MODULE 1
* STEP 1: FILING OF THE BILL
* STEP 2: 1ST READING
• Principal author - unang nag file ng bill
• Co-author - nagpasa ng bill na may similar bill pero nauna lang yung nasa principal author
• principal sponsor - sumasagot sa mga committee head from 1st to 3rd reading
• co-sponsor - member of senate and house of rep para magpasa ng bill (gumagawa ng paraan)
* STEP 3: COMMITTEE HEARING
• Once na-reject ni committee hearing, no more step 4
• approved without revision • approve with amendment - may revision lang na onti
• recommend substitution - may 2nd hearing
*STEP 4: SECOND READING
• Ididiscuss about saan, kung ano matutulong sa community, sino makikinabang
• amendments - pwedeng baguhin o pagbabago pero hindi buong bill, revision lang pero amendment tawag
*STEP 5: VOTING ON 2ND READING
• They used the technical terms/jargon:
+ Aye = yes
+ nay = no
To know who agrees and disagrees with the law
• Table of the president ang ginagamit as jargon
• Approve or reject lang
• 2/3 ng vote ang need para maipasa yung bill
• various factors such as absence of the senators or the congress (same legislative process with the senate ang
ginagawa) ang pwede din makaapekto sa voting
• kalahati or lagpas sa kalahati dapat to proceed with the voting
• 3 days before the voting, magbibigay ang secretary ng copy sa mga senator
• If approved yung bill, proceed to 3rd reading
• STEP 6: VOTING ON 3RD READING / FINAL VOTING
• Types of voting:
+ Viva voice = sasabihin lang kung yes or no (aye or nay)
+ Nominal voting = tatawagin isa isa mga senator, then 3mins to explain whether to reject or approve of the
bill
*STEP 7: CONSOLIDATION OF VERSION FROM THE HOUSE
• dapat approve ng house of representatives and senates yung itatransfer sa malacañan
• Bicameral conference committee = taga reconcile ng mga similar bill. Taga merge ng mga ilalagay na ipapasa
sa malacañang then both chambers approve the consolidated version. Pag may part na di magkapareho, pipili
lang ng ilalagay
*STEP 8: TRANSMITTAL OF THE FINAL VERSION TO MALACAÑAN
• pag napirmahan na ng president, bill into law na
• veto = di pinirmahan ng pangulo, return to congress as either rejected or subject for reading
