To reduce dependence on the car, particularly in town centers. To help maintain the vitality of town centers and to minimize out of town developments. To reduce, where possible, environmental damage caused by cars and car ownership, particularly in residential areas. To reduce, where possible, competition for road space, between residents and other groups. To keep the implementation of controlled parking zones and application for special parking area status (via the highway authority) under review, in association with the highway authority and the police. 6) Description and justification of project Project is about building a parking space for the ease of students. Primary beneficiary would be students of Bahria University. It would be useful for faculty of AIR University as well. Currently, there is facility for students to park their vehicles I.e. Bikes and cars majorly on sides of the road and that extends to the surroundings of Madina Park as well. Parking facility in Fatima Jinnah Park is also provided sometimes. Transaction machines, security cameras, and lifts. A carrier or mounting which provides mobility and stability for the machine a revolving deck or turntable which contains the power and control units a front end attachment which serves the special functions in an operation. Although, Islamabad is one of the most modern cities in all of Asia, it faces the same problem in many areas including the location of our university at sector E8. The demand for parking spaces at BUIC is huge with around 5000 students enrolled per semester. There are already 150 parking slots available at the university which are certainly not enough for either morning or the evening shift of students. The parking spots therefore remain occupied from early morning till late afternoon. The numbers will just keep on rising in the next 5 years. This demand can be met by a better transport system by the university or availability of increased land for parking. Supply: With our project, we aim to use the barren land just along the boundaries of the university claimed by CDA and develop it into a stable parking space with carefully apportioned funds as stated in this report. The land will be used for an additional 200 parking spots for students which will take the cars parked on the main Margalla road, off it to reduce traffic. The space will solely be used for university parking and it does not intervene in any other paths or roads. The project will show instant results which will last over 2 years at least after which further steps of introducing a better transportation system by university or purchasing of more land will be required by the university. 10) Financial plan Sources of financing: Our conservative estimates outline the financial development of the parking project to cost 4.5 million in total. This will initially be financed with PRs 2.5 million through the PSDP. The project will be handed over to an independent developer. The developer, designer and contractor team will develop the parking and when the project is completed, the university buys the project at the agreed upon price. This saves money because the price was set prior to construction to ensure that any mistakes or unforeseen costs are not the university’s responsibility and are not added on to the final price. The raw materials sourcing and hiring and managing of labor force will also be the responsibility of contacted developer. Equity: Other than the 2.5 million required by the PSDP (Private Sector Development Program), investments around 1 million will be made by Bahria University's own resources for installing security cameras and hiring of two security guards for the parking space. An additional donation of 1.5 million will be financed by a private investor volunteering for social welfare services. 11) (a ) Project benefits and analysis Financial: The initial expenditure on the establishment of parking along with further maintenance and operational costs will be repaid and paid from the daily and monthly income generated from the parking fee charged from the students. One day parking rate will be set at Rs.30 per spot and the monthly rate to be paid in advance will be Rs.800. Social Benefits with indicators: Being next to two other busy universities, the roads leading to these universities, especially the Margalla road is jammed because of too many cars heading to the same destination and thus parking on main roads because of non-availability of parking spaces. The completion of this parking project will see significant impact on the city's ever rising traffic problem in the midst of sectors E and F. At least 200 cars will be reduced from the roads and parking on the sides of the roads. Environmental Impact: Reduce air and noise pollution because the cars will be spending significantly less time in traffic. There will be lesser horn honking due to reduced frustration levels. (b) Project Analysis Employment generation: The project will firstly create a lot jobs for the labor force of the developer's team with good wages financed by the government. For a 200 parking spots space, a minimum of 10 labors will be required each earning wages over a month’s period. In addition to this, two permanent security guards will be hired for a 9-6 shift. Impact of delay on project cost and viability: According to our break-even analysis the total project cost will be 4.5 million to incur in two months. Given the ever changing political landscape of the country or strikes by distinguished groups which impact Islamabad very first, we have already planned to collect 5 million in total finances. The additional 0.5 million is reserved for unforeseen circumstances as such to store and secure the raw materials in case of a delay in the construction processes. As far as the viability of the project goes, once operational will be easily generating around PRs 0.2 million monthly through its 200 parking spots costing students Rs.30 each per day or Rs.800 per month. This is more than enough for the parking area to cover it's expenses and additional costs incurred due to delays during the construction and establishment days can be compensated for through this income, in the very near future as well. 12) (a) Implementation of the project As far as the demand and need of a parking project goes, it is the first thing that comes into the mind when thinking of areas that the university needs to find a solution for. Therefore, as soon as the funds are approved by the PSDP after our proposal is delivered to them but the end of this month, we expect the concerned authorities for an approval by the end of the next month. We will require an additional month after that to get our other investor officially on board and set legal terms with the developer. These terms have already been agreed upon verbally but to kick start the project with a proper schedule without any hindrances midway, 2 months after the government's funding approval will be required. The first week will see heavy machinery take out the wild grown bush and grass by leveling the ground surface made of sand. During the next two weeks the whole 2.5 acres of land will be worked upon to be brought at the same ground level by filling of steel and concrete for deeper areas. The two weeks after that will be used to measure and mark the horizontal and vertical parking spaces and set dimensions for individual parking spots. Week after that will be the paint week where proper signs, lines, indicators and symbols will be made to make the parking space organized and arranged. The final days of the project will be utilized for installing security cameras, electronic setups at entry and exit of the parking lot along with final testing of the project before it is good for operation. (b) Result Based Monitoring (RBM) Indicators The impact of the project will be immediate as it is the ultimate need for university students. The project will start generating cash inflow from day one and easily achieve the targeted income estimated from it. The traffic on surrounding main roads will be significantly lower as there will be lesser cars parked on the sides. The barren land around the university boundaries will be used for a meaningful cause that can support its operational, management and maintenance costs by itself and be of service for society. 13) Management structure and manpower requirements Administrative arrangements for implementation of the project. One head of the project that will overlook all the work. Manpower requirements during execution and operation of the project are provided by skills/profession. At least 30 labors, 2 electricians with 2yrs plus experience, machine operators with significant experience. 14) Additional projects/decisions required Appointment of traffic wardens on the main roads to encourage, suggest and warn students to use the new university parking instead of other areas than cause disruption to the normal flow of traffic. Consistent monthly contact and check-up with the project initiators to make sure no entity or body abuses it's power to cause any sort of damage to the operations of the project be it the university administration or any other government or semi-government authority. 15) Certificate The name, designation and phone # of the officer responsible for, preparing and checking be provided. It may also be confirmed that PC-I has been prepared as per instructions for the preparation of PC-I for social sector projects. The PC-I along with certificate must be signed by the Principal Accounting Officer to ensure its ownership.
