PETITION
[for Registration and Accreditation as a Regional
Political Party Based in the BARMM]
P etitioner UNGAYA SA KAWAGIB NU BANGSAMORO PARTY (UKB),
represented herein by its Secretary- General Mohajeran K. Balayman, by counsel,
most respectfully requests the Honorable Commission on Elections for registration and
`
accreditation as a regional political party in the Bangsamoro Autonomous Region in
Muslim Mindanao (BARMM), and in support thereof states as follows:
1. Petitioner UNGAYA SA KAWAGIB NU BANGSAMORO PARTY (UKB for
brevity) is a duly organized and existing regional party in the BARMM with principal
headquarters and post office address at National Highway, Barangay Talisawa, Datu
Abdullah Sangki, Maguindanao. It has provincial headquarters at the following
addresses: (a) Palahangan, Hji. Muhtamad, Basilan; (b) Raya, Tamparan, Lanao del
Sur; (c) Talisawa, Datu Abdullah Sangki, Maguindanao; (d) Kulasi, Maimbung, Sulu;
and (e) Poblacion, Bongao, TawiTawi.
2. For purposes of this petition, the Party is represented by its SecretaryGeneral Mohajeran K. Balayman. A copy of Mr. Balayman’s written authority is
attached herewith as Exhibit A-1. Mr. Balayman may be served with notices and other
processes from this Honorable Commission through the undersigned counsel at 2nd
Floor, Star Bldg., Sinsuat Ave. cor. Roales St., Cotabato City.
3. The Party was first conceptualized by the following community leaders in
the BARMM: (a) Bangsamoro Transition Authority (BTA) Member Ali B. Sangki; (b)
BTA Member Rasul E. Ismael; (c) former ARMM Regional Legislative Assembly (RLA)
Member Rolan Abdul Rashid Macarambon; and (d) former ARMM RLA Member
Suharto Ibay. After a series of meetings, the four formed a twenty-five-member
Organizing Committee tasked with recruiting and vetting potential members and

organizing the Party’s Founding Convention. The names and addresses of the
members of the Organizing Committee is attached as Exhibit B-1.
4. The party was formally organized on 25 February 2021 with the holding of
the Party’s Founding Convention at Brgy. Upper D’lag, Pandag, Maguindanao. A copy
of the Minutes of the UKB’s Founding Party Convention is attached herewith as Exhibit
A-2.
5. UKB’s political creed is contained in Section 1, Article II of its Constitution,
a copy of which is attached herewith as Exhibit A-3. For reference of the Honorable
Commission, Section 1, Article II of UKB’s Constitution is reproduced below:
Section 1. The Party adheres to the following basic principles,
which shall serve as its guide in achieving its objectives and programs as
a party:
(a) Democracy and Participatory Governance. The Party
believes that all political authority must come from the people. It shall,
therefore, commit itself in a brand of governance that is participatory,
consultative, and accountable; one that affirms the democratic rule of the
majority, while still being consistent with the precepts of the law.
(b) Social Justice and Empathy. The Party believes that true
progress and growth can only be achieved by striving to empower the
historically marginalized and vulnerable sectors of society. To this end,
the Party shall strive to give the marginalized and vulnerable in the
Bangsamoro Autonomous Region equal access to all social, economic,
cultural, political, and legal spheres. It shall further ensure that all basic
rights protected under the Philippine Constitution and the Bangsamoro
Organic Law are enjoyed by everyone regardless of race, ethnic origin,
sex, sexual orientation, gender identity, religious faith, political belief,
disability, or economic status.
(c) Peace and Non-Violence. The Party is committed to
working for peace and security in the Bangsamoro Region. It shall always
strive to promote unity, peace, justice, and goodwill among all peoples in
the region; and it shall not pursue its goals through violence and other
unlawful means.
(d) Self-governance and Autonomy. The Party believes in a
Bangsamoro Region that is free to chart its own political, economic,
social, and cultural development within the bounds of the Philippine
Constitution. The Party shall continue to work for the fulfillment of the
objectives of genuine self-governance and autonomy of the democratic
project that is the Bangsamoro Autonomous Region.
6. Petitioner’s objectives as a party are contained in Sections 2 and 3, Article
II of its Constitution, to wit:
Section 2. The Party shall endeavor to achieve the following
political objectives:
(a) Secure life for the people of BARMM. The Party shall work
for the realization of the desires and aspirations of the people of the
BARMM to live secure, peaceful, and healthy lives in communities that
have adequate livelihood opportunities and that share the wealth of its
resources equitably.

(b) Strong and Resilient BARMM. The Party shall strive to
build a strong and resilient BARMM—one that has sustainable industries
that contribute to the region’s self-sufficiency but still protective of the
integrity of the region’s natural resources.
(c) Effective Leadership and Good Governance. The Party
shall work to ensure that the region’s offices and agencies are efficient,
competent, innovative, and conscious of their civic duties and
responsibilities to the public.
Section 3. The Party shall further work to achieve the following
organizational objectives:
(a) to elect competent men and women into elective positions
in the BARMM and its constituent government units to give effect to the
Party’s principles and political objectives;
(b) to develop and implement programs within the region that
embody and reflect the Party’s vision of governance; and
(c) to provide its members such training, support, and other
services as may be necessary to develop them into effective leaders in
various political and electoral arenas.
7. To implement the foregoing objectives, the party’s Regional Assembly
adopted and promulgated its Platform of Government on 20 March 2021, a copy of
which is attached herewith as Exhibit B-2.
8. Membership to the Party is open to all registered voters in the BARMM,
provided they are not members of any regional political party in the BARMM, or any
organization whose programs are contrary to, or are inconsistent with, the objectives,
principles, and programs of the Party. At present, the party has two hundred eightysix (286) members in good standing. A copy of the Party current roster of members is
attached as Exhibit A-5.
9. The Party has local chapters established in all the five provinces of the
BARMM. It has registered members in the following ara=eas: (a) Lamitan City and all
eleven (11) municipalities of the Province of Basilan; (b) Marawi City and all thirty- nine
(39) municipalities of the Province of Lanao Del Sur; (c) Cotabato City and twenty- six
(26) of the (33) thirty- three municipalities of the Province of Maguindanao; (d) all
nineteen (19) municipalities of the Province of Sulu; and (e) all eleven (11)
municipalities of the Province of Tawi- Tawi.
10. Of the two hundred eighty- six (286) active members of the Party, two (2)
are incumbent Members of the Bangsamoro Transition Authority, eight (8) are
incumbent Municipal Mayors, eight (8) are incumbent Vice Mayors, and two (2) are
incumbent Municipal Councilors. Furthermore, eighteen (18) members have
previously held elective positions in the ARMM, including two (2) former Members of
the ARMM Regional Legislative Assembly, a former Provincial Board Member, and six
(6) former Municipal Mayors. A summary of the names of these officials are attached
herewith as Exhibit A-6.
11. The petitioner UKB is administered by the following Party organs: (a) its
Regional Assembly, Regional Executive Committee, the Party Chairperson, and Party

