BACKGROUND TO THE FEASIBILITY STUDY
VPG/VLV is progressing with the development of a Feasibility Study and was granted by the
Government of the Lao People's Republic a mining license for exploiting bauxite ores in mines located
in Dakchung district, Sekong province, Laos, under a bauxite mining and processing contract and
building an alumina refinery between the Lao Government and VPG signed on September 11, 2018.
VPG/VLV plans to invest in a project of Dakchung Bauxite - Alumina Industrial Complex with a capacity
of 1 million tonnes per annum to exploit bauxite ore, process and produce Alumina.

2.0
GENERAL
Unless otherwise specified in the specification, drawings and documents for the execution of the work
will be prepared based on the following criteria.
Documents, drawings, electronic deliverables and information required will be detailed in the Supplier
Requirement Deliverable List, refer to Appendix A for a Sample Deliverable List.
3.0
CONTRACT DOCUMENT FORMAT
3.1
Document Presentation and Size
All drawings, data, 3D model, manuals and documents shall be in English.
All dimensioning on drawings, 3D models, documents, etc. is to be in metric. CAD files are to be in
millimetres unless noted otherwise.
Unless otherwise approved by the Agent/Company, all documents shall be presented in a standard
format of A0, A1 (Preferred), A2 or A3 and be easily reproducible.
3.2
Deliverable Numbering
Applications for all Drawing and Document Numbers will be required. Upon award, the Contractor /
Supplier shall apply for a list of documents and drawing numbers from the Owner. The application list
shall identify the Quantity, Facility, Discipline and Type of drawing or document.
3.3
Project Title
The following project title shall appear on all documentation:

In addition to Contractor / Supplier's identification of drawing title, drawing number and revision number;
all drawings, technical data and documents shall be identified by:

For all in-line instrumentation, the Contractor / Supplier shall supply Excel files that will allow input into

3.5
Reference Documents
When possible, all reference documents are to be submitted electronically in PDF format and hard
copy.
Hard copies or Paper copies of certified specifications sheets, catalogue cuts, instruction manuals, and
other similar A3 documents shall be completely legible. Furnished copies shall be capable of serving as
masters for subsequent reproduction. They shall depict the material as shipped and installed.
3.6
3D Design Model
Where applicable and available the Contractor / Supplier shall indicate the use of 3D modelling software
and its ability to be used by AECOM as part of the design process. Indication shall be submitted with
the quotation.
3.7
Engineering Drawings
Only one drawing shall be shown on each sheet / file. No multiples or grouping of drawings on one
sheet / file is permitted.
3.7.1
Drawing Borders
shall be made by the Contractor / Supplier for the project title block on award and prior to work
commencement. The Contractor / Supplier shall add their logo, purchase order number, their reference
numbers and any other pertinent data. The same title block shall be used for all drawings.
3.7.2
Drawing Title
The drawing title shall consist of four lines, using the following convention:
1st Line (Title):

3rd Line (Description):

All lettering shall be uppercase and the same height throughout, except where lower case letters are
used as part of column line identifications, engineering and chemical symbols.
The numbers of characters on each line is only limited by the total number of characters for the four
lines and legibility of drawing.

