JOSEPH REY G. MAGSINO ACTIVITY #3: HISTORICAL DEVELOPMENT OF TEACHING AS PROFESSION IN THE PHILIPPINES 1. Read RA 9293, An Act Amending Certain Sections of RA 7836 and answer this question: what provisions in RA 9293 contribute to ensure that teachers fielded are quality teachers? Discuss. This Republic Act is beneficial to both Filipino children and teachers because of the following reasons: 1. Teachers in a specific level of teaching (i.e Pre-school, Elementary and Secondary) must have a baccalaureate and must teach to where they specialize. This is important because children of different age need different kind of teaching approaches and teachers who are trained in this field can provide that needs and they can better understand these set of learners. Teachers in Junior High School is eligible in teaching Preschool but the training in teaching JHS leaners during college is different from the sets of training an Early Childhood Teacher are from their bachelor’s degree. 2. Teachers must have a license before they can practice the profession. Everyone can teach, as a matter fact our first teacher is our mother but teaching with license is a different story. License from Philippine Regulatory Commission serves as an indication that the teacher had gone through a screening process, he/she is eligible to teach and mold a child and can impart his/her the knowledge and skills. It is the same thing to doctors, will you allow an unlicensed Doctor to perform a major operation to you or your loved ones? or buying your first phone, will you buy an unbranded phone which price is similarly the same with branded ones? With this, teachers need licensed for it will reflect QUALITY EDUCATION. 3. It gives opportunity to teachers who failed to pass the licensure examination, given that their rating is not lower than 5% of the passing rate. This may contradict to my second reason BUT this opportunity is beneficial to children living in war zone places or to remote places. Almost of the licensed teachers dreamt of teaching in their hometown if offered to teach in a war zone area or remote places they will mostly decline (If I was offered with this, I will decline as well). If we have these Para-teachers who is willing to do the job then we can deliver education even in far flung places. 4. Lastly, teachers’ knowledge must be up to date and this RA ensures that teachers who have not practiced the profession within 5 years should took a refresher course to update what they have learned and what they should learn. As humans we often forgot things specially if we don’t practice it for a long time. As teachers we need to make sure that our leaning is current, for our learners are evolving, what we know 10 years from now must be obsolete in the present. Taking refresher course helps teachers who haven’t practice the profession for too long to be updated. 2. In 1991 the Congressional Commission to Review and Assess Philippine Education (EDCOM) come out with the finding that the "quality of Philippine education is declining" and that the teachers are "At the heart of the problem". The EDCOM discussed further that: - teachers were poorly trained there is low quality of students enrolled in teacher training - teaching is perceived as a poorly esteemed profession so it does not attract the best as mandated in the Philippine Constitution that " teaching will attract and retain" its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment ( Article XIV, Section 5 (5). - What actions did the Philippine government do after the EDCOM Report? Congress came up with a law creating the CHED, whose primary purpose is to regulate colleges & universities. Through its program promoting ‘national centers of excellence’, CHED is trying to encourage colleges & universities to develop special niches in certain areas of human knowledge which have a direct relevance to society & industry.