President; (b) its Provincial Assemblies and Provincial Executive Committees; and (c)
its City, Municipal, and Special Geographic Committees. The incumbent members of
UKB’s Regional Assembly, Regional Executive Committee, and Provincial Assemblies
were elected during the Founding Convention of the Party in accordance with Sec.2,
Article VII of its Constitution A copy of the party’s complete Roster of Officers is
attached herewith as Exhibit A-4.
12. Petitioner UKNB is not a religious sect or denomination, organization, or
association organized for religious purposes. Section 1, Article V of the Constitution of
the Party expressly states that “[t]he Party shall be non-sectarian and non-religious in
character” and that “[i]t shall not allow any of its organs or committees to become
adjuncts of any religious sect or denomination.”
13. It is not supported by, nor does it accept, financial contribution from any
foreign government or their agencies. Section 2, Article V of the Constitution of the
Party expressly states that “[t]he Party, its organs, committees, and official candidates
shall not accept financial support or contribution from foreign governments and their
agencies.” A copy of the Party’s incumbent Treasurer supporting this is attached as
Exhibit A-7.
14. Petitioner UKB undertakes to uphold and adhere to the Constitution of the
Republic of the Philippines and obey all laws and legal orders promulgated by its duly
constituted authorities. It does not and shall not pursue its goals through violence or
other unlawful means.
15. Petitioner UKB possesses all the qualifications and none of the
disqualifications set forth under the 1987 Constitution and other relevant laws. When
directed, the UKB shall cause the publication of this Petition, together with the Notice
of Hearing that will be issued by this Honorable Commission.
16. Finally, petitioner UKB expressly manifests its intent to participate in 2022
elections and subsequent elections thereafter.
PRAYE R
WHEREFORE, it is respectfully prayed that the Honorable Commission
register and accredit petitioner Ungaya sa Kawagib nu Bangsamoro Party as a
regional political party based in the Bangsamoro Autonomous Region in Muslim
Mindanao, issuing thereto the necessary Certificate of Registration and/or
Accreditation. Other reliefs just and equitable are also prayed for.

Mindanao. We have read the contents thereof and affirm the same are true and correct based on
our personal knowledge and authentic documents in our possession. We further certify that the
factual allegations in the petition have evidentiary support.
3. Petitioner Ungaya sa Kawagib nu Bangsamoro Party has not commenced any other
action or proceeding involving the same issues in any other court, tribunal, or agency. To the best of
our knowledge, no such petition is pending with any other court, tribunal, or agency. Should we
thereafter learn that a similar action or proceeding has been filed or is pending before another court,
tribunal, or agency, we hereby undertake to notify the Honorable Commission of such fact within five
(5) calendar days from notice.

following in response to the questions asked by Atty. Samuel C. Fontanilla on 21 April
2021 at his office at 2F Star Building, Sinsuat Ave. cor. Roales St., Cotabato City, fully
conscious that I am doing so under oath and that I may face criminal liability for false
testimony or perjury:

Assembly unanimously resolved to authorize me to file with the
Commission on Elections and/or Bangsamoro Election Office a
petition for registration and accreditation as a regional political
party in the Bangsamoro Autonomous Region in Muslim Mindanao.
Mr. Balayman handed over a Secretary’s Certificate dated 19 April 2021. The

The the current members of the Party’s Regional Assembly,
Regional Executive Committee, and Provincial Assemblies were all
selected by the founding members by majority vote during the
Founding Convention . This is in accordance with Section 2, Article
VII of the Party’s Constitution. The members of the Party’s
Provincial Executive Committees, and Municipal and City
Committees were, on the other hand, appointed by the Party’s
Provincial Assemblies.

members. The 286 members are clustered into five Provincial

In accordance with the Party’s Constitution, the Party is strictly a
non-sectarian organization. It is not affiliated with any religious sect
or denomination, or association organized for religious purposes.

Finally, do you have information based on the records in your
possession if the party has at any time received any financial
contribution or funding from the government or any of its entities,
or from any foreign government?

The party’s Constitution and By- Laws strictly mandates adherence
to the Constitution of the Republic of the Philippines, as well as to
the laws and legal orders thereof. This includes compliance with
the proscription from receipt of contributions or funding of any kind
from the government or any of its entities, or from any foreign
government and its agencies, which is likewise codified in our
Constitution. As further proof of compliance with the said
proscription, however, here is a certification from the Party’s
incumbent Treasurer.
Mr. Balayman handed over a copy of a Certification dated 19 April 2021 issued by
Mr. Nor Eimman K. Balayman, the Treasurer of the Party’s Regional Assembly.

I, MOHAJERAN K. BALAYMAN, Filipino, of legal age, and with office address at
National Highway, Barangay Talisawa, Datu Abdullah Sangki, Maguindanao, after being
sworn in accordance with law, depose and state that:
1. I am the duly elected and incumbent Secretary-General of the Ungaya sa Kawagib
nu Bangsamoro Party (UKB), a regional political party in the Bangsamoro Autonomous Region
with principal headquarters and post office address at National Highway, Barangay Talisawa,
Datu Abdullah Sangki, Maguindanao.
2. At the special meeting of the Party’s Regional Assembly held on 25 February 2021
in Pandag, Maguindanao, during which a quorum was present and acting throughout, the
following resolution, which remains in full force and effect as of this date, was unanimously
adopted and approved:
“RESOLVED, that the Regional Assembly of the Ungaya sa
Kawagib nu Bangsamoro Party, the highest governing and policy making
body of the Party, hereby authorizes the Secretary-General,
MOHAJERAN K. BALAYMAN, to file with the Commission on Elections
and/or the BARMM Bangsamoro Election Office a petition for the
registration and accreditation of the Party as regional party in the
Bangsamoro Autonomous Region in Muslim Mindanao.
“RESOLVED FURTHER, that Mr. Balayman be authorized to
sign, execute, and deliver, for and on behalf of the Party and the Regional
Assembly, any and all documents necessary to file the foregoing petitions
and to do any and all acts which may be required, necessary, or proper
in connection therewith.
”RESOLVED FINALLY, that Mr. Balayman and the Party
Chairperson, Ali B. Sangki, be authorized to sign the verification of the
petition to be prepared and filed as required under Rule 32 of the
COMELEC Rules of Procedure.”

