Greetings!
We are the National Youth Congress (NYC) Organizing Body, a partnership between two of the
prime student organizations in the University of the Philippines Diliman - the UP Economics
Society (UP Ecosoc), and the UP School of Economics Student Council (UP SESC). As two of the
University’s leading student organizations, we have embodied the values of honor and excellence
as we join our forces to amplify our collective vision of an empowered youth.
NYC believes in the holistic upbringing of the youth nationwide. It is our mission to introduce
them to fundamental economic concepts and deepen their understanding of the socio-political
environment they belong to. That is why NYC has become one of the country’s biggest forums for
high school students, catering to up to 300 students from around 60 public and private high
schools from all over the Philippines. After three successful years of online activations, NYC is
finally ready to bring everyone back onsite for its 20th iteration.
This year, NYC celebrates twenty years of creating spaces for fruitful discussion and engaging
members of the youth from all corners of the nation through the event’s long-awaited return to a
face-to-face setup. With the theme Milestones into Momentum: Twenty Years and Beyond of
Fostering an Equitable Nation, NYC 20 sets its focus on economic history as a tool in pursuing
progress and highlights the vital role of the youth in accelerating economic equity.
This iteration of NYC highlights the need for us as a society to retrospectively examine
significant economic and social transformations to become well-equipped in addressing
persisting economic disparities and social inequalities. The theme, casting light on the dynamic,
persistent, and conscientious efforts of the youth, seeks to spark empowerment and guidance in
mapping out the path to a sustainable and inclusive development–encompassing the past twenty
years, the present, and onward.
NYC 20 also sees the revival of the field trip, a tradition serving as the culmination of the event.
On the third day of NYC 20, we offer delegates the chance to be brought to a highly esteemed
institution to learn more about development as it comes into fruition in the real world.

ABOUT
NATIONAL YOUTH CONGRESS
The National Youth Congress is the Philippines’ premier economics forum for top
high school students. The central goal of NYC is to annually convene students from
all over the Philippines and provide an avenue for the youth to engage in critical
discourse on pressing issues through an economic perspective. The core thrust of
the National Youth Congress is to foster ideas and to inspire progress for its yearly
influx of delegates through competitions, talks, and collaborative activities seeking
to cultivate camaraderie amongst a diverse set of participants.
Over the years, NYC has become a widely anticipated event. Tackling highly relevant
problems such as data and information, digitalization, and globalization, NYC has
grown in prestige nationwide through its continuous expansion, accreditation, and
hosting of several distinguished speakers.
VISION AND MISSION
The National Youth Congress is committed to be at the forefront of instilling
knowledge and social awareness in students from all over the Philippines, primarily
through the study of Economics and other social sciences. As NYC celebrates 20
years of fostering ideas and inspiring progress, it shall bring together members of
the youth who possess a common passion for nation-building and creating a lasting
impact, while returning to a face-to-face setup. Delving deep into historical
milestones, the 20th National Youth Congress aims to impart to the youth relevant
and thought-provoking information while promoting critical thinking by means of
insightful talks, interactive workshops, and collaborative competitions amongst
delegates.
Beyond the formation of collective thought, NYC 20 strives to mobilize the youth
towards collective action for the country’s sustainable development. Ultimately, NYC
strives to provide an avenue where students from all over the country can come
together to discuss, and learn about the pressing issues of Philippine society.

In the National Youth Congress’s vicennial celebration, we reflect on the last twenty
years of opportunities, challenges, and unceasing change. Through a retrospective
analysis of significant economic and social transformations, we get to know our
society better–and beyond this, we are illuminated in our efforts to address the
persisting economic disparities and social inequalities we come to face. During this
process, we must also recognize the energy, dynamism, and conscientiousness of the
youth and understand the importance of their involvement in driving positive social
change. To create a more equitable society, it is crucial to adopt a forward-looking
approach that harnesses the potential of the younger generation.
With the theme Milestones into Momentum: Twenty Years and Beyond of Fostering
an Equitable Nation, the 20th National Youth Congress explores various issues and
social movements, aiming to promote a clear understanding of our nation as a whole,
a vision of 20/20. Informing the youth and steering them clear of disparities and
distortions, we empower them to take on a more active role in society. Ultimately,
NYC’s goal is to be a spark of guidance in mapping out the path to equity,
encompassing the past twenty years, the present, and onward–all the while seeking
to champion the youth and enkindle a passionate commitment to a sustainable,
collaborative, and inclusive development.

