SECTION 1.0
INTRODUCTION
1.01
PURPOSE
The purpose of Attachment F is to define the scope and quality standards for the installation
of twelve (12) High Speed Weigh In Motion (HSWIM) stations including all necessary civil,
electrical, structural, geotechnical, telecommunications and instrumentation disciplinespecific works in accordance with the Contract drawings and specifications.
1.02
FACILITIES DESCRIPTION
The HSWIM stations will be constructed to reduce the passage of overweight and unsafe
vehicles across Royal Commission’s (RC) highways. The stations will increase the transit
efficiency for the large percentage of trucks and buses (commercial vehicles) moving across
Jubail and Ras Al-Khair that are compliant with RC requirements.
1.03
CONTRACT DESCRIPTION
As part of the ongoing development of the RIC, the Royal Commission proposes to
complete a fully functioning High Speed Weigh In Motion (HSWIM) virtual weigh station
network useable by the Royal Commission to monitor and control overweight vehicles
passing within Jubail Industrial City (JIC) and Ras Al-Khair Industrial City (RIC).

SECTION 2.0
SCOPE OF WORK
2.01
GENERAL
The Works comprise the procurement and installation of twelve (12) High Speed Weigh In
Motion (HSWIM) stations at specified locations to reduce the passage of overweight and
unsafe vehicles across the Royal Commission (RC) highways.
The contract consists of the following Work:







Asphalt removal and concrete reinstatement
Overhead Gantry Steel Frame structure
Low Voltage Power Distribution System
Grounding and Bonding System
Lightning Protection System
Data Transmission Network using GSM technology
HSWIM Equipment for data collection and transmission
The Contractor shall be required to work in the areas currently being developed. The roads
and utility systems in these areas are operational and will remain in operation during the
period of performance of this Contract. The Contractor will ensure that no (or minimal)
disruption is caused to the normal civic activity and operation of utilities and services during
the performance of Work under this Contract.
The area outside the limit of Work affected by contract activities shall be kept clean at all
times.
The Work shall include all testing of the supplied materials at factories, testing all the
Works at the Site, systems testing and monitoring as required. All Works shall be performed
in accordance with the specifications and data sheets included in Attachment “F”.
The Contractor is entirely responsible for ordering and procuring materials using the details
and information shown on the Contract drawings, specifications and Contractors proposed
detailed working drawings.
The Contractor shall be responsible for maintenance of landscaping and all required systems
for the specified period.
The Contractor is entirely responsible for the following works and these are to be included
within the relevant rates in the Schedule of Quantities:

The Contractor is advised that the groundwater table is high in the Work area(s) and
shall take all necessary precautions to protect all permanent Work and adjacent work

areas, including plantings and landscaping, from water damage during the performance
of the Work. The Contractor shall use a combination of dewatering and shoring to
prevent water damage. Discharge water from the dewatering process must be disposed
of into the existing storm drainage system.

The Contractor shall monitor and control all traffic to maximize safety and minimize
disruption on roads entering or adjacent to Site activities. The Contractor shall be
responsible for flagmen, temporary diversions, barricades, and traffic signs during the
performance of the Work.

The Contractor shall be responsible for performing all construction surveys, including
verification of survey control points provided by the Royal Commission, to properly
layout the Work in accordance with the Contract Drawings, including Contractor’s
determination of control lines, grades, elevations, earthwork quantities and intermediate
benchmarks, etc.
At the commencement of the Work. The Contractor shall submit to the Royal
Commission for approval an overall survey plan describing the surveys to be performed.
The Contractor’s survey crew shall be supervised by an English-speaking surveyor,
whose qualifications shall be submitted to the Royal Commission for approval.
Intermediate benchmarks shall be established by Contractor at spacing exceed spacing of
no more than 500 meters, unless otherwise approved by the Royal Commission. Check
levels shall be run over the entire benchmark network and all rod readings on turning
points and benchmarks shall be to the nearest millimeter. All rod readings for ground
points shall be to the nearest centimeter.
The Contractor shall perform all surveys to support and justify quantities for payment, as
set forth in Attachment “H”, Price and Payment Provisions, inclusive of necessary
profiles, cross-sections and calculations.

The Contractor shall be responsible for preparing all detailed shop drawings necessary
for performing the Work, including detailing of drawings and standards provided by the
Royal Commission and by the Contractor’s subcontractors or sub-suppliers.
All calculations pertaining to the Contractor’s proposed sub-suppliers for major
equipment, as well as associated all shop drawings, shall be subject to review by the
Royal Commission.