1. Call to Order
Hon. Ali B. Sangki, presided over the convention as Convention Chairperson and
called the meeting to order at 9:00 A.M. Mr. Mohajeran K. Balayman acted as Convention
Secretary and recorded the minutes of the proceedings.
2. Opening Message of the Convention Chairperson
Mr. Balayman welcomed the guests and participants of the Founding Party Convention
of the Ungaya sa Kawagib nu Bangsamoro. He explained that the majority of the invited
participants to the Convention will be attending the proceedings via Zoom in light of
government regulations prohibiting in-person meetings due to the COVID-19 pandemic. He
then requested the participants via Zoom to turn their web cameras on, mute their respective
microphones, and speak only if recognized by the Chairperson of the Convention. He directed
the participants to use the “raise hand” and/or chat functions of Zoom so that they may be
properly recognized.

Mr. Balayman then called on the Convention Chairperson, Bangsamoro Transition
Authority Member Hon. Ali B. Sangki to deliver his opening message. After the opening
message, Mr. Balayman allowed other participants to give their congratulatory messages,
comments, and reactions.
3. Roll Call of Attendees
The Chairperson requested the Convention Secretary to conduct a roll call of all the
attendees and determine if all persons invited by the Convention Organizing Committee are
present. After conducting the roll call, Mr. Balayman informed the Chairperson that all invited
persons are present either in person or via Zoom.
4. Adoption and Promulgation of the Party’s Constitution
The meeting then proceeded with the presentation to the delegates of the proposed
party Constitution by BTA Member Hon. Rasul E. Ismael of the Constitution and By-Laws SubCommittee of the Convention Organizing Committee. Mr. Ismael explained to the delegates
that the draft Constitution was a product of a series of consultations conducted by his SubCommittee with the different party delegates prior to the Convention. The draft being presented
for the consideration of the attendees has been sent via post and/or e-mail to all invited
attendees.
After due deliberation, and upon motion duly made and seconded, the delegates of
the Founding Party Convention of the Ungaya sa Kawagib nu Bangsamoro, by unanimous
vote, resolved to adopt and promulgate the Party’s Constitution as presented.
5. Swearing-in of the Founding Members of the Party
The Chairperson announced that the convention will then proceed with the swearingin of the founding members of the Party. The Secretary noted that there were fifty-eight (58)
delegates present, all of whom are eligible for membership under Section 1, Article III of the
Party’s Constitution. The Chairperson then requested Mr. Ali B. Sangki to lead the recitation
of the oath of membership by all delegates.
6. Election of Officers
The convention proceeded with the election of officers of the Party for the ensuing term
of 2021 to 2023. The Convention Chairperson explained that under the Transitory Provisions
of the Party Constitution, the first set of officers of the Party shall be elected by a majority vote
of all the founding members of the Party. He then enumerated the positions open for elections,
to wit: (a) members of the Regional Assembly; (b) Party Chairperson, who must be a member
of the Regional Assembly; (c) members of the Regional Executive Committee; and (d)
members of the Provincial Assemblies.
Upon nominations duly made and seconded, and the unanimous vote of all party
delegates, the following were elected to the positions set forth after their respective names for
the ensuing term of 2018 to 2021, to serve as such until the election and qualification of their
successors:

THE CONSTITUTION OF THE
UNGAYA SA KAWAGIB NU BANGSAMORO PARTY
Adopted and promulgated at the Founding Party Convention
held on 25 February 2021 in Upper D’lag, Pandag, Maguindanao.
PREAMBLE
We, united Bangsamoro individuals of different ethnicities, tribes, and religions;
desirous of building a peaceful, progressive, self-governing, and self-sustaining
Bangsamoro Autonomous Region; committed to working for a united, peaceful,
progressive, and secure community that is founded on freedom, peace, justice, and
empathy; abhorring all forms of discrimination against race, ethnicity, sex, sexual
orientation, gender identity, religious faith, political belief, disability, or economic status;
fulfilling our mandate to engage in a brand of governance that is participatory, consultative,
transparent, and accountable; and exercising our political and civil rights to fulfill these
goals, do hereby unanimously agree to establish a new regional political party in the
Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and it is with this
common ideology that we ordain and promulgate this Constitution.
Article I
NAME, SYMBOLS, AND
HEADQUARTERS
Section 1. The official name of the party shall be Ungaya sa Kawagib nu
Bangsamoro Party. The abbreviated name of the Party shall be UKB.
Section 2. The official logo, slogan, anthem, and other symbols of the Party shall
be approved by the Party’s Regional Assembly.
Section 3. The regional headquarters of the Party shall be established within the
territory of the BARMM, the exact location of which shall be determined by the Party’s
Regional Executive Committee. As far as practicable, provincial headquarters shall be
established in all the five (5) five provinces of the BARMM.
Article II
DECLARATION OF PRINCIPLES
AND OBJECTIVES
Section 1. The Party adheres to the following basic principles, which shall serve
as its guide in achieving its objectives and programs as a party:
(e) Democracy and Participatory Governance. The Party believes that
all political authority must come from the people. It shall, therefore, commit itself in
a brand of governance that is participatory, consultative, and accountable; one that
affirms the democratic rule of the majority, while still being consistent with the
precepts of the law.
(f) Social Justice and Empathy. The Party believes that true progress
and growth can only be achieved by striving to empower the historically
marginalized and vulnerable sectors of society. To this end, the Party shall strive to
give the marginalized and vulnerable in the Bangsamoro Autonomous Region equal
access to all social, economic, cultural, political, and legal spheres. It shall further
ensure that all basic rights protected under the Philippine Constitution and the
Bangsamoro Organic Law are enjoyed by everyone regardless of race, ethnic
origin, sex, sexual orientation, gender identity, religious faith, political belief,
disability, or economic status.
(g) Peace and Non-Violence. The Party is committed to working for
peace and security in the Bangsamoro Region. It shall always strive to promote
unity, peace, justice, and goodwill among all peoples in the region; and it shall not
pursue its goals through violence and other unlawful means.
(h) Self-governance and Autonomy. The Party believes in a
Bangsamoro Region that is free to chart its own political, economic, social, and

