still issue the marriage license UNLESS there
is a court order

REGISTRAR DO NOW?
IF NO BIRTH OR BAPTISMAL CERTIFICATE,

intstrument drawn up and sworn to before
the LCR or public official

marriage license. It is free for poor people
as stated in an affidavit or oath in front of
the LCR.
