TO: ATTENTION: VIA: FROM: PDO Contract Holders «CONTACT» EMAIL …………………… March 2017 OUR REF: C-09-SP1157-HSE-Training YOU MUST CONFIRM RECEIPT BY RETURN TO THE ABOVE REFERENCE C9 HSE SPECIFICATIONS-TRAINING IMPORTANT INFORMATION FOR ALL PDO CONTRACT HOLDERS Dear Contract Holder, The State Audit Institution (SAI) conducts regular audits of PDO Contracts to ensure compliance with contractual obligations. It has found in a number of PDO projects that contractors did not comply with the HSE training requirements listed in SP-1157. This has resulted in retrospective action against the contractor and PDO. In some cases the non-compliance with the HSE Training requirements was not noticed or recorded by the Contract Holders. This meant that, not only were services delivered without evidence of acceptable HSE training, but HSE default notices were not issued at the time and consequently no penalties were applied. To avoid such non-compliance in ongoing and future contracts or projects, the Contract Holder must ensure that contractors deliver HSE Training in full compliance with the Contract Section C9, the minimum HSE requirements, which incorporate SP-1157 training. Further, all Contract Holders must ensure that the HSE Training requirements are fully adhered to and maintained up to date at all times. In all cases of non-compliance with Section C9 of the contract, the HSE default notice shall be issued and the appropriate penalty shall be applied. Section C5 of the Contract details the applicable penalties.