cultural development within the bounds of the Philippine Constitution. The Party
shall continue to work for the fulfillment of the objectives of genuine self-governance
and autonomy of the democratic project that is the Bangsamoro Autonomous
Region.
Section 2. The Party shall endeavor to achieve the following political
objectives:
(d) Secure life for the people of BARMM. The Party shall work for the
realization of the desires and aspirations of the people of the BARMM to live secure,
peaceful, and healthy lives in communities that have adequate livelihood
opportunities and that share the wealth of its resources equitably.
(e) Strong and Resilient BARMM. The Party shall strive to build a strong
and resilient BARMM—one that has sustainable industries that contribute to the
region’s self-sufficiency but still protective of the integrity of the region’s natural
resources.
(f) Effective Leadership and Good Governance. The Party shall work
to ensure that the region’s offices and agencies are efficient, competent, innovative,
and conscious of their civic duties and responsibilities to the public.
Section 3. The Party shall further work to achieve the following organizational
objectives:
(d) to elect competent men and women into elective positions in the
BARMM and its constituent government units to give effect to the Party’s principles
and political objectives;
(e) to develop and implement programs within the region that embody
and reflect the Party’s vision of governance; and
(f) to provide its members such training, support, and other services as
may be necessary to develop them into effective leaders in various political and
electoral arenas.
Article III
PARTY MEMBERSHIP
Section 1. Membership to the Party is open to all registered voters in the BARMM,
provided they are not members of any regional political party in the BARMM, or any
organization whose programs are contrary to, or are inconsistent with, the objectives,
principles, and programs of the Party.
Section 2. Membership applications shall be filed with the Municipal, City, or
Special Geographic Committee of the Party having territorial jurisdiction over the polling
precinct of the applicant. The Municipal, City, or Special Geographic Committee
concerned shall then submit its recommendation to the appropriate Provincial Assembly
for final approval. For purposes of this Constitution, Cotabato City and the sixty-three
BARMM Barangays located in the Province of Cotabato shall be considered within the
territorial jurisdiction of the Province of Maguindanao.
Section 3. Residents of areas without active Municipal, City, or Special
Geographic Committees shall file their applications for membership with the Provincial
Secretary having jurisdiction over their polling precincts, who shall transmit the same to
the Provincial Assembly for review and approval.
Section 4. The foregoing notwithstanding, the Party’s Provincial Assemblies may
directly accept applications for membership at their discretion.
Section 5. The oath of affiliation and induction rites of new members shall be
administered by the appropriate Provincial Assembly following the procedures prescribed
by the Party’s Regional Assembly.
Section 6. Membership in the Party is terminated by death, resignation, or
expulsion for just cause by a two-thirds vote of the Provincial Assembly concerned.
Refusal to pay dues and/or assessments shall not be a ground for expulsion but will
disqualify a member from voting and from being voted, appointed, or nominated.

Section 7. All members of the Party in good standing shall have the following
rights:

to nominate candidates to any elective position in the Party;
to be selected as a Delegate to the Party’s Regional Assembly;

to be nominated as an official Party candidate;
to be informed of Party meetings, plans, activities, finances, and the use
of Party funds and property; and
to be accorded due process on complaints, investigations, and decisions
on matters affecting membership and tenure.
Section 8. Each member of the Party shall have the following basic duties:

to keep himself fully informed of the plans, activities, and services of the
party;
to pursue party objectives and actively participate in the implementation
of the party programs;

under this Article;
to vote for and support all candidates fielded by the Party;
to pay the membership fee and the regular dues prescribed by the
Regional Assembly;
to comply with duly promulgated decisions of the Party and to abide by
the rule of the majority.
Article IV
THE PARTY ORGANIZATION
A. COMMON PROVISIONS
Section 1. The Party shall be administered by the following:

the Regional Assembly, the Regional Executive Committee, the Party
Chairperson, and Party President;
the Provincial Assemblies and their respective Provincial Executive
Committees; and
the City, Municipal, and Special Geographic Committees.
Section 2. The Provincial Assemblies shall be autonomous from the Regional
Assembly, the Regional Executive Committee, and from each other insofar as consistent
with the interdependence necessary for the attainment of the objectives of the Party as
provided for in this Constitution and in accordance with such decisions as from time to
time may be adopted by the Regional Assembly or the Regional Executive Committee.
B. THE PROVINCIAL CHAPTER
Section 3. The Provincial Chapter shall be the basic unit of the Party. A Provincial
Chapter shall be established in each of the five (5) provinces of the BARMM.
Section 4. Every Member of the Party shall belong to a Provincial Chapter, which
shall be the chapter having territorial jurisdiction over his or her polling precinct. For
purposes of this section, Cotabato City and the sixty-three BARMM Barangays located in
the Province of Cotabato shall be within the territorial jurisdiction of the Province of
Maguindanao.
C. THE PROVINCIAL ASSEMBLY
Section 5. The members of each Provincial Chapter shall elect among themselves
a Provincial Assembly composed of a Chairperson, a President, a Secretary, and two (2)
Directors.

Section 6. The members of the Provincial Assemblies shall serve for a term of
three (3) years or until their successors shall have been elected and qualified.
Section 7. Subject to the conditions laid down under Section 2 of this Article, the
Provincial Assembly shall be the governing body of the Party in the Province and shall
represent the Party before the people and the duly constituted authorities of the province
regarding Party matters therein.
Section 8. Official candidates of the party at the provincial and district levels shall
be nominated by the Provincial Assembly, subject to review and final approval of the
Regional Executive Committee.
D. THE PROVINCIAL EXECUTIVE COMMITTEE
Section 9. Each Provincial Chapter shall have a Provincial Executive Committee
composed of the Provincial President and the Provincial Secretary sitting as ex officio
members, a Vice President for Internals, a Vice President for Externals, a Deputy
Secretary, a Treasurer, and an Auditor. The Provincial Executive Committee shall be
responsible for the implementation of the policies, plans, and programs of the Party at the
provincial level.
Section 10. The members of each Provincial Executive Committee, except for the
Provincial President and Provincial Secretary, shall be appointed by the Provincial
Assembly and shall serve for a term of three (3) years or until their successors shall have
been elected and qualified.
E. THE MUNICIPAL / CITY / SPECIAL GEOGRAPHIC COMMITTEE
Section 11. As far as practicable, there shall be a Municipal or City Committee
constituted in every municipality or city in the region. A Special Geographic Committee
shall be established to represent the registered voters of the sixty-three BARMM
Barangays located in the Province of Cotabato.
Section 12. The Municipal, City, and Special Geographic Committees shall each
be composed of a Chairperson, a Vice-Chairperson, and a Secretary. The said members
of the Municipal, City, or Special Geographic Committees shall be appointed by the
Provincial Assemblies having territorial jurisdiction over the area and shall serve a term of
three (3) years or until their successors shall have been elected and qualified.
Section 13. The Municipal, City, and Special Geographic Committees shall be
responsible for appointing Sectoral Heads, Barangay Cluster Heads, and Precinct
Campaign Teams within their respective jurisdictions.
Section 14. Official candidates of the Party at the municipal or city level shall be
nominated by their respective Municipal or City Committees, subject to review and final
approval of the appropriate Provincial Assembly.
Section 15. The Provincial Assembly shall be responsible for nominating official
candidates in municipalities or cities without duly constituted Municipal or City
Committees.
F. THE REGIONAL ASSEMBLY
Section 16. The Regional Assembly shall be the highest governing and policymaking body of the Party. It shall the following exclusive powers:
(a) It shall set the general policies and guidelines for the Party, which shall be
executed and administered by all Party organs and Committees.
(b) It shall approve all amendments or revisions to the Party’s Constitution
and By-Laws.
(c) It shall promulgate the Party’s regional platform and general program of
action.
(d) It shall exercise overall supervision of the Party organs and Committees.
(e) It shall be responsible for appointing the members of the Regional
Executive Committee of the Party.

