II-PROJECT BACKGROUND
As per Division Memorandum No. 174, s. 2023, on the corrigendum and
addendum to Division Memorandum No. 132, s. 2023, District Memorandum
No.10 s, 2023, In Titled, Seminar-Workshop on Crafting and Development of
GAD Plan and Budget, and the Utilization of Harmonized Gender and
Development Guidelines (HGDG) tools, the school’s division of Palawan,
through its Gender and Development Focal Point System, conducted a threeday activity relative to the subject. The district of Balabac, on this regard, will
be conducting a District Roll-Out on Crafting and Development of Gad Plan
and Budget, and The Utilization of Harmonized Gender and Development
Guidelines (HGDG) Tools.
No GAD initiated activity has been recorded or conducted in the school level.
Following the District GAD Planning and budgeting seminar, the School GAD
Focal Point System, shall conduct a roll out of the said activity, to enhance
social relations and define roles within teams in performing collaborative
tasks among teachers and GAD Coordinators. Considering that the activity
being proposed, deemed first in Melville Elementary school, will provide
teachers a brand-new experience and equal opportunities, to exercise and
enjoy comfortable and harmonious relationship in a gender- neutral work
environment regardless of sex, gender, title and/or position. It is on very rare
occasions that Division and District personnel visit the school due to distance
and transportation constraints. However, in the S.Y 2022- 2023, Balabac
District, has been home to DepEd officials, consecutively. Under the
leadership of the new Schools Division Superintendent, the district known

for its warm and family like accommodation, is always looking forward to be
once again visited by the pillars of SDO Palawan.
In this regard, the Melville Elementary school wishes to invite, the PSDS,
herself, and the District GAD Focal Persons during the School GAD Planning
and Budgeting Roll- out as the resource and/or guest speakers on the below
specified dates. This request is being undertaken to take the SDS’s early
pronouncement of visiting our school into full consideration.
The Melville Elementary School is composed of 6 teachers, with 2 female
teachers and 4 Male headed by a head teacher. Provided these statistics, the
school is highly in need of technical assistance firsthand from the District
Office to scaffold professional development among teachers.
The proponents wish to conduct the activity on July5- July 6, 2023 at the
Melville Elementary school, Balabac, Palawan. This 3- day - workshop on the
roll- out of of GAD plan and budget, its crafting and development and the
utilization of Harmonized Gender and Development Guidelines (HGDG) tools
will involve all the 6 teachers and parents and their GAD Focal Point System
representatives.

III-PROJECT DESIGN
Goal
1. To craft and develop GAD plan, programs, projects and activities (PPAs)
for implementation in the school level.
2. To utilize GMEF and HGDG tools in the preparation of non- direct GAD
programs, projects and activities (PPAs).
Outcome
1. Capacitate the teachers and parents on the crafting and development
of GAD Plan and budget and the utilization of GMEF and HGDG tools.
Output
1. Crafted and developed GAD plan, programs, projects and activities for
implementation in the school level.
2. Utilized GMEF and HGDG tools in the preparation of none- direct GAD
programs, projects and activities (PPAs).
IV. PROJECT OBJECTIVE
This proposal is being undertaken to deepen understanding of all teachers
and school GAD focal point system, on the institutionalization of HGDG tools,
planning and budgeting towards GAD sensitive and GAD responsive projects
and activities across the 6 teachers of Melville Elementary School. As
mentioned in the rationale of this proposal, the School GAD Focal Point
System, considers conducting School GAD roll out, inviting Division GAD
personnel and the SDS, herself, to provide technical assistance and to
capacitate school heads on GAD and leadership related matters. Specifically,

B. Control of Resources
The Roll- out activity will be conducted in a face-to-face delivery mode
observing proper health protocols and standards, paying high attention
to each participant’s safety and comfort as stipulated in the GAD
guidelines. Expenses to be incurred, in the conduct of the said activity
shall be charged against the participating schools’ GAD fund.
1. MELVILLE ELEMENTARY SCHOOL shall be the Venue for the
Seminar- Workshop. Separate comfort rooms for male and female
participants shall be identified for their comfort.
2. Venue and hall preparation/ set- up, including stage backdrop with
8 x 6 ft size tarpaper, hauling of tables and chairs, equipment to be
used for the workshop such as audio- video resources, at least 3
wireless microphones,32-inch Smart TV with laptop connector,
podium, national flag, extension wires, etc., shall be delegated to
responsible committees. Other materials as requested by the
resource speaker such as 15 pcs manila paper, colored paper, 1 rim
of long bond paper, 1 printer, special paper (for certificates) shall be
provided.
3. Packed lunch and AM/PM Snacks for the 6 participants, 2 speakers,
a number of invited guests and 2 members of the technical working
group shall be served during the 2- day Seminar- Workshop. There
will be provision of Free- flowing coffee and drinking water for the
whole duration of the activity.
4. Standby solar power shall be provided in case of power interruption.

2. Monitor on time serving of foods (AM/PM snacks, lunch, dinner)
paying close attention to food restrictions of some participants.
3. Conduct evaluation and/or assessment to gather feedback about the
training, the speakers, the venue and the foods served during the
conduct of the activity.
VIII. EXIT PLAN
Participating teachers, after the activity, are expected to have crafted and developed GAD plan
and budget for implementation in respective stations. Programs, projects and activities (PPAs)
shall be prepared each time before school implementation, subject for approval at the school
level to institutionalize the HGDG tool.