SMART IDEA PITCH
NYC’s headline competition, the SMART Idea Pitch
Competition aims to harness the youth’s creativity and
innovation in addressing the relevant issues of today’s
society. This year’s SMART competition will involve a
preliminary round, where four to five (4-5) students per
school will be tasked to submit an idea proposal online
prior to the Congress, and a final round, where the top ten
(10) groups from the preliminary round will compete face
to face in a pitch presentation.
QUIZ BEE
The classic NYC Economics Quiz Bee is
back face-to-face! This year’s Quiz
Competition will feature four (4) rounds:
easy, average, difficult, and final. A team
of three (3) representatives per school
will have their knowledge, understanding,
and overall application of economic
concepts challenged.
INK ESSAY WRITING
NYC’s annual essay writing competition, INK, gives
delegates a platform to share their perspectives on
pressing questions and topics covered in this year’s
NYC theme. This year's INK specifically challenges
delegates to think outside of the box in presenting
economics in fresh and innovative ways. One (1)
representative per school will write their essay in
person at the Congress.

GLIMPSE VIDEO
GLIMPSE is NYC’s annual video-making competition
that gives delegates an opportunity to explore common
economic misconceptions and produce videos that
spread awareness on these issues. GLIMPSE video
entries will be made by school and submitted weeks
prior to the event and posted on NYC’s Facebook
page. As part of the scoring rubric, participants must
gather likes and shares for their entries.
CAPTURE INFOGRAPHIC AND VISUAL ARTS
NYC’s annual CAPTURE competition comes back with two (2)
categories: an infographic making competition and a visual arts
competition. Each category of CAPTURE invites one (1)
representative per school to showcase their talents in creating
thought-provoking and visually pleasing graphics that
encapsulate NYC’s current theme and direction. Both the
infographic and visual arts entries will be submitted weeks
prior to the event and posted on NYC’s Facebook page. As part
of the scoring rubric, participants must gather likes and shares
for their entries.
BLAZE EXTEMPORANEOUS SPEAKING
BLAZE, making its debut this year as a face-to-face
segment, is NYC’s inter-school extemporaneous
speaking competition. BLAZE seeks to empower the
youth by providing a platform for them to speak up
about issues related to this year’s theme. The BLAZE
competition consists of only one round where one (1)
representative per school will deliver a speech on a
randomly assigned prompt in person.

ELIGIBILITY
The 20th National Youth Congress is open to all Grade 10-12 students from all
high schools (public and private) in the Philippines accredited by the Department
of Education (DepEd). With this, kindly take note of the requirements below as you
register. Failure to meet any of the requirements will render your application void.
Participating schools must be represented by a minimum of five (5) and a
maximum of seven (7) students. Note that this same line-up of students
will be recognized for ALL of the NYC 20 competitions that the school
chooses to join.
Each school is required to send one (1) teacher to accompany the student
delegates. The teacher delegate is only allowed to participate in the
SPARK talks and LAUNCH workshops.
Note that it is the responsibility of the teacher delegate or point person to
promptly disseminate all registration information to the student delegates.
Each school is required to assign one (1) point person, preferably the
teacher delegate, for easier communication. All important documents,
links, and requirements necessary for registration will be directed to them.
Only the first 140 student delegates to successfully register and submit
their complete requirements will become official NYC 20 delegates.

ACCOMMODATIONS
The organizers will directly arrange the accommodation of participants who will avail of
Registration Package B. These participants will be staying in our partner hotel, the
University Hotel, for the duration of the event – arrival on November 18, Saturday morning,
and departure on November 20, afternoon after the field trip. Package B entails the
booking of 2 rooms (max. of 4 pax per room) for each school. Furthermore, transportation
from NYC venue to hotels and from hotels to NYC venue shall be provided by the
organizers.