It shall nominate the official candidates of the Party at the regional level.
(g) It shall review and approve the official candidates of the Party at the
provincial level recommended by the Provincial Assemblies.
Section 17. The Regional Assembly shall be composed of delegates duly
appointed by each Provincial Assembly to the number of five (5) delegates per legislative
district within the territory of the Provincial Chapter. They shall elect among themselves a
Chairperson, who shall simultaneously serve as the Party Chairperson. The Party’s
Secretary-General shall sit as an ex officio member of the Regional Assembly but shall
have no power to vote at its meetings.
Section 18. The appointed members of the Regional Assembly shall serve for a
term of three (3) years or until their successors shall have been duly appointed.
Section 19. The Regional Assembly shall meet every second Monday of March of
every year before a presidential or midterm election year, and at such other times as it
may be convened by the Regional Executive Committee. The Party’s Secretary-General
shall be responsible for making the necessary physical arrangements and preparations,
including the sending of notices to all Provincial Assemblies at least seven days before
the date of the meeting.
Section 20. The Regional Assembly shall be obliged to meet if requested by a
majority of the members of the Regional Executive Committee. The meeting shall be held
no later than one month from such request.
G. THE REGIONAL EXECUTIVE COMMITTEE
Section 21. There shall be a Regional Executive Committee of the Party
consisting of a President, who must be a member of the Regional Assembly and who shall
serve as the Party President, two (2) Vice Presidents, a Secretary-General, a Treasurer,
and an Auditor, all of whom shall be elected by the Regional Assembly at its regular
meeting, and all Chairpersons of the Party’s Provincial Assemblies. The Chairperson of
the Party’s Regional Assembly shall sit as an ex officio member of the Regional Assembly
and shall preside over its meetings but shall only be entitled to vote to break a tie.
Section 22. The Regional Executive Committee shall, subject to the control and
direction of the Regional Assembly, be the Administrative Authority of the Party. It shall
have the following duties and responsibilities:
(a) To ensure the establishment of, and to keep in active operation, a
Party Chapter in every province of BARMM, Municipal or City Committee in all its
cities and/or municipalities, and a Special Geographic Committee to represent the
sixty-three BARMM Barangays located in the Province of Cotabato;
(b) To enforce the Constitution of the Party and to take any action it
deems necessary for such purpose;
(c) To present to the Regional Assembly at its regular meeting a Report
covering the work and progress of the Party during its period of office;
(d) To propose to the Regional Assembly such amendments to the
Constitution as may be deemed desirable and to submit to the Regional Assembly
such resolutions and declarations affecting the Platform and Principles of the Party
as in its view may be necessitated by the political circumstances; and
(e) To organize and maintain such funds or funds as may be thought
necessary for any of the objects for which the Party exists.
Article V
MISCELLANEOUS PROVISIONS
Section 1. The Party shall be non-sectarian and non-religious in character. It shall
not allow any of its organs or committees to become adjuncts of any religious sect or
denomination.
Section 2. The Party, its organs, committees, and official candidates shall not
accept financial support or contribution from foreign governments and their agencies.

Section 3. The Party, its organs, and committees shall, at all times, uphold and
adhere to the Constitution of the Republic of the Philippines and obey all laws and legal
orders promulgated by its duly constituted authorities.
Article VI
AMENDMENTS
Section 1. Any amendment to, or revision of, this Constitution may be proposed
by any Member in good standing by submitting the same to the Party’s Regional Executive
Committee. If approved by the Regional Executive Committee by a majority vote of all its
members, such amendment or revision shall be submitted to the Regional Assembly for
ratification.
Section 2. Any amendment to, or revision of, this Constitution shall become
effective when ratified by at least two-thirds (2/3) of all the members of the Regional
Assembly.
Article VII
TRANSITORY PROVISIONS
Section 1. This Constitution shall take effect immediately upon its adoption and
promulgation by a majority of the founding members of the Party in an assembly held for
the purpose.
Section 2. After the ratification of this Constitution the members of the Regional
Assembly and the Provincial Assemblies shall be elected by the founding members
present. They shall serve as such until the election and/or appointment of their successors
in accordance with this Constitution.

I was sworn in as an official member of the party on 25 February
2021 during the party’s Founding Party Convention. I have,
however, been working for the party even before its formal creation
on February 2021 as one of the pioneer members who informally
organized it as a loose alliance of BARMM residents. This loose
alliance would eventually become the twenty-five-member
committee that would organize the party’s Founding Convention.

shall be the petitioner’s Exhibit B-1. A photocopy of the document has been
attached to this judicial affidavit.

We have been working with each other for quite some time now. I
have seen him sign documents on several occasions. I am thus
very familiar with his signature.

organizing committee of which you were part of?

We were the ones who drafted the political creed of the party, which
would eventually find its way in the Constitution that was ratified
and adopted during the Party's Founding Convention. We
recruited, vetted, and organized the fifty-eight delegates who
attended the Founding Convention of the Party. In consultation with
the members of our respective communities, we were also the ones
who prepared the Party Platform of Government and the Party ByLaws, which were eventually adopted and ratified by the Party’s
Regional Assembly on 20 March 2021.

