The NRS Project Management Agency (PMA) manages the development of the specifications on behalf of the Electricity Suppliers Liaison Committee (ESLC). The NRS specifications are developed in collaboration with Standards South Africa (StanSA), the standards division of the South African Bureau of Standards (SABS). The NRS standardization programme has been in existence since 1990 in which time over 100 NRS specifications have been developed through the dedication and contribution by employees of Eskom and the municipalities, equipment suppliers and manufacturers as well as industry consultants and academics. The ESLC will continue to provide leadership in the industry through value adding standardization activities and programmes. Several NRS specifications have been developed at the request of the Regulator. Relevant NRS specifications are referenced by the NERSA Grid Code or included as licence conditions. Repository of Industry Standards Recognizing that common standards are essential for successful EDI restructuring, in 2004, the ESLC invited EDI Holdings Company to nominate a representative onto the ESLC. In collaboration with the EDI Holdings Wires Committee, the ESLC undertook a project to collect organization level standards from municipalities and Eskom. These standards are available on the ESLC repository of industry standards on the NRS website (www.nrs.eskom.co.za). Where possible these standards are rationalized into NRS specifications. StanSA/NRS dual numbering Traditionally certain NRS specifications were adopted by Standards South Africa (StanSA) and the NRS specifications were withdrawn. This led to a situation where the NRS Working Groups that developed the original specification had little influence over the maintenance of the standard. Secondly Eskom and municipalities had to purchase these standards from StanSA. Users of the original NRS specification had to also update their documentation to reflect the new SANS standard as the NRS specification no longer existed. To overcome these difficulties a Memorandum of Agreement was signed between the ESLC and StanSA where a dual numbering SANS/NRS system was defined. Under this memorandum, NRS specifications adopted by StanSA would be dual numbered and both NRS and STANSA working groups were jointly responsible for the maintenance of the specification. Non-compliance with NRS specifications Several cases of non-compliance with NRS specifications have been brought to the attention of the ESLC. Although the purchaser specified compliance to an NRS specification, the supplier did not adhere to the requirements detailed in the specification. This has considerable implications including a breach of contract/tender requirements. Consequently, a process, approved by the ESLC, has been developed to address such issues. Eskom and municipalities are encouraged to notify the ESLC of all known non-compliances so that the necessary remedial action/s can be taken. Collaboration with TESCOD TESCOD is the technology and standardization steering committee of Eskom Distribution. In most cases TESCOD standards are used as a basis for developing NRS specifications. The ESLC has identified opportunities for further collaboration with TESCOD which will prevent duplication of effort and optimise the use of resources. TESCOD invites municipalities to participate on their study committees. More information on TESCOD is presented on the next page. Continuing Professional Development (CPD) Based on the ECSA’s rules governing the CPD process, individuals will get credit for active participation in NRS working groups. The ESLC sent out a communiqué to inform NRS participants of this. The NRS PMA will keep appropriate records of participation.