The National Youth Congress Organizing Body values the privacy of its registrants. In line with the provisions of
Republic Act 10173, also known as the Data Privacy Act of 2012, all private data provided by the participants shall
remain confidential and used solely by the NYC 20 Organizing Body to process their registration and participation
in the Congress.
Step 1: Registration Form
One teacher-in-charge, preferably the intended teacher delegate, shall
answer the Registration Form (bit.ly/NYC20RegistrationForm) on behalf
of all the delegates. Please register ONCE per school and accomplish
the form with complete and correct information so that your
registration can be confirmed promptly.
Answering this form signifies a commitment to continue the
registration process. A slot will be allocated for your school, but said
slot will be forfeited unless the submission of Primary Requirements
is made. We highly encourage you to register as soon as possible given
that registration will be conducted on a first come, first served basis
and students from all over the country look forward to securing a slot.

other information regarding registration will be sent through the same
email thread. You may prepare the Proof of Student Enrollment and
Proof of Vaccination in advance.

Registration Fee on or before October 25.

Step 3: Announcements and Reminders
With verified requirements, your school is officially part of this year’s congress! Please note that the students and
teacher delegates must have an active Facebook account as they will be used to access the official Facebook group
for delegates where important announcements will be relayed. You may also like our Facebook page

TERMS & CONDITIONS
Each registrant grants NYC the right to photograph and videotape participants. Additionally,
they grant NYC the right to use the aforementioned photos and videos, as well as the names of
attendees in materials that will either represent the proceedings of the conference or promote
future conferences.
Delegate Substitution and Cancellation Policy
Should a student or teacher become unable to attend the conference, their registration and
delegate slot may be transferred to another participant or canceled by notifying any of the
School Relations Directors not later than October 18, Wednesday. You may do so by emailing
schoolrelations.nyc20@gmail.com or texting Mr. Blaine Cosico (0947 578 4349) or Ms. Via Dela

before the deadline will forfeit the delegate slot.
Liability and Insurance
With paid registration, the participant acknowledges that they have no right to lodge claims
against the congress organizers should the event be altered, hindered, or prevented by
unexpected political or economic events, unpredictable forces of nature, speaker cancellations,
or other unforeseeable events.
The organizers do not accept any responsibility for individual medical, travel, or personal
insurance. Delegates are strongly advised to have their own travel insurance policies to cover
risks including, but not limited to, loss, cancellation, medical costs, and injury. The NYC 20
Organizing Body will not accept any responsibility for any delegate failing to take adequate
insurance.
Registration Fee Packages and Late Payments
All delegates are required to pay a registration fee for the congress. Please note that both
teacher and student delegates from the same school must avail of the same package. Failure to
pay the registration fee entails that the delegate will be barred from joining the event, and the
specifics of their stay are subject to the decision of the organizers.
Note that late payments, or payments made from October 26 - November 18 (NYC 20 Day 1), will
be subject to a penalty fee. Furthermore, if your school is officially part of this year’s congress
but is yet to pay past October 26, you will be required to pay a downpayment of Php 1,000 per
delegate (deductible from the chosen registration fee) that will serve as a security deposit.
Competition Entries
Competitions guidelines will be sent by October to schools who accomplished the Registration
Form. However, entries will only be officially recognized or acknowledged if the school
completed all Primary Requirements for registration. The NYC 20 Organizing Body will NOT
accept any entries from schools that are NOT officially registered. Please take note of the strict
deadline for Primary Requirements, which is on October 18, Wednesday.

Aside from school and delegate information, the registration form will ask you to
confirm the list of participating delegates for the individual competitions. This
list is FINAL and changing participants is strictly not allowed, unless the delegate
cancels their slot or is substituted out of the congress.
Note that registered student delegates can join multiple competitions. However,
representatives for BLAZE and INK must not be the same because they will occur
at the same time. We highly encourage assigning different delegates for different
competitions to diversify their experience.

SCHOLARSHIP
APPLICATION
For the first time this year, the 20th National Youth Congress is accepting
applications for scholarships that are open to all student delegates of the
congress. This scholarship will cover the select student's registration fee
for the congress in full, but this will NOT cover any other expenses the
student will incur throughout the event.

Note that this scholarship is to be availed on an individual, student basis.
There are no scholarships available for the entire school delegation.
The applicants are subject to the Organizing Body’s screening process and