PLATFORM OF GOVERNMENT
Adopted by the UKB Regional Assembly during its special meeting held on
20 March 2021 in Talisawa, Datu Abdullah Sangki, Maguindanao.
I.
THE PARTY’S VISION AND MISSION
Through its participation in the democratic process of elections, the Party aspires
to achieve the following:
(a) Secure life for the people of BARMM. The Party envisions a region
with constituents living secure and stable lives in communities that have adequate
livelihood opportunities and that share the wealth of its resources equitably.
(b) Strong and Resilient BARMM. The Party envisions a strong and
resilient region that has sustainable industries contributing to the region’s selfsufficiency, while still preserving and protecting the integrity of the region’s natural
resources.
(c) Effective Leadership and Good Governance. The Party envisions
building a regional bureaucracy that is competent, innovative, and conscious of its
civic duties and responsibilities to the public.
II.
THE PARTY’S VALUES
The Party’s approach to governance is based on its values as a party. The Party’s
values that shall guide it in striving for the attainment of its Vision & Mission include: (a)
Democracy and Participatory Governance; (b) Social Justice and Inclusive Growth; (c)
Peace and Non-Violence; and (d) Self-governance and Autonomy.
III.
THE PARTY’S PROGRAM OF ACTION
A.
Working for the realization of a Bangsamoro Region
with constituents who live secure and stable lives.
(1) The Party shall work for the provision of basic education to every child
in the Region.
 It shall strive to eliminate existing institutional and cultural barriers
to access to education.
 It shall prioritize the allocation of resources for the building of
schools and classrooms, especially in the peripheries.


It shall endeavor to increase enrolment and attendance in the
government’s education programs by directly working with the
communities and ensuring that parents are equipped with the skills
they need to be part of their children’s education.
It shall support the training of the Region’s educators, as well as
improvements in their wages and conditions.
(2) The Party believes that it is the government’s responsibility to help its
citizens reach their full potential through tertiary and/or vocational education that
addresses both the needs of the communities and the industries present in the
Region.
 It shall, therefore, work to help the constituents of the Region
acquire the skills and knowledge they need now, and in the future,
to obtain well-paid and secure jobs through the provision of
institutional skills training and enhancement programs.

It shall provide targeted financial support and programs for
deserving constituents of the Region who aim to finish their tertiary
education.

It shall develop and prioritize traineeships and apprenticeships in
the Local Government.
(3) The Party acknowledges that access to safe and secure housing a
basic human right. It shall provide housing opportunities for the homeless and
informal settlers in the Region.
(4) The Party shall work to ensure universal access to healthcare in the
Region.
 It shall increase the capabilities of the Region’s existing district
hospitals by increasing investments thereto and rebuilding rundown
infrastructure.

It shall also strive to create more community-based health facilities,
especially in the peripheries.
(5) The Party shall prioritize the Region’s health response to COVID-19.
 It shall reinforce the Region’s surveillance and testing strategies to
enable early identification of COVID-19 and limit and prevent its
spread in the Region’s communities.

It shall continue improving the Region’s contact-tracing capability.
(6) The Party shall strive to protect the vulnerable and marginalized
sectors of the Region.
 It shall engage persons with disabilities and senior citizens in
productive economic activities.

It shall improve existing systems for the provision of accessible and
efficient assistance (food, burial, scholarships, medical, etc.) for
poor communities.

It shall develop interventions to increase women’s participation in
governance and in society.
(7) The Party believes that it should be unlawful to discriminate against
any person based on race, ethnic origin, sex, sexual orientation, gender identity,
religious faith, political belief, disability, or economic status. It shall thus strive to
enact a comprehensive Anti-Discrimination statute for the Region.
B.
Achieving a strong and resilient Bangsamoro Region—
self-sufficient, while still protecting the environment
(1) The Party shall work to attract domestic and foreign capital
investments to the Region. It shall pursue economic programs and strategic
investments that will help propel and stabilize the economy of the Region and
ensure the security of livelihood and employment of the people.
(2) The Party shall establish a regional infrastructure agenda and
framework that shall identify long-term strategic pipeline projects for the Region. It
shall work closely with its constituent local government units, regional businesses,
and community leaders to identify and deliver the needed projects.
(3) The Party shall provide adequate support for the Region’s agriculture,
aquaculture, and fisheries industries.

It shall provide production subsidies for the Region’s marginal
fisherfolk and farmers and shall aid in the efficient marketing of their
agricultural and marine products.

It shall invest in the establishment infrastructure for pre- and postharvest facilities in the Region.

It shall assist in the formation and development of producers'
cooperatives for the farmers and fisherfolk of the Region.
(4) The Party shall support the Region’s micro and small businesses
sector.

It shall reduce red tape and lower the regulatory burdens for micro
and small entrepreneurs.

It shall help micro and small businesses compete for government
and private contracts.

It shall increase the access of micro and small entrepreneurs to
capital and government grants.
(5) The Party shall grow tourism in the region through increased
investments in infrastructure and domestic marketing.
(6) The Party shall secure the Region and its communities against
terrorism and other forms of security threats. It shall establish institutional
partnerships and collaborations with law enforcement agencies to ensure the
proper enforcement of the rule of law and attainment of meaningful peace in the
Region.
(7) The Party believes that its natural environment, with its soils,
waterways, wildlife, and coasts, is one of its most important economic assets. It
shall, therefore, ensure that these assets are protected from damage caused by
their unsustainable harvest and use.
C.
Practicing effective leadership and good governance
The implementation and success of the political and socio-economic
agenda of the Party demand that government agencies and offices are efficient,
competent, innovative, and conscious of their civic duties and responsibilities to
the public. In this light, the Party shall:
(1)
Ensure the efficient delivery of government services to the public;
(2)
Make government open and accountable, and intolerant to any form
of corruption;
(3)
Broaden and strengthen venues for people’s participation in all
levels of governance;
(4)
Promote strong and vibrant cooperation among local government
units which shall consolidate all plans, policies, and resources in
pursuing the socio-economic agenda of the party; and
(5)
Develop community leaders who embody the ideals and principles
of the party, inspire, and motivate others, and are committed to the
delivery of the Party’s platform.

