners develop a strong sense of self through culture, which allows them to put their newly acquired talents to good use. Students gain confidence and recognize that they can have a significant impact on the world through a variety of means. This is the main reason that the Arts and Cultural Affairs along with the MAPEH Department is eager to institutionalize the school-based PHS Anyag Culture and the Arts Festival which will become the official National Arts Month Celebration of the school to be held every 4th Week of February. III. RATIONALE Guided by the mandate of the Department of Education, through DepEd Order No.4, series of 1995, the school shall promote culture and the arts in school which supports all effort toward enhancing student learning of Filipino culture and the arts particularly through the integration of culture and the arts in the curriculum. The annual celebration of National Arts Month started with the signing of Presidential Proclamation 683, in 1991, declaring February as National Arts Month. National Arts Month aims to conserve, promote, and popularize Filipino artistic creations, integrate the arts in the community life, and harness the arts as catalysts for values education and formation. With this mandate, all educational institutions, such as Piapi High School, considered as one of the vehicles for arts and socio-cultural promotion and development, the schoolbased ANYAG Arts and Cultural Affairs is hereby institutionalizing the conduct of an annual Culture and the Arts Festival, in its bid to promote a comprehensive development in the fields of music, dance, literary, visual, and many other forms of arts. The PHS ANYAG Culture and the Arts Festival shall be the annual school-based competition to be held every month of February in celebration of the National Arts Month. Participants of the competitions are students of Piapi High School which are clustered according to provinces. The competitions have 6 clustered delegations participating. The events that will be participated are presented in the manual of operations. For this year’s inaugural Festival, 4 art fields with over 14 categories shall be participated. These include visual, music, dance, and literary arts. Over the years, Piapi High School created linkages with other agencies both government and non-government, that are involved in the preservation, dissemination, and education of culture and the arts. The institutionalization of PHS Anyag Culture and the Arts Festival provides an array of opportunities to students and would help them improve their talents. If these talents are trained, they will be made to represent, and bring honor and pride for the school. This also allows students to have a greater understanding and appreciation of Filipino culture and the arts. The term ‘Anyag” is a Cebuano term, which means beauty, an exemplar, and a model. Through this innovation, PHS will strive to be the model and center for Culture and the Arts while providing the students various avenues in showcasing their skills and talents. IV. PROJECT OBJECTIVES In consonance to the aims and goals of the National Commission for Culture and the Arts in conserving, promoting, and popularizing Filipino Culture and the arts, and Piapi High School’s commitment to be a vehicle for the inculcation of positive Filipino and universal values, the objectives of the PHS Anyag Culture and the Arts Festival are the following: 1. Provide opportunities for the school arts and cultural affairs and other implementing departments to conceptualize, develop, organize, and implement plan, programs and activities which will complement the other key components of the arts curriculum aimed at developing higher level of knowledge and skills, understanding and appreciation, and positive attitudes and values designed to optimize the full potential of secondary level students; 2. Lay-out opportunities for coaches and trainers to discover, identify and select students with competitive skills and talents to join the culture and the arts festival and undergo further training for higher competitions; 3. Bring-forth secondary level students who are talented and skilled to participate in socio-cultural competitions and become representatives of the school for local, division, regional or national level competitions; 4. Ensure that the socio-cultural ideals inherent in the practice of any competition and the purpose and objectives for which the PHS Anyag Culture and the Arts Festival shall be conducted every year are observed and become a tradition and legacy of the school in the preservation, promotion, and popularizing Filipino Culture and the arts; 5. Contributes to the development of character of excellence and appreciation of the Filipino culture, aesthetic values, knowledge, understanding and socially desirable traits; and 6. To strengthen internal climate for the school, the program’s vision, rationale and culture for which the program is guided shall be closely associated with the implementation of the program. All recommendations and suggestions made by the internal organization shall be put into action in order to realize the Festival’s activities. Festival organizers must be able to manage all assigned committee heads/people in the technical working group, coaches and even the participants. Provide avenues such as symposia, workshop, seminars and the like in relation to the various forms of arts included in the festival to capacitate teachers in honing their students as mentors/coaches of the festival. Request for a faculty development program that would immerse teachers in the understanding of Philippine arts and culture. Update teachers/coaches/mentors on the improvement of the contest categories, its rules and guidelines. Perform strategic planning to properly plan out the needed activities in preparation for the annual festival. Craft a localized monitoring and evaluation tool that would test the success or failing rate of the activity. MONITORING AND EVALUATION This section shows the monitoring and evaluation form for which the conduct of the PHS Anyag Culture and the Arts Festival will be evaluated. A. MONITORING To monitor the conduct of the Annual PHS Anyag Culture and the Arts Festival, this pave way to the creation of a school-based organization which is in-charge of managing the activity. The monitoring process shall be done before-during-after the conduct of the activity. PHS Anyag Culture and the Arts Festival is organized by the School-Based Anyag Arts and Cultural Affairs and shall be jointly managed by the MAPEH Department and other managerial committees. The competition shall run in accordance to he guidelines, rules and regulations recommended by the Culture and the Arts Technical Working Group as the prime movers of the Festival and shall be passed for approval from the School Administration. The hosting of the Culture and the Arts Festival increases public knowledge and improve public perception of the school’s program on Arts and Culture.