3.7.3

Drawing Graphic Scale
All CAD (computer-aided design) drawings are to be drawn full size (1:1); text and dimension are to be
sized with respect to the selected presentation plot scale.
Only the standard metric scales are acceptable.
The main scale used on the drawing shall be shown in the corresponding box of the title block.
All other scales used to enlarge a zone or section shall be shown under the title identifying the
appropriate zone or section.
3.7.4
Drawing Orientation and North Arrow
The drawing orientation in relation to the North shall be consistent for all drawings throughout the
project. The North arrow shall be shown in the upper left-hand corner of all plan views. The same
applies to the key plan.
Partial views or enlarged details must always be oriented the same way as the original views from
which they were taken.
3.7.5
Drawing Key Plans
A key plan shall be indicated on all plant general arrangement drawings showing plan views. A key plan
is not required on equipment detail drawings.
This drawn-to-scale plan shall be located in the lower right-hand corner of the drawing sheet,
immediately above the title block. A graphic display of the scale used shall be placed under the title,
The site key plan shall be drawn to a scale that allows all buildings to be identified.
All buildings shown on a drawing as being part of the considered zone shall be identified by hatching on
the site key plan of this same drawing.
3.7.6
Reference System
Each drawing shall refer to as many relevant drawings as possible, and as deemed useful, whether
they belong to the discipline or the contract. At least the main drawing will be referenced. This
information is written on the drawing. In the case of a detailed drawing, the number and a shortened title
will indicate the corresponding assembly drawing.
3.7.7
Standard Drawings
When the Contractor / Supplier wishes to include its own standard drawings, they shall be reproduced
as per Section 3.0.
3.7.8
Fabrication and construction drawings must be approved and stamped by a professional engineer in
good standing and be in accordance with current standards and codes.
4.0
DOCUMENT REVIEW / APPROVAL PROCESS
4.1
General
The control of technical documents and drawings (i.e. registration, storage, issue and update) shall be
as per Table 2.

4.3
Engineering Drawings
The Contractor / Supplier shall submit drawings for review including copies of detail and installation
drawings as are necessary in order to make clear the work intended. Such drawings are to be
submitted with promptness and in accordance with the requirements detailed in the Submittals
Schedule so as to cause no delay to work or that of any Contractor. Review drawings and data must
show all in

Where review of drawings is specified, manufacturing shall not proceed until the Contractor / Supplier

When drawings are returned "Code 3", the Contractor / Supplier shall make the necessary corrections
required by AECOM, consistent with the purchase order and shall submit revised drawings to AECOM
for review.
All revised documents shall identify items that have been revised from prior submittal.
Drawings shall be resubmitted for review if revisions to drawings are made by the Contractor/Supplier
after the drawing were previously reviewed by AECOM and returned.
4.4
As-Built Drawings
For drawings provided by the Owner, two complete copies of construction drawings and documents
with all design deviations marked in red shall be given to AECOM as soon as the work is completed.

5.0

6.0
DEVIATIONS AND EXCEPTIONS LIST
For any software other than that mentioned, or for any deviation from these specifications, the
Contractor / Supplier shall indicate in the quotation - along with the additional cost to meet the
requirements. In the event that the Contractor / Supplier is unable to fully comply with the requirements
of this Technical Scope of Work, then it is the Contractor / Su
non-compliance in their bid in an exceptions list.
If no deviations are mentioned, the Contractor / Supplier is responsible for complying with all these
specifications. If no deviations are listed in the technical offer it shall be assumed that the technical offer
is in compliance with the requirements of this Material Requisition and the documents referenced herein.
7.0
ORDER OF PRECEDENCE
Documents listed in the requisition procurement package (Request for Quotation) shall be considered to
be generally applicable. However, responsibility lies with the Contractor / Supplier to determine
applicability of specific documents / sketches / drawings on a case-by-case basis with each item, noting
that supplied goods shall conform to the requirements as applicable.
Any conflicts or discrepancies found on any design documentation shall be referred in writing to
AECOM for clarification. No deviations shall be made from design documentation without prior approval
in writing by AECOM, which must be obtained before any work can commence. Where conflicts or
discrepancies occur, the order of precedence shall be:

Global Warming Potential (GWP) Greenhouse Gases
b.
Ozone Depletion Potential (ODP) Emissions
c.
Fugitive Emission Leak Rates and Origins e.g. seals, vents, valves, etc

Layouts of control panels, annunciators, control consoles, etc. Drawings to include details (make / model) of all panel mounted equipment

Cable schedule to include power and instrument cables

Layout drawings including fire and gas layout drawings

Calculations to include relief valve sizing, control valve sizing, thermowell wake frequency, etc.

Cross sectional drawings shall include all parts and materials

General arrangement drawings include process general arrangements with nozzle locations and sizes.

Shop fabrication drawings shall include full details for vessel fabricator supplied supports

Detail drawings shall show sufficient detail for initial assembly and future removal / assembly.

Unless advised otherwise a typical sample shall be submitted at tender and for approval.