BY-LAWS OF THE
UNGAYA SA KAWAGIB NU BANGSAMORO PARTY
Adopted by the UKB Regional Assembly during its Special Meeting held on
20 March 2021 in Talisawa, Datu Abdullah Sangki, Maguindanao.
Article I
PARTY MEMBERSHIP
Section 1. Membership to the Party is open to all registered voters in the BARMM,
provided they are not members of any regional political party in the BARMM, or any
organization whose programs are contrary to, or are inconsistent with, the objectives,
principles, and programs of the Party.
Section 2. Every Member of the Party shall belong to a Provincial Chapter, which
shall be the chapter having territorial jurisdiction over his or her polling precinct. For
purposes of these By-Laws, Cotabato City and the sixty-three BARMM Barangays located
in the Province of Cotabato shall be considered within the territorial jurisdiction of the
Province of Maguindanao.
Section 3. Applications to the Party shall be filed with the Municipal, City, Special
Geographic Committee of the Party having territorial jurisdiction over the polling precinct
of the applicant. The Municipal, City, or Special Geographic Committee concerned shall
then submit its recommendation to the appropriate Provincial Assembly for final approval.
Section 4. Residents of municipalities or cities without active Municipal, City, or
Special Geographic Committees shall file their applications for membership with the
Provincial Secretary having jurisdiction over their polling precincts, who shall transmit the
same to the Provincial Assembly for review and approval.
Section 5. The foregoing notwithstanding, the Party’s Provincial Assemblies may
directly accept applications for membership at their discretion.
Section 6. All applicants must take the following Oath of Affiliation before his or
chapter’s Provincial Assembly before admission:
I, ___________________, do hereby confirm my
membership with the Ungaya sa Kagawib nu Bangsamoro Party. I
solemnly swear to faithfully discharge my duties and responsibilities
as a Member of the Party. I further pledge to uphold and defend the
Constitution and By-Laws of the Ungaya sa Kagawib nu
Bangsamoro Party; ever putting into practice the Party’s basic
principles of Democracy and Participatory Governance, Social
Justice and Empathy, Peace and Non-violence, and Selfgovernance and Autonomy. All these, I pledge and promise to do
and observe to the best of my ability, without any mental reservation
or purpose of evasion.
Section 7. Membership in the Party is terminated by death, resignation, or
expulsion for just cause by a two-thirds vote of the Provincial Assembly concerned.
Refusal to pay dues and/or assessments shall not be a ground for expulsion but will
disqualify a member from voting and from being voted, appointed, or nominated.
Section 8. All members of the Party in good standing shall have the following
rights:
(a) to attend and participate in Party meetings and activities;
(b) to avail of Party services and facilities;
(c) to nominate candidates to any elective position in the Party;
(d) to be selected as a Delegate to the Party’s Regional Assembly;
(e) to be appointed in the Party’s City, Municipal, or Special Geographic
Committees;
(f) to be nominated as an official Party candidate;
(g) to be informed of Party meetings, plans, activities, finances, and the use
of Party funds and property; and
(h) to be accorded due process on complaints, investigations, and decisions
on matters affecting membership and tenure.

Section 9. Each member of the Party shall have the following basic duties:
(a) to conduct himself at all times in accordance with the principles, objectives,
and programs of the party;
(b) to keep himself fully informed of the plans, activities, and services of the
party;
(c) to pursue party objectives and actively participate in the implementation
of the party programs;
(d) to help recruit qualified party members in accordance with the standards
under this Article;
(e) to vote for and support all candidates fielded by the Party;
(f) to pay the membership fee and the regular dues prescribed by the
Regional Assembly;
(g) to comply with duly promulgated decisions of the Party and to abide by
the rule of the majority.
Article II
THE REGIONAL ASSEMBLY
Section 1. The Regional Assembly shall be the highest governing and policymaking body of the Party. It shall the following exclusive powers:
(a) It shall set the general policies and guidelines for the Party, which shall be
executed and administered by all Party organs.
(b)
It shall approve all amendments or revisions to the Party’s Constitution
and By-Laws.
(c)
It shall promulgate the Party’s regional platform and general program of
action.
(d)
It shall exercise general supervision of the Party organs and committees.
(e)
It shall be responsible for appointing the members of the Regional
Executive Committee of the Party.
(f)
It shall nominate the official candidates of the Party at the regional level.
(g)
It shall review and approve the official candidates of the Party at the
provincial level recommended by the Provincial Assemblies.
Section 2. The Regional Assembly shall be composed of delegates duly appointed
by each Provincial Assembly to the number of five (5) delegates per legislative district
within the territory of the Provincial Chapter. The Party’s Secretary-General shall sit as an
ex officio member of the Regional Assembly but shall have no power to vote at its
meetings. The appointed members of the Regional Assembly shall serve for a term of
three (3) years or until their successors shall have been duly appointed.
Section 3. The members of the Regional Assembly shall elect among themselves
a Chairperson, who shall simultaneously serve as the Party Chairperson. He or she shall
act as the Presiding Officer of all meetings of the Regional Assembly.
Section 4. The Regional Assembly shall meet every second Monday of March of
every year before a presidential or midterm election year, and at such other times as it
may be convened by the Regional Executive Committee. The Party’s Secretary-General
shall be responsible for making the necessary physical arrangements and preparations,
including the sending of notices to all Provincial Assemblies at least two weeks before the
date of the meeting.
Section 5. The Regional Assembly shall be obliged to meet if requested by a
majority of the members of the Regional Executive Committee. The meeting shall be held
no later than one month from such request.
Article III
THE REGIONAL EXECUTIVE COMMITTEE
Section 1. There shall be a Regional Executive Committee of the Party, which
shall be the Administrative Authority of the Party. It shall have the following duties and
responsibilities:

(a) To ensure the establishment of, and to keep in active operation, a
Party Chapter in every province of BARMM, a Municipal or City Committee in all
its cities and/or municipalities, and a Special Geographic Committee for the sixtythree BARMM Barangays located in the Province of Cotabato.
(b) To enforce the Constitution of the Party and to take any action it
deems necessary for such purpose.
(c) To present to the Regional Assembly at its regular meeting a Report
covering the work and progress of the Party during its period of office.
(d) To propose to the Regional Assembly such amendments to the
Constitution as may be deemed desirable and to submit to the Regional Assembly
such resolutions and declarations affecting the Platform and Principles of the Party
as in its view may be necessitated by the political circumstances.
(e) To organize and maintain such funds or funds as may be thought
necessary for any of the objects for which the Party exists.
Section 2. The Regional Executive Committee shall be composed of the following:
(a) a President, who must be a member of the Regional Assembly; (b) a Vice President
for Internal Affairs; (c) a Vice President for External Affairs; (d) a Secretary-General; a
Treasurer; and an Auditor, all of whom shall be elected by the Regional Assembly at its
regular meeting. The Party Chairperson shall sit as an ex officio member of the Regional
Assembly and shall preside over its meetings but shall only be entitled to vote to break a
tie.
Section 3. The President shall act as the Party President and chief operations
officer of the Party and, as such, shall manage and oversee all the Party’s operations,
including resource generation and allocation, research and recruitment, liaison,
documentation, communications, and publications. He or she shall likewise be the chief
spokesperson of the Party and its official representative to pertinent assemblies,
conferences, and similar fora.
Section 4. The Vice President for Internal Affairs shall assist the President in all
matters pertaining to membership management, training and member skills development,
and internal communications. He or she shall assume the responsibilities of the President
in case of the latter’s incapacity, resignation, impeachment, or death.
Section 5. The Vice President for External Affairs shall assist the President in all
matters pertaining to community engagement and outreach, advocacy and awareness,
and external communications.
Section 6. The Secretary-General shall: (a) prepare the agenda, minutes, and
program of all meetings of the Regional Assembly and Regional Executive Committee; (b)
act as the official custodian of all records of the Party and all its organs and committees,
(c) prepare the Report mandated under Section 22, Article IV of the Party Constitution, (d)
prepare all reports required by the Commission on Elections, and (e) perform such other
functions as may be assigned him or her by the Party President.
Section 7. The Treasurer shall: (a) safe-keep and administer the Party’s funds and
other funds and other resources, (b) ensure the prompt and proper collection of all dues
and other receivables accruing to the Party, (c) prepare the Financial Report whenever so
required by the Party Chairperson, (d) and perform such other functions as may be
assigned him or her by the Party President.
Section 8. The Auditor shall: (a) review and verify the accuracy of all financial
records of the Party and ensure compliance with all relevant laws; (b) work with the Party’s
external auditor in the audit of its financial statements and reports, and (c) perform such
other functions as may be assigned him or her by the Party President.
Article IV
THE PROVINCIAL ASSEMBLY AND PROVINCIAL
EXECUTIVE COMMITTEE
Section 1. The Provincial Assembly shall be the governing body of the Party in the
Province and shall represent the Party before the people and the duly constituted