The Contractor shall review all Contract Drawings issued by the Royal Commission for
interference or conflict in the location of the Work and shall promptly advise the Royal
Commission of any interference or conflict found in the drawings or subsequently
discovered during the performance of the Work. In addition, the Contractor shall
propose a solution to the Royal Commission to resolve any such issue, taking into
consideration the overall requirements of the Work set forth in the Contract.

The Contractor shall be responsible for taking all necessary measures for protecting
existing, installed utilities in the area of the Work, including survey, location,
identification of utility type, marking, and protection of utilities to prevent breach or
damage. No mechanical excavation is permitted within one (1) meter of pipelines, duct
banks, or electrical/communication cables, or other distance established by ARAMCO,
SEC, and STC, whichever is greater.

The Contractor shall comply with all Royal Commission and other third party security
and access requirements for the Site to ensure protection of workers and facilities,
including entrances at designated points with prescribed personnel and vehicle passes for
Contractor’s staff, its subcontractors and sub-suppliers, and visitors.
In addition, the Contractor shall plan its Work on Site so as not to interfere with or
obstruct other operating facilities near or adjacent to the Site.

The Contractor shall prepare and submit a mobilization or phasing plan prior to the
commencement of construction activities, for Royal Commission review, to ensure an
organized and safe environment to support scheduled construction activities
2.01
SUBMIT INITIAL DOCUMENTS AND START CONSTRUCTION
Submittal of Initial Documents and Start of Construction (as defined in SC-37) shall
consist of construction of laydown area, mobilization of portable offices, personnel,
construction of fence around Site working area, and all other incidental necessary to be
performed prior to commencement of the Work, Submit Initial Documents and Start
Construction shall also include furnishing the following submittals to the Royal
Commission:

Contractor's proposed independent Testing Agency(ies) with sample Test Report forms
and examples of Contractor's Inspection Checklists.
6. Security program.

Specification 01650.1.04.B, "Project Delivery Requirements" for required Program
contents).
8. Employment of Saudi Arabian citizens.
9. Detailed quantity take-off of Issued for Construction (IFC) drawings in a format
agreed with the Royal Commission.

COMPLETE CONTRACT
Complete Contract shall include demobilization of all Works in preparation for and
removal of the Site, upon satisfactory completion of the Project, of all Contractor owned
materials, equipment and facilities including trimming, shaping, cleaning, clearing,
disposal of surplus materials and any other Work and labor necessary to leave the Site in
a clean and safe condition in a manner acceptable to the Royal Commission together
with furnishing the required documentation in accordance with the relevant conditions
of the Contract including the following submittals:
1. All Operations and Maintenance data including Operation and Maintenance manuals
(to be submitted in final form before the date of Initial Acceptance).
2. Spare parts lists.
3. As-built drawings and final quantities.
4. Operating consumables date.
5. Final documentation for Initial Acceptance package.
2.02
DESCRIPTION OF TERMS FOR PAY ITEMS
A.
Unit prices shall include all general requirements and obligations, including,
submittals, testing and setting to work, performing the Work as shown and specified
in the Contract documents, to provide fully functional systems and facilities as
identified herein.
B.
The scope description of each item shall be understood to include, the words “... all
as shown and specified” at the end of the scope description.
C.
The unit prices for excavation or for items in which excavation and backfilling is
required shall include:

Coordination with, protection of, and if necessary diversion/relocation of
existing utilities;
Testing and quality control; and
Cable route marker.
The scope of items containing cast-in-situ reinforced concrete and pre-cast concrete
shall include the following, if applicable:

Excavating as above, placing, compacting, finishing, stripping, crossing and
testing;

Coarse aggregate, fine aggregate, cement, water and all additives and
admixtures where applicable;

fabrication, complete with tie wire supports, spacers and welding;

All formwork, supports, block out, joints water stops, bolts, sleeves, inserts,
anchors, fiberglass steps/ladder and other fixtures related to structure;

Mixing, pouring and curing of concrete, and removal of formwork;
9.
Transporting, installing and adjusting of pre-cast concrete elements; and
10. Tanking, membrane, waterproofing, protection coating, PVC or polyethylene
sheet under mud mat, weep holes, pockets, metal embedded items in concrete,
miscellaneous metal work; all as shown and noted on drawings.
E.
The scope of items for ductile iron pipework shall include external coating,
wrapping and sleeves protection.
F.
The scope of items involving valves, equipment and the like, shall include
identification labels and external protection of buried sections.
G.
The scope of items in which pipework is included shall include allowance for bends,
junctions, tees, couplings, flexible couplings, connectors and other associated fittings
and accessories, jointing, thrust blocks, stop ends and warning tape.
H.
The scope of items involving ducts and duct banks shall include allowance for
bends, junctions, expansion joints in duct banks, plugging ends, jointing nylon draw
strings, other associated fittings, accessories and warning tape and Mandrel test.

