WHEREAS, promoting and protecting adolescent health leads to a healthy, prosperous and sustainable society. The Global Strategy, with its health priorities for women, children and adolescents to survive, thrive and transform, contributes to the Sustainable Development Goal (SDG) 3 to ensure healthy lives and promote well-being for all at all ages. WHEREAS, Universal Health Coverage (UHC) AHDP is part of universal health coverage (UHC), which means that all people receive the health services they need without suffering financial hardship when paying for them. The full spectrum of essential, quality health services should be covered including health promotion, prevention and treatment, rehabilitation and palliative care. On 12 December 2012, the United Nations (UN) General Assembly unanimously adopted a resolution on UHC, urging governments to move towards providing all people with access to affordable, quality health-care services. WHEREAS, Sustainable Development Goals (SDG) for the first time, adolescents join women and children at the heart of the UN Global Strategy for Women’s, Children’s and Adolescents’ 2016-2030. WHEREAS, the National Nutrition Council of the Philippines through the Municipal Nutrition Action Officers (MNAO) and Nutrition Program Coordinators implemented the Adolescent Friendly Health Facility as component of their plan in addressing malnutrition and nutritional services for adolescents. Section 2: POLICY STATEMENT All Health Care providers of Barangay Health Station of San Pedro are encouraged and/or obliged to follow the policies in the implementation of adolescent - sensitive services to be provided to all Adolescents that visit the facility. POLICY 1. In order to improve the quality of patient care and recognize the importance of provision of adolescent sensitive services this policy is established. 2. This shall help the administrator to identify, investigate and respond to the occurrence of events as soon as it happens. 3. The establishment of this policy and procedures will guide the healthcare administrator improve patient care, to focus the attention on understanding the cause behind the events and reduce the probability of same events in the future. 4. All outreach services for adolescent clients should be planned including the date, time, and place. 5. Identified personnel to go during outreached should have a travel order and has a knowledge about the services to be given and the resources; 6. Other agencies involved during outreached should be identified, including the resources and type of assistance that they can provide; 7. Outreach activities may include periodic health check-ups, general consultations, community health camps, educational sessions utilizing IEC materials, home visitation and other traditional media such as puppet shows and drama; 8. The provider should develop and maintain linkages with peer educators, volunteers, school teachers, school physicians and/or school nurse. Personnel from youth centers and other relevant agencies and develop joint activities to provide services; 9. Explains to the adolescent clients why their information is collected, what it is used for and when and to whom it may be disclosed; ii. Provides a means of obtaining a patient’s consent to the disclosure of information unless the patient specifically elects not to disclose certain information; iii. If it is part of your job to do any of these tasks, staff is to follow the correct RCH procedure (such as putting confidential papers in appropriate security bins). c. Verbal information must be protected. All staff needs to be mindful of where they carry out discussion of patient care. Conservations regarding patients must not be conducted in the presence of, or be heard by, unauthorized persons. d. Patient and staff information (e.g. address or diagnosis) must never be discussed with friends or relatives without the appropriate consent. e. Patient information should only be discussed between health care workers involved in the care and treatment of the patient. f. Confidentiality of information may be breached when communicating personal information. Staff should be aware of and follow the procedure when using the cell phone to communicate personal information. g. Staff should be aware of situations involving young persons, whereby the patient may not want information of their condition relayed to their parent/guardian. h. All personal information for patients and staff is protected according to the RCH procedure. In certain circumstances patients or staff may request additional measures to protect their personal information. i. The highest standards of confidentiality are expected within the RHU-Bahay Paanakan. Any violations of the confidentiality procedure will be addressed through the grievance committee, Human Resources and the Privacy Officer and could result in termination of employment. Examples of “breaches of confidentiality” include: Divulging personal information without consent. Telling a relative or friend about a patient or staff member of the RHU Gossiping about patients or staff. Reading medical records when it is not in the course of work duties. Discussing patient information in lifts or corridors. Accessing pathology results of family, friends or co-workers. Accessing a medical record or components of the patient record that are not required for you to do your work. Accessing electronic systems that you are not authorized to do so through password sharing. Services are offered on the usual schedule which is 8:00am to 5:00pm. 5. A Memorandum of Understanding shall be made to other government offices such as but not limited to the LDRRM Office, MSWDO, and LEA/PNP and private health facilities that provide/offer the same services shall be made in the provision of services during weekends and after office hours. 6. The services offered are available on a 24-hour basis, including Saturdays, Sundays, and Holidays, depending on the urgency/demand of the situation. 7. The right of the client’s records to privacy shall be observed at all times by the partner agencies. 8. All Barangay Health Station of San Pedro Personnel shall implement a functional twoway referral system. A return slips shall be endorsed to the program coordinator for safekeeping. 9. The cost of commodities, and/or services shall be posted in strategic places to inform the clients, general population and all stakeholders. 8.