authorities of the province regarding Party matters therein. It shall be composed of a
Chairperson, a President, a Secretary, and two (2) Directors.
Section 2. The members of the Provincial Assembly shall be elected by the
members of the Provincial Chapter. They serve for a term of three (3) years or until their
successors shall have been elected and qualified.
Section 3. The Provincial Assembly shall be responsible for appointing the
Provincial Chapter’s delegates to the Party’s Regional Assembly. Such appointment shall
be done no later than the second Monday of January of every year before a presidential
or midterm election year.
Section 4. Official candidates of the party at the provincial and district levels shall
be nominated by the Provincial Assembly, subject to review and final approval of the
Regional Executive Committee.
Section 5. Each Provincial Chapter shall have a Provincial Executive Committee
composed of the Provincial President and the Provincial Secretary sitting as ex officio
members, a Vice President for Internals, a Vice President for Externals, a Deputy
Secretary, a Treasurer, and an Auditor.
Section 6. The Provincial Executive Committee shall be responsible for the
implementation of the policies, plans, and programs of the Party at the provincial level.
Section 7. The members of each Provincial Executive Committee, except for the
Provincial President and Provincial Secretary, shall be appointed by the Provincial
Assembly and shall serve for a term of three (3) years or until their successors shall have
been elected and qualified.
Article V
THE MUNICIPAL / CITY / SPECIAL
GEOGRAPHIC COMMITTEE
Section 1. As far as practicable, there shall be a Municipal or City Committee
constituted in every municipality or city in the region, which shall be composed of a
Chairperson, a Vice-Chairperson, and a Secretary. A Special Geographic Committee shall
be established to represent the registered voters of the sixty-three BARMM Barangays
located in the Province of Cotabato.
Section 2. The members of the Municipal, City, and Special Geographic
Committees shall be appointed by the Provincial Assemblies having territorial jurisdiction
over the area and shall serve a term of three (3) years or until their successors shall have
been elected and qualified.
Section 3. The Municipal, City, and Special Geographic Committees shall be
responsible for appointing Sectoral Heads, Barangay Cluster Heads, and Precinct
Campaign Teams within their respective jurisdictions.
Section 4. Official candidates of the Party at the municipal or city level shall be
nominated by their respective Municipal or City Committee, subject to review and final
approval of the appropriate Provincial Assembly.
Section 5. The Provincial Assembly shall be responsible for nominating official
candidates in municipalities without duly constituted Municipal or City Committees.
Article VI
MEETINGS
Section 1. No meeting of a Party Organ, Committee, or Chapter may be held
unless notice thereof has been sent at least seven (7) days before the scheduled meeting.
Section 2. In emergency cases, a meeting may proceed without compliance with
the required period, but any resolution passed therein shall only be binding if approved or
concurred with by a majority of all the members of the Party Organ, Committee, or Chapter
concerned.

Section 3. Notices required by the Party’s Constitution and By-Laws may be given
by e-mail, fax, or similar electronic means, provided that the member concerned has
explicitly agreed to receive notice by this method.
Section 4. Members may attend meetings of the Party organs, committees, and
chapters through video conferencing. A member intending to participate in any meeting
through video conferencing shall communicate his or her intention to the Secretary
concerned at least forty-eight (48) hours before the scheduled meeting so that suitable
arrangements may be made.
Section 5. No decision of any Party organ, committee, or chapter shall be valid
and binding if arrived in the absence of a quorum. A simple majority of all its members
shall constitute a quorum for a meeting of any Party organ, committee, or chapter.
Attendees who are participating through video conferencing shall be deemed present for
the purpose of attaining quorum.
Section 6. Unless otherwise provided under the Constitution of the Party, a simple
majority shall suffice to approve any motion during any meeting of a Party organ,
committee, or chapter. Attendees participating through video conferencing may vote in the
resolution of any motion.
Article VII
OFFICIAL CANDIDATES
Section 1. No Member shall represent himself or herself in any regional,
provincial, city, or municipal election unless officially nominated in accordance with the
Party Constitution and By-Laws.
Section 2. Official candidates of the party at the regional level shall be nominated
by the Regional Assembly.
Section 3. Official candidates of the party at the provincial and district levels shall
be nominated by the Provincial Assembly, subject to review and final approval of the
Regional Executive Committee.
Section 4. Official candidates of the Party at the municipal or city level shall be
nominated by their respective Municipal or City Committee, subject to review and final
approval of the appropriate Provincial Assembly. The Provincial Assembly shall be
responsible for nominating official candidates in municipalities without duly constituted
Municipal or City Committees.
Article VIII
AMENDMENTS
Section 1. Any amendment to, or revision of, this Constitution may be proposed
by any Member in good standing by submitting the same to the Party’s Regional Executive
Committee. If approved by the Regional Executive Committee by a majority vote of all its
members, such amendment or revision shall be submitted to the Regional Assembly for
ratification.
Section 2. Any amendment to, or revision of, this Constitution shall become
effective when ratified by at least two-thirds of all the members of the Regional Assembly.