The scope of items involving road surfacing and paving shall include allowance for
resetting covers and frames to catch pits, manholes, hand holes, chambers, surface
boxes and the like to final levels.
J.
The scope of items involving concrete curbs shall include necessary transition
sections, curb cuts, curves and stop ends.
K.
Interfacing with adjacent Contracts shall be included in the scope of relevant items.
L.
The scope of landscaping items shall include the provision of necessary screens to
protect the planting against wind, blown sand and debris. Screens to protect plants
from watering and maintenance shall also be provided.
M.
The scope shall include all required traffic control and signs to complete the Work as
per Royal Commission requirements.

Royal Commission Manual Camp Accommodation Costs
Royal Commission Manual Accommodation Camp Costs shall be a lump
sum provided by the Contractor, which consists of the costs of Manual Camp
Accommodation only, as necessary to comply with the Special Condition
entitled Royal Commission Accommodation and Messing Facilities. If and
when this amount is exhausted, the Contractor remains responsible without
reimbursement to utilize Royal Commission Accommodation and Messing
Facilities in accordance with this Special Condition. If the lump sum amount
is under-utilized, then payment will only be reimbursed up to the amount
calculated based on the actual camp man-days utilized.
Calculation of the Lump Sum: Based on the data under Special Conditions
“Royal Commission Accommodations and Messing Facilities” for Categories
III, IV and V as a minimum, the Contractor will calculate quantity of mandays by period. The lump sum amount will be the total monetary amount
resulting from quantity of man-days by period, multiplied by the Royal

Commission rates as indicted in the Special Condition ‘Royal Commission
Accommodation and Messing Facilities’. The calculation details to support
the amount will be prepared by the Contractor and presented upon request.
In the event the Royal Commission directs changes and extra work that
impacts the labor resource requirements, similar detail as determined by the
Royal Commission must be developed and provided as support for
adjustments to the lump sum amount.

Traffic Control
Traffic Management and Control Charges
All Works necessary to maintain the safe flow of traffic during the
construction but not limited to submittal of traffic diversion plan to Royal
Commission for approval by Roads Department, maintenance, relocation and
removal on completion of traffic diversions, directional and warning signs,
temporary barriers and other temporary measures as may be necessary for
traffic safety and control whether shown on the Contract drawings or
otherwise. Particular requirements shown on the Contract drawings for such
temporary work shall be included under this item and shall not be separately
measured for payment under any other items. All traffic management plans
shall be submitted to Royal Commission Roads Department for approval
prior to commencement of the work. All work shall be performed per
Contract drawings and Contract documents.

Spare Parts
Shall include procurement, transportation and delivery of the spare parts of
the Schedule of Quantities and Prices. The Contractor shall indicate the
individual price of each. In addition, the Contractor shall also indicate the
manufacturer’s recommended spares part required for three (3) years
operation of the HSWIM system. Also, the Contractor shall include in its
tender the corresponding supplier’s certificate, the bidder has to guarantee at
least ten (10) years availability for spare parts for all devices and system
installed and technical assistance for all devices and system installed.

The period of training and familiarization will be prior to initial acceptance.
The presence of Royal Commission O&M personnel and Royal Commission
O&M Contractor’s personnel, or others as directed by the Royal Commission
at the Site during the training and familiarization shall not constitute
interference with the Contractor’s performance of the Work. The Contractor
shall submit details of project specific training material documents, schedule
and duration of the training to Royal Commission for review and approval

Horizontal Directional Drilling (HDD)

