UNGAYA SA KAWAGIB NU BANGSAMORO PARTY (UKB), HEREIN REPRESENTED BY ITS SECRETARY- GENERAL MOHAJERAN K. BALAYMAN, Petitioner. JUDICIAL AFFIDAVIT I, ALI B. SANGKI, Filipino, of legal age, and a resident of Purok 2, Barangay Talisawa, Datu Abdullah Sangki, Maguindanao, subscribing under oath, depose and state the following in response to the questions asked by Atty. Samuel C. Fontanilla on 21 April 2021 at his office at 2F Star Building, Sinsuat Ave. cor. Roales St., Cotabato City, fully conscious that I am doing so under oath and that I may face criminal liability for false testimony or perjury: Q01 : Mr. Sangki, are you familiar with the Ungaya sa Kawagib Nu Bangsamoro Party? A01 : Yes. I am a member in good standing of the party and currently its incumbent Chairperson. Q02 : Since when have you been a member of the Ungaya sa Kawagib Nu Bangsamoro Party? A02 : I was sworn in as an official member of the party on 25 February 2021 during the party’s Founding Party Convention. I have, however, been working for the party even before its formal creation on February 2021 as one of the pioneer members who informally organized it as a loose alliance of BARMM residents. This loose alliance would eventually become the twenty-five-member committee that would organize the party’s Founding Convention. Q03 : Who were the other members of this twenty-five-member organizing committee that you just mentioned? In Re: Petition for Registration and Accreditation as a Regional Political Party …….…………………………………………………………………………2 Judicial Affidavit of Ali B. Sangki A03 : I have here a Secretary’s Certificate enumerating the twenty-two members of the Organizing Committee of the party’s Founding Convention. Mr. Ali handed over a copy of a Secretary’s Certificate dated 19 April 2021 enumerating the members of the Party’s Organizing Committee. The Document shall be the petitioner’s Exhibit B-1. A photocopy of the document has been attached to this judicial affidavit. Q04 : There is a signature on the bottom portion of the second page of this document. Whose signature is this? A04 : That is the signature of Mohajeran Balayman, our SecretaryGeneral. Q05 : How do you know that this is his signature? A05 : We have been working with each other for quite some time now. I have seen him sign documents on several occasions. I am thus very familiar with his signature. Q06 : Could you please tell us the duties and responsibilities of the organizing committee of which you were part of? A06 : We were the ones who drafted the political creed of the party, which would eventually find its way in the Constitution that was ratified and adopted during the Party's Founding Convention. We recruited, vetted, and organized the fifty-eight delegates who attended the Founding Convention of the Party. In consultation with the members of our respective communities, we were also the ones who prepared the Party Platform of Government and the Party ByLaws, which were eventually adopted and ratified by the Party’s Regional Assembly on 20 March 2021. Q07 : You mentioned that the Party’s Platform of Government and the Party’s By-Laws were adopted and ratified by the Party’s Regional Assembly on 20 March 2021. Do you have copies of these two documents? A07 : Here, Atty. Mr. Sangki handed over copies of the Ungaya sa Kawagib Nu Bangsamoro Party’s Platform of Government and By-Laws. The documents shall be the petitioner’s Exhibits B-2 and B-3. Copies of these documents have been attached to this judicial affidavit. Q08 : On page 3 of the Party Platform, and on the Secretary’s Certificate attached to it, there appear signatures above the name Mohajeran K. Balayman. Do you confirm that those are his signatures? A08 : Yes, those are his signatures. In Re: Petition for Registration and Accreditation as a Regional Political Party …….…………………………………………………………………………3 Judicial Affidavit of Ali B. A10 : None as of the moment. I am executing this judicial affidavit to attest to the truth of the foregoing facts and to constitute my direct examination as a witness in this case. ALI B.
