(a):
GENERAL OVERVIEW AND SCOPE OF THE SUBJECT
The concept of industrial relations presupposes the existence of a relationship between
employees on the one hand and employers on the other hand and primarily revolves
around the three main themes or simply actors, namely, the state (i.e the government ) ,
the employers and the employees.
The state or government as an active participant of industrial relations assumes the role
of formulating policies and ensures proper relationship between employees and
employers through the medium of legislation and operational rules.
The concept of industrial relations in its proper sense and meaning signifies or implies a
set of functional inter dependence involving historical, economic, social, psychological,
demographic, technological, occupational, political, and legal variables.
In a brief wording, the spirit and core function of this subject is designed to acquaint
the student with sound and empirical working knowledge of trade unions, labor
legislations and fundamental principles of industrial democracy.
At the end of this course, a student is expected to be fully conversant with the historical
background and functioning of trade unions, wage components and fixation, principle of
collective bargaining ,industrial democracy ,social security schemes, redundancy labor
administration etc.
The students is also expected to acquire a sound working knowledge on how to grasp
and tackle issues relating to industrial conflict and how to access and exhaust avenues
available for dispute settlement machinery.

BRIEF HISTOICAL BACKGROUND
With the advent of industrial revolution and harnessing of the massive powers of steam
and electricity ,the dangers in workplaces increased steadily and substantially
occasioning serious physical injuries and sometimes death. Similarly, occupational
diseases caused by industrial processes and handling of certain types of materials and
substances also became a serious problem frequently resulting into physical and mental
incapacitation, sickness and sometimes death on a large scale
Thus, most of the workplaces were largely unsafe and harzadous and sometimes they
became virtually death traps. Accidents in workplaces became one of the major causes
of poverty starvation and deprivation. Any attempts by workers to claim compensation for
such injuries and losses of life from the employers were, in most cases defeated by
employers reluctance and sometimes callous disregard for human suffering.