Commission as shown in the Contract drawings and documents. Shall also

Contractor should verify the ground condition and seek approval from RC
Geotechnical Engineer before proceeding with HDD. The Contractor shall
submit a detailed methodology and drawings for execution of HDD works
for RC approval prior to construction.
The Contractor shall be solely responsible for the safety of all parties at the
Worksite. Selection of drilling procedures and equipment shall provide
protection against electrical shock. Grounding mats, grounded equipment,
hot boots, hot gloves, safety glasses and hard hats shall be used. Drilling
equipment shall have an alarm system capable of detecting electrical current.
Magnetic Guidance System (MGS) probe or proven gyroscopic probe and
interface shall be used to provide a continuous and accurate determination of
the location of the drill head during the drilling operation. Guidance system
shall be a proven type and shall be setup and operated by personnel trained
and experienced with this system. The operator shall be aware of any geomagnetic anomalies and shall consider such influences in the operation of the
guidance system if using magnetic system.
All personnel shall be fully trained in their respective duties as part of the
directional drilling crew and in safety. The Contractor must show job history
and reference list of equal or greater size and length of piping involved.
Supervisor must have at least two years directional drilling experience. A
competent and experienced supervisor representing the drilling contractor
shall be present at all times during the actual drilling operations. A
responsible representative who is thoroughly familiar with the equipment and
type work to be performed, must be in direct charge and control of the
operation at all times.
After completion of Works, including the drilling, placing of steel pipe,
polyethylene ducts and sub-ducts, the Contractor shall de-mobilize
equipment and restore the Worksite to its original condition. Any noticeable
surface defects, due to the drilling operation, shall be repaired by the
Contractor.

SECTION 3.0
MEASUREMENT FOR PAYMENT
3.01
GENERAL
This section defines how pay items, enumerated in Attachment G - Price and Payment
Provisions are measured for payment. The estimated quantities detailed within Attachment
G are for Bid evaluation purposes. Only satisfactorily completed Work will be eligible for
invoicing.
A.
Work Measured
Work shall be measured net as fixed in position and each measurement shall be
taken to the nearest 0.1 meter. This principle shall not apply to dimensions stated in
descriptions.
Unless otherwise stated, no deduction shall be made from items required to be
measured by area for areas of less than 1.00 m2. Deductions shall refer only to areas
within the edges of measured areas; areas, which are at the edges of measured areas,
shall always be deducted irrespective of size.
3.02
METHOD OF MEASUREMENT
This subsection defines the method of measurement of particular items of Work.

Excavation to lower grade levels shall be the net volume of earth before excavation
to lower the grade level of the existing Site to:

Formation levels under proposed roads and pavings.

The bed levels of shrubs and ground cover planting adjusted to the required

The excavation shall be net volume regardless of the method adopted by the
Contractor to execute the Work.
Imported filling material shall be the net volume of imported material less
excavated material used for fill required to fill the Site from existing levels to:

The measurement for cutting roads shall be measured along the centerline of the
excavation and includes the lengths of road and sidewalk crossed.
D.
The measurement of asphalt surface course, asphalt base course, road base and subbase shall be the area required to fill the excavation as per the required thickness of
each course.
E.
The measurement for curbs shall be along the inside face of the curb.
F.
Measurement for curb marking shall be the length measured along the marked
section of curb.
G.
The measurement of drains, sewers, pipework, ducts and duct bank shall be taken in
the horizontal plane between outer faces of structure and other items, which are
subject to separate measurement.
H.
The measurement of cables or conductors in ducts or direct buried in trench shall be
the straight line horizontal distance between center to center of manholes or main
equipment center or along the trench center line. When changes of direction occur
between points of measurement, coordinates of intermediate points of intersection
shall be used. No adjustment will be made for splices, terminations, tap and offsets
in manhole and chambers for cable staking.

The measurement of pavement markings shall be taken in the horizontal plane
between outer edges.
J.
The measurement of material for asphalt and aggregate courses shall be net volume
regardless of the method adopted by Contractor to execute the Work.
K.
The measurement of planting soil shall be the actual volume to be filled; no
deduction shall be made for the root-ball.

3.03

Paid progressively as Work proceeds, based on percentage of
Work satisfactorily completed, under the cost of materials
delivered to Site to be incorporated into the permanent works.
Payment for material deliveries shall not exceed 50 % of the
amount of the unit price included in the Schedule of Quantities
and Prices. The total payment for material delivery and
installation shall not exceed 80% of the unit rate amount. The
remaining 20% shall be paid upon the successful completion of
the Work including testing and commissioning, if required.
Linear meter (m) -
Paid progressively as Work proceeds, based on percentage of
Work satisfactorily completed, under the cost of materials
delivered to Site to be incorporated into the permanent works.
Payment for material deliveries shall not exceed 50 % of the

and Prices. The total payment for material delivery and

Payment shall be made in accordance with Table H-2: Payment
