Ground Rules for Bicol University Olympics 2022 (FOOTBALL) The tournament shall be called Bicol University Olympics 2022 Football Men’s. This shall be done at Bicol University Sports Complex on October 26-29, 2022 Shall be manage by Bicol University – Institute of Physical Education, Sports and Recreation with the support of the referees. This shall be participated by all Bicol University colleges and campuses for selection of BU football team in Regional SCUAA. Prior to the BU Olympic solidarity meeting there shall be an advanced special meeting of all coaches and captain balls with tournament manager and sport coordinator. There shall be four (4) brackets (I, II, III and IV) with three (3) to four (4) teams per bracket. Seeding process shall be applied based on the previews results There shall be draw lots for all remaining teams. A single round robin shall be followed during the first elimination to determine team standing. The points are to be considered in attaining the team standing according to score. It shall be followed by Semi-Final matches by the top team of four brackets as: I VS IV II VS III In case there shall a tie in team standing, it shall determine by penalty shootout. The loser during the semi-final round will played for the third place. The winner will play for the championship match. I. There shall be composition at least of 15 players for each team. a. The names of the substitutes must be given to the referee before the start of the match. Any substitute not named by this time may not take part in the match. To replace a player with a substitute, the following must be observed: • the referee must be informed before any substitution is made • the player being substituted receives the referee’s permission to leave the field of play, unless already off the field • the player being replaced is not obliged to leave at the halfway line and takes no further part in the match, except where return substitutions are permitted • if a player who is to be replaced refuses to leave, play continues The substitute only enters: • • • • during a stoppage in play at the halfway line after the player being replaced has left after receiving a signal from the referee b. The only players that eligible to play in the said tournament shall be a student of BICOL UNIVERSITY. The players shall: be physical fit in the list of the final line up inserted in the gallery complete the requirements needed in the said tournament such as medical certificate and parents permit. II. FIFA Law 4 shall be strictly followed The compulsory equipment of a player comprises the following separate items: • a shirt with sleeves • shorts • socks • shin guards – these must be made of a suitable material to provide reasonable protection and covered by the socks • footwear Goalkeepers may wear tracksuit bottoms. Assistant referees are part of the referee’s decision, hence only the referees can decide on different matters regarding the onset of the game. V. On the scheduled time, a game may start with seven (7) players each (less than seven (7) players can be considered default) VI. Substitute are not allowed to go near the touchlines without the intent of substituting other players inside. They are to be assist by the assistant referees. VII. During the elimination round the point are to be considered in attaining the team standing according to the score. VIII. Duration of the match: 25 mins per half for elimination round 30 mins per half for semi-finals game 35 mins per half for championship game The halftime interval shall not exceed 10mins. The added/injury time shall not exceed 5mins. There shall be a water break depend on the weather of the game. At least one (1) mins. THE PLAYERS OR COACH SHALL NOT FORFEIT THE GAME IN THE ELIMINATION ROUND IN CONNECTION WITH THE POINT SYSTEM RULING. IX. A yellow card shall be issued if: a. Player plays in a dangerous manner. b. Team misbehave during the game specifically to the team captain. c. A player commits on ungentlemanly conduct. d. Interfering the ground rules and laws of the game. Red card shall be issued and be send off from the field of play if: a. Player plays in a reckless manner. b. The player is awarded by two (2) yellow card. c. serious foul play. d. biting or spitting at someone. e. violent conduct. f. using offensive, insulting or abusive language and/or gestures. X. XI. XII. XIII. Food beverages are not allowed inside the field of play. If there’s a protest referees must before/after the match informed to be valid. Simple letter regarding about the matter shall be signed by the referees.
